The purpose of the EU cohesion policy is to reduce disparities at the level of economic, social and spatial development of the underdeveloped regions. The Europe 2020 Strategy establishesmore growth- and innovation-oriented investments. The main objective of this paper is to analyze and evaluate the differences and dynamics of the EU regions at the NUTS 2 level, characterized by the selected variables in the economic, social and territorial accessibility (transport infrastructure) area to determine the clusters of different levels of disparities in the EU regions (HDI) and transport infrastructure as well as to examine their interdependence. Calculations were based on statistical data acquired from Eurostat databases. The results confirm a distinctively clear inequality of economic development in the European regional space between Central and Eastern Europe as well as Northern and Western Europe regions, with the highest growth of dynamics identified in the regions of the countries that joined the EU in 2007 and 2004. The analysis also identifies the European regions with a high level of spatial cohesion (accessibility) and validates the thesis about the presence of interdependence between the EU regional development and spatial cohesion (accessibility) of the regions.
The purpose of the following paper is to debate the cross-border shopping tourism activities taking place at the external borders of the European Union in Poland and Romania. The work focuses on a comparative analyses of three borders from Poland and three borders from Romania. They had a similar history, underwent a period of political and economic transformation and both countries joined the EU in a short space of time. The research is composed from a theoretical and empirical approach. The theoretical research results show similarities in the evolutions of cross-border shopping tourism activities from both countries. The empirical research updates the situation of cross-border shopping tourism activities. The results show a different evolution of this kind of tourism activities, which has been more predominant at the Polish borders than at the Romanian border, mainly motivated by the stronger market differences existing between Poland and its neighbours, than between Romania and its neighbours. The economic motivators are still strong with a focus of customers on better price benefits and discount opportunities. The leisure elements, although not predominant are present, mainly in Poland, the customers being mainly motivated by the pleasure emerged from the shopping activity. In terms of shopping, the dominant role is played by the shopping, in their old forms (bazaar, local market or a transformed department stores) or their new forms (commercial centres or malls), increasingly incorporating also elements of leisure.
The purpose of the study, whose results are reported in the present paper, was to assess the changes in the spatial accessibility, resulting from the realisation of large road investment projects in Poland in the period 2004–2013. Attention was primarily focused on changes in overall accessibility and on investment projects, constituting three chosen case studies. The method, selected for the measurement of the level of spatial accessibility and of its changes, was based on the indicator of potential accessibility. Each analysis was carried out in parallel in three dimensions: European, national, and regional. It was stated that the improvement in the international and national accessibility, which took place in Poland due to the road projects, was highly uneven in space. It was determined by the location of the routes constructed and the distribution of the demographic potential in space. The resulting distribution of accessibility became more polarised, this being inevitable in the situation of undertaking numerous projects within a short time. The projects realised served more the international and inter-metropolitan connections, while their influence on the improvement of the situation within the provinces was smaller. The study confirmed the earlier apprehensions that the motorways might produce the “tunnel effect” (understood as limitation of the service to uniquely the long-distance connections). This sort of threat is decidedly smaller in the case of the expressways. It was also demonstrated that the correct location of the nodes might have a perceptible impact on the spatial reach of the positive effects from the projects.
The purpose of this article is to examine the status of the Ukrainian-Polish bilateral trade links, to identify regional characteristics and disparities in the Ukrainian commodity trade with Poland. The place of Poland in the geographical structure of commodity exports and imports with regard to Ukrainian regions has been studied. Balance and connectivity coefficients of commodity trade with Poland have been calculated for 25 regions of Ukraine. Regionally influenced differentiations between the Ukrainian and Polish regional commodity trade links have been revealed. The groups of Ukrainian regions have been determined on the basis of the level of their commodity trade balance and type of external trade links with Poland.
The purpose of this study is to present a description of the course of the COVID-19 epidemic in Poland in the space-time dimension in the period from March 15th to August 8th 2020. The result of the conducted research is a presentation of the regional differentiation of the course of the epidemic in Poland, the comparison of the intensity of SARS-CoV-2 infections in particular voivodeships, the determination of the degree of similarity in the course of the pandemic development process in individual regions (voivodeships) of the country, and also the indication of the factors which could be taken into account when attempting to explain the interregional differences in the course of the epidemic. The conducted research shows, among other things, that: (1) in terms of time, the development of the epidemic was generally monotonic, however the increase in new infections was rather cyclical, (2) in the spatial dimension, the development of the epidemic was rather random, although the greatest number of infections was characteristic of the most populated regions of the country, (3) the level of infections in Poland was mainly positively influenced by: population density, working in industry, people beyond retirement, age as well as a poorly developed material base of inpatient care.
