Abstrakt:

Letters to the authorities were a massive way of communication between state institutions (including the ruling party) and various social groups in People’s Poland. The frequency of writing “to Warsaw” was variable and depended on many factors (changes of government teams, adoption of important laws). Workers, peasants (farmers and pensioners) most often wrote to the authorities. The most common topics of the letters are: housing problems, rural and agricultural issues, problems of workplaces as well as social security and health care. The authors of the letters used very diverse strategies to increase the effectiveness of the complaint, which was the subject of the letter (appropriate letter form, argumentation, writing the same case to several institutions at the same time or systematic re-writing of letters on the same topic). Anonymous writing was a specific way to achieve the goals.