The quality of life and the residential environment in an urban space are considerably influenced by Green Infrastructure. This results from the growing ecological awareness of society and the greater importance attached to the quality of the surrounding environment. Such an approach influences the city’s image and its perception with respect to the quality of life. Olsztyn is an example of a city with exceptionally rich natural environmental assets, located in the cleanest region of Poland. The city is developing in line with the “Olsztyn: the Garden City” slogan. The objective of the article is to compare the results of a public opinion poll among city dwellers with respect to the quality of life in terms of natural environment resources.
Quality of life is an extraordinarily multidimensional term. It includes both objective and subjective factors. This article reviews the quality of life of an extremely sensitive group – people over the age of 65, based on data from the pan-European SHARE survey (Survey of Health, Ageing and Retirement in Europe). The survey revealed the disparities in the quality of life of seniors regarding material, health, social and emotional dimensions in 16 European countries. According to the European survey of the evaluation of the quality of life of seniors, those living in Western and Northern European countries are more satisfied with the quality of their life. Generally, it has become apparent that quality of life is interlinked with the institutional framework of the country, family support and individual approaches. Countries in Southern and Eastern Europe have lower values in individual dimensions as well as in the aggregate quality of life index.
There are regions in Europe that are particularly vulnerable both environmentally and socially. Hungary’s Sand Ridge in the Danube Tisza Interfluve (Homokhátság in Hungarian) is considered such a region. The water balance of these lowland landscapes has been negative for decades, and complex ecological and social problems have escalated in parallel with aridification. Therefore, this region deserves special attention from the territorial development perspective. Over the last two decades, our successive studies have revealed that development policies in the region have been unsuccessful on multiple occasions, unable to alter the core negative trends significantly. We also noticed the mistakes and inertness of spatial planning when we worked on our current applied research: the Sand Ridge Regional Development Concept and Program. This study aims to explore deficiencies and shortcomings of the spatial policy and identify the factors that have slowed territorial development. Insights from interviews with experts and surveys conducted with local municipalities highlight that access to European Union funds has not alleviated long-standing conflicts. Resource-driven and uniform planning has become one of the main hindering factors. According to the experts, the necessary complex programs have not been implemented, and many initiatives have stalled. They also expressed concerns that Sand Ridge’s natural and social endangerment will continue to increase. <br>
There is still no consensus on the definition of urban governance, which can be attributed to gaps in its empirical foundation across both time and space. The Austro-Hungarian Monarchy (1867-1918), with its complex state structure, serves as an ideal historical and geographical subject for unveiling aspects related to the birth of modern urban governance within a Central European context. To conduct comparative research, this study examines selected cities from two territorial autonomies of the empire: Zagreb, Osijek, Varaždin, and Zemun from Croatia-Slavonia, and Lviv and Cracow (Krakow) from Galicia. Urban governance within territorial autonomy, particularly from a historical standpoint, is a unique subject that lacks a substantial presence in the literature of urban studies and territorial autonomy. In this paper, an analytical framework was developed based on the key components of the transformation thesis of urban governance and metagovernance theory. The findings of the study indicate that the process of designating territorial autonomies and the various political factors behind them significantly shaped the formation of urban governance systems. <br>
Realizacja działań w ramach Programu Rozwoju Obszarów Wiejskich (PROW) wymaga obiektywnego rozpoznania potrzeb ich wdrażania, w oparciu o wyniki analiz złożonych procesów przyrodniczych i ekonomiczno-demograficznych zachodzących w czasie i przestrzeni obszarów wiejskich. Wzrastająca funkcjonalność Systemów Informacji Geograficznej (GIS) oraz powszechna dostępność do informacji przestrzennej spowodowały, że bazy danych GIS i analizy geoprzestrzenne stały się skutecznym narzędziem wpierającym implementację działań PROW. Celem pracy jest przedstawienie możliwości wykorzystania danych geoinformacyjnych wybranych baz danych GIS do analizy zróżnicowania przestrzennego obszarów wiejskich województwa dolnośląskiego w oparciu o wybrane komponenty środowiskowe i demograficzne, stanowiące cząstkowe kryteria implementacji działań PROW. W oparciu o zasobność bazy danych Corine Land Cover (CLC) wykonano analizę zróżnicowania form pokrycia i użytkowania obszarów wiejskich. Na podstawie Numerycznego Modelu Terenu (NMT) analizowano rzeźbę terenu, a na podstawie bazy danych glebowo-rolniczych wykonano analizę zróżnicowania przestrzennego przydatności rolniczej gleb. Analizowano również zróżnicowanie przestrzenne gęstości zaludnienia obszarów wiejskich na podstawie bazy danych GUS. Z przeprowadzonych badań wynika, że obszary wiejskie województwa dolnośląskiego są zróżnicowane przestrzennie. Otrzymane wyniki analiz zaprezentowano w postaci map tematycznych, które mogą być wykorzystane praktycznie podczas planowania i wdrażania działań PROW przez organy odpowiedzialne za rozwój i ochronę obszarów wiejskich.
Recently, it has been claimed that spatial inequalities in Hungary had by far not reduced, but signifi cantly increased since 1990. The inefficiency of Hungarian regional development in the reduction of spatial inequalities, in the past two decades has been caused by several different reasons. Functional deficiency of the local institutions of the regional development network is one of the most characteristic reasons, which led to this situation. Network members at the next planning turnover should be able to change the attitudes catalyse the changes necessary, being able to contribute to the realisation of a planning practice based on community development.
Recently, marginal lands have been attracting attention as areas of high cultural and natural value that are undergoing profound, uncontrolled transformations. These changes are seen as a threat to the cohesion and identity of existing landscapes. However, ongoing processes are often difficult to interpret and evaluate without a long-term historical perspective. Here, we focused on understanding the long-term landscape dynamics in the depopulated and economically marginalized Wiar River basin, where 87% of inhabitants were displaced after World War II. A detailed, spatially explicit land-cover analysis based on eight series of topographic data (dating from 1780 to 2017), in line with the review of archival sources and literature, allowed us for identification of patterns and drivers of change. We linked the driving forces and the resulting landscape properties to four distinct historical periods (i.e. pre-industrial, industrial, socialist, and free-market). We demonstrated how the landscape of 25 villages, dominated for centuries by open farmland, shifted after WWII into extensively forested, and that not all regions in Europe follow the pattern of increasing rate of land-cover change.
Recently Montenegro has often been faced with extreme weather events. The aim of this paper is to provide a detailed synoptic analysis of a severe weather event, a waterspout, and to confirm an indication that in most cases such events could potentially be forecasted, which is of great practical significance, since human lives and property can be saved. The paper presents the research results of synoptic and mesoscale weather conditions which created a favourable meteorological environment for a waterspout development in Tivat (Montenegrin coast) on June 9, 2018, around 01 UTC (03 CET). Based on field survey analysis, the rating of tornado intensity by the Fujita scale (F-scale) has been done by assessing the damage. The synoptic type for this situation was CLOSED-SW and was determined by a detailed examination of atmospheric circulation. The results presented in the manuscript can help decision makers in Montenegro to take certain adaptation measures (above all, in tourism and construction) in order to mitig te the negative consequences of weather extremes.
Regeneration of centrally located city areas has been increasingly more often undertaken as a regeneration megaproject exercise. In European cities there are vast post-railway areas, which, if transformed, can produce morphological and functional changes. Against this background, investigating demolition as part of transformation of the existing spatial and functional structures is an interesting option. Transformations proposed for the downtown area of Vienna previously occupied by the Wien Südbahnhof railway station include the reconstruction of 109 ha formerly used exclusively by railway sector operators. The research problem boils down to the question: what was the course of demolition of the area covered by modernisation works carried out as a megaproject and how has it transformed space organisation on the spot? The paper analyses the sequence of urban renewal initiated in Vienna in the area adjacent to the new Wien Hauptbahnhof railway station and identifies the outcomes of the process. Regeneration project triggered the decision to completely demolish all elements of the existing railway infrastructure and to reconstruct it anew on a much smaller area. Recuperated post-railway land was made available to housing developers, as well as to service facilities and leisure projects, which expand central area of the city.
The region of Western Sudetes is one of the most popular tourist areas in Poland. Simultaneously, it is also characterized by significant variability in terms of climate conditions. Therefore, the main goal of the analysis was to evaluate variability in heat stress frequency according to UTCI and examine how it corresponds to the results of the tourism-climate index (WSI). The results for both indices, for 1971-2015 data, showed significant differences between the summit and the lower located mountain zones. Analysis on multiannual trends of UTCI classes showed significant increase in the frequency of thermoneutral conditions and decreasing tendency for cold stress categories.
Regional socio-economic inequality is a major threat of instability in northeast Europe. The polarisation-equalization dynamics has a direct influence over the distribution of population, industry, financial resources, environmental load, and other domains of the Baltic region. The research scope covers an area of nine countries, including the Baltic coast of Germany, Poland, and north-western Russia. Official data of Eurostat and Rosstat are used to evaluate the relationship between a number of statistical indicators over a period of 2000-2016. Research results reveal an inverse correlation between the volume of GRP per capita generated and the rate of its increase, as well as between GRP per capita and population change. A less significant direct correlation between population density and the rate of population increase found. Results emphasise cross-country differences in polarisation and equalization processes and stress that the population of the Baltic region is increasingly concentrating in capital cities. The latter is especially evident in countries with a relatively small population size. An important factor affecting the development of international cooperation in the Baltic region and national economic growth is the high economic growth rates in the less economically developed countries. The article puts forward arguments in favour of regional equalization and advocates against polarisation strategy, including special measures to stimulate growth of urban agglomerations.
The relationship between growing rates of urbanisation and city warming has been evaluated in a very large number of urban climate studies. The work detailed here has focused on remote-sensing data, looking at changes in urbanisation over time in one of the newest cities in Brazil, i.e. Palmas in the northern region of the country, which serves as capital city of Tocantins. The youngest state in Brazil, Tocantins was only founded in 1988, with the construction of Palmas as capital commencing in 1989. Measured meteorological data were used to assess local climate changes in typical years, whereas urbanisation levels, generated for stepwise increments of 10 years, were obtained from the identification of vegetated and built-up classes in satellite imagery. Results suggest that changes in local climate were not always related to ongoing urbanisation in Palmas. Equally, despite promising changes in patterns of distribution of vegetation in given areas of Palmas over time – with an increase in high NDVI levels in 2021 that would potentially ameliorate local climate – thermal benefits did not prove to be detectable at the reference meteorological station. <br>
Remote sensing studies have shown that urban areas have unique environmental, climatic, land use/cover characteristics as a result of intense anthropogenic activities. Consequently, urban areas have developed distinct microclimate and elevated temperatures. Thermal remote sensing data has been widely used to study these characteristics. In this study, an attempt has been made to review the studies involving Landsat remote sensing dataset for investigating land surface temperature. Landsat is oldest finer resolution thermal dataset, which has been effectively used in mapping and analysis of land surface temperature, urban heat island and urban microclimate. Since 1978, it has been providing thermal data through Thematic Mapper (TM), Enhanced Thematic Mapper Plus (ETM+) and Thermal Infrared Sensor (TIRS) sensors.
The research objective was to determine whether and to what extent SAR data can be used to determine changes in the water level in small glacial lakes (with an area of ~1 km2). The research object was Lake Biskupińskie – a small post-glacial lake in central Poland. As part of the research, a methodology for determining water level in small-area lakes based on radar data was developed, the potential for determining lake water levels using high- and medium-resolution SAR data was determined, and the results were verified against field measurements. The analyses employed data from two satellites, TerraSAR-X and Sentinel-1. The research confirmed the effectiveness of using SAR data to determine water-level fluctuations in small glacial lakes. The proposed methodology for working with data from the Sentinel-1 satellite allows for accurate estimation of WLF based on the results of interferometric analyses. Comparative analysis of the radar data results (lake surface) and field measurements (water level) were fully consistent with the data from TerraSAR-X and partially consistent with the data from Sentinel-1. The methodology of radar data analysis to determine WLF proposed in the paper has major research and applied potential, especially in the reconstruction of historical lake water levels. <br>
Research on tourist traffic is a major methodological challenge because a potential respondent is on the move and difficult to capture. There is a need to identify both tourists and one-day visitors. It is important to know motives for their arrival, forms of their stay, assessments of individual components of the tourist offer or consumer loyalty. In 2020, the Podkarpackie Province resumed the idea of regional research on tourist traffic. The aim of this article is to present the methodology of cyclical research of tourist traffic in the Podkarpackie Province. It uses the experience gained during the pilot studies conducted in 2020. The methodology and measurement tool contribute to the standardisation of tourism research in Poland at the provincial level. The proposed solutions activate and integrate various environments into the development of tourism in the region. They allow observation of changes in the structure of tourist traffic and evolution of tourists’ opinions and expectations. On the other hand, they are flexible in order to respond to changes in tourism. The solutions suggested in the methodology are to provide comprehensive and unique data which will facilitate an effective tourism policy at the regional level and can be used by businesses in the tourist industry <br>
The research reconstructs the development of the alluvial fan of the River Stryi in the Holocene and dates the phases of increased river activity and their correlation with other valleys in the upper Dniester and Vistula river basins. The age of the palaeochannels and the stratigraphy of alluvial fills are based on radiocarbon dating supported by the results of palynological analyses. The oldest (fossil) palaeochannel of the Stryi was dated to the Younger Dryas. The large-radius meander was abandoned at the end of the Boreal Phase during the period of flood intensification at about 8700 BP. The uneven top of the gravels (cut by palaeotroughs of a depth ranging from 2 to 4 m) indicates that during periods of increased discharges (Younger Dryas, end of the Boreal Phase, late Atlantic and beginning of the Subboreal) the troughs were cut and filled with channel sands. From the beginning of the Subboreal Phase (5400-5300 BP), aggradation of the valley bottom has been predominant, which is manifested not only by the overbuilding of the floodplain but also by the gradual elevation of the channel. The accumulation of sandy-silty overbank sediments dated to about 8300, 5400 and 2800 BP correlates well with the beginning of humid phases and floods in the upper Vistula and upper Dniester basins as well as floods recorded in lakes in the northern foreland of the Alps.
Research results provide an insight into the profile, motivation and activities of visitors of mid-size cities in Central Europe, using Advent in Zagreb, Croatia, as a case study. It is based on a questionnaire survey conducted on a sample of visitors of the event. The event that spread tremendously from 3 to 30 locations in the period 2010-2019, attracts mainly younger visitors with higher educational background, mostly from Croatia, Europe and East Asia, with a complex motivation. Two main groups of visitors are distinguished based on their travel distance, length of stay and motivation. <br>
Researching the Autonomous Province of Vojvodina as a region of Serbia and an European Union (EU) border region, we have long been concerned with the raison d’être of cross-border programmes, their impact, sustainability and long-term results. Against that background, the current study is focused on the results of the 2014-2020 cycle. The region of Vojvodina has neighbouring external borders with three EU Member States. While the partner countries have already applied for almost 100% of the available amounts, the implementation of projects and thus the payment of grants is only 50% effected so far. Our intention has been to examine the Vojvodina region in terms of cross-border programmes based on already completed projects and running along the lines of different Priorities. The Programme Areas of the four (Hungarian-Serbian, Croatian-Serbian, Romanian-Serbian and Serbia-Bosnia and Hercegovina) Cross-border cooperation programmes do overlap significantly. Primarily, we have been researching the territorial distribution of each, by reference to the locations of project owners and of project activities; as well as the related networking character of the projects implemented in Vojvodina in the Interreg-IPA (Instrument for Pre-accession Assistance) 2014-2020 programming period. It is then in this context that we examine the focal and connection points of the cross-border connections, in this way potentially indicating deficiencies in regard to sustainable project implementation. Without claiming to be exhaustive, we have also sought to reference impeding circumstances relating to a barrier effect that is obviously of particular importance given the fact that external borders of the EU are involved.
Rock walls and talus slopes, which are the most common features of high-mountain relief, have been researched for many years. Geomorphologists have taken particular interest in debris flows, which play a major role in the development of talus slopes. This paper presents the results of the first lichenometric dating of debris flows on the southern slopes of the Tatra Mountains. The greatest debris flow activity took place in the Little Ice Age and in the last two decades.
Rolnictwo jest bardzo specyficznym sektorem gospodarki. Jedną z głównych cech wyróżniających produkcję rolną jest jej charakter i silne uzależnienie od warunków środowiskowych. Warunki te określają w dużym stopniu charakter produkcji rolnej oraz jej strukturę (roślinną/zwierzęcą). Akcesja Polski do UE w 2004 r. oraz dostęp do unijnych środków finansowych częstokroć powodowały zmianę aktualnego profilu działalności gospodarstwa rolnego. W związku z tym wydaje się uzasadnione zbadanie zmian specjalizacji produkcji rolnej w Polsce po 2004 roku. Celem niniejszego opracowania jest zatem odpowiedź na następujące pytania: (1) Czy istnieje i jak silne jest stężenie poszczególnych głównych rodzajów produkcji rolnej w Polsce, (2) Jaki jest charakter tej produkcji w wybranych jednostkach przestrzennych. Analizę przeprowadzono na podstawie danych dotyczących wielkości towarowej produkcji rolnej w latach 2004–2014 z Banku Danych Lokalnych Głównego Urzędu Statystycznego w Polsce1 . Specjalizację określono przy użyciu indeksu specjalizacji regionalnej Krugmana.
Romania after accession to the EU, on 1 January 2007, tried to find a strategy to optimize the integration of our country from economic, social, technological and environmental viewpoint. A context in which Foreign Direct Investments (FDI) help the market economy comes as appropriate to the current world-wide political landscape, but equally create and enlarge contradictions. Romania meat a new inflow of FDI after 2000, surpassing its neighbour countries year after year. But the growth prospects for 2009 continue to deteriorate sharply, as the country is expected to suffer a strong deceleration of both the domestic and the external sectors.
Romania has experienced considerable growth in agritourism able to meet the demand for sustainable tourism generated on both domestic and European markets. A picturesque landscape, other unique features and cultural heritage have all acted directly to increase agritourism in the country. Against this background, the work detailed in this paper sought to employ a quantitative approach in assessing if the above development of agritourism correlated directly with financial assistance allocated under the EU’s Common Agricultural Policy (CAP). Findings in fact point to a direct impact of funding disbursed under the CAP, while payments disbursed under the so-called second pillar are not found to have impacted on the growth of agritourism. Outcomes with the Epanechnikov kernel method highlight a significant shift in the subsidies allocated under the Common Agricultural Policy via its first and second pillars, with an increase in the total fund disbursed in 2013 as compared with 2007. Subsidies allocated via the second pillar of the CAP can thus be said to have had a pivotal role in supporting investment in on-farm diversification, in this way achieving a partial integration of farmers’ incomes in Romania.
Rozpoznanie funkcjonowania szaty roślinnej na obszarach zurbanizowanych jest ważnym zagadnieniem w kontekście poprawy warunków życia ich mieszkańców. W miastach specyficzne warunki klimatyczne, glebowe, wodne, związane z działalnością człowieka, wywierają znaczny wpływ na występującą tam roślinność. Przejawia się to między innymi w mniejszej jej produktywności i w skróceniu okresu wegetacji, w porównaniu do terenów pozamiejskich. Ponadto w miastach mamy do czynienia z intensywnym procesem synantropizacji. W wyniku tego procesu pojawiają się zbiorowiska roślinne, w których gatunki są często obcego pochodzenia. Przystosowują się one stosunkowo łatwo do specyficznych warunków siedliskowych. Nie wymagają prawie żadnych zabiegów pielęgnacyjnych. W związku z powyższym należałoby rozważyć możliwość wykorzystania ich w miastach, szczególnie na obszarach ekstensywnie użytkowanych.
Rozwój przywilejów szlacheckich doprowadził do decentralizacji władzy w I Rzeczpospolitej. Dzięki swej potędze magnateria zaczęła odgrywać główną rolę w życiu politycznym. Konsekwentna polityka prowadzona przez jej przedstawicieli zapobiegała powstaniu silnego ośrodka władzy centralnej, poszczególni magnaci umacniali natomiast struktury władzy we własnych posiadłościach. Przejawem tych tendencji było m.in. utworzenie Ordynacji Zamojskiej. Praca dotyczy zasad funkcjonowania wielkiej posiadłości ziemskiej (państwa magnackiego) w ramach systemu administracji terytorialnej Rzeczpospolitej XVI–XVIII stulecia.
Rozwój regionalny jest w znacznym stopniu uwarunkowany jakością i ilością zasobów wewnętrznych w regionie oraz poziomem ich wykorzystania. Zasoby lokalne są niepowtarzalnymi i użytecznymi społecznie i gospodarczo cechami, czynnikami i zjawiskami na określonym terytorium, kształtującymi jego wewnętrzny potencjał do rozwoju. Wśród nich można wyróżnić zasoby materialne i niematerialne, a te z kolei można dzielić na grupy i rodzaje. Podstawowym celem opracowania jest rozpoznanie struktury zasobów lokalnych oraz ocena ich potencjału rozwojowego w trzech regionach Polski Wschodniej. W waloryzacji zasobów lokalnych wykorzystano dwie cechy – utylitarność i unikatowość, którym przypisywano odpowiednie wartości wskaźnikowe. Badanie wykazało przewagę zasobów o przeciętnych wartościach utylitarności i unikatowości oraz ich duże zróżnicowanie przestrzenne. Stwierdzono też dominację kilku rodzajów zasobów, w tym: budowli i form architektonicznych oraz walorów kształtujących atrakcyjność turystyczną. Zasoby o najwyższej użyteczności w kształtowaniu rozwoju lokalnego mają równocześnie wysokie oceny unikatowości. Natomiast część wysokounikatowych zasobów nie ma równie istotnej użyteczności praktycznej. Może to świadczyć o niewykorzystanym jeszcze potencjale zasobów lokalnych w badanych regionach.
Rozwój społeczno-ekonomiczny obszarów wiejskich w Polsce jest znacznie zróżnicowany. Wyróżnia się obszary dynamicznie rozwijające się, podupadające oraz pośrednie. Szczególnym rodzajem obszarów wiejskich są miejscowości zlokalizowane w sąsiedztwie miast, które nie tylko stymulują rozwój funkcji pozarolniczych, ale także wpływają na poziom i warunki życia mieszkańców. Celem artykułu jest określenie zależności między procesem urbanizacji gmin podmiejskich zlokalizowanych wokół największych miast województwa kujawsko-pomorskiego a poziomem życia wyrażonym warunkami życia oraz dostępnością do podstawowych usług i infrastruktury oraz wyróżnienie typów obszarów podmiejskich charakteryzujących się podobieństwem w tym zakresie1 . Badania wykazały, że większość gmin charakteryzuje się ponadprzeciętnym wskaźnikiem zurbanizowania. Najwyższa jego wartość obserwowana jest na obszarach gmin charakteryzujących się wysokim wskaźnikiem specjalizacji lokalnej w zakresie usług nierynkowych. Jednak stopień zurbanizowania gminy nie zawsze przekłada się na poprawę warunków i poziomu życia ludności. Głównym czynnikiem wpływającym na poziom życia mieszkańców gmin podmiejskich omawianego obszaru jest dostęp do podstawowej infrastruktury społecznej.
Ruch migracyjny jest ważnym czynnikiem kształtującym liczbę ludności, a jednocześnie jest przejawem dostosowania się przestrzennego rozmieszczenia ludności do stale zmieniających się warunków społeczno-ekonomicznych. Na skutek migracji dokonują się zmiany w strukturze ludności, w przestrzennym jej rozmieszczeniu, a także ma ona wpływ na przyrost rzeczywisty. Niniejszy artykuł stanowi próbę ukazania stanu i zmian natężenia salda migracji na terenie Polski północnej, obejmującej województwa: kujawsko-pomorskie, pomorskie, warmińsko-mazurskie i zachodniopomorskie. Zakres czasowy badań koncentrował się na latach 2004–2013. Jednocześnie w celu pełniejszej analizy zbadano zróżnicowanie przestrzenne salda migracji na pobyt stały na 1000 ludności na poziomie gmin wiejskich badanego regionu. Kolejny etap pracy polegał na wyznaczeniu gmin wiejskich odpływowych, tzn. takich, które przez cały badany okres miały ujemne saldo migracji na 1000 ludności oraz zbadanie dynamiki zmian ludności pomiędzy 2004 a 2013 rokiem.
Ruchy społeczne są współcześnie uznawane za kluczowych aktorów zbiorowych, odgrywających istotną rolę w procesach zmiany społecznej. Przedmiotem rozważań w tym artykule jest ruch agroturystyczny w Polsce, a więc jeden z podmiotów, który współuczestniczy w procesach zmian zachodzących na obszarach wiejskich. Co więcej, stanowi jeden z czynników wspomagających te procesy. Przez pryzmat wybranych cech, charakterystycznych dla analiz ruchów społecznych (interakcyjność, stosunek do zmiany społecznej, organizacja), ukazano w artykule jego uczestnictwo w procesach współrządzenia na poziomie lokalnym i wpływ na kierunki zmian, którymi podążają współczesne obszary wiejskie w Polsce. Sposób, w jaki odbywa się to uczestnictwo w sprawowaniu władzy, jest – zdaniem autorów – pochodną dwóch przesłanek: 1) traktowania ruchu agroturystycznego jako tzw. nowego ruchu społecznego, co istotnie determinuje jego stosunek do władzy i udział w polityce, 2) charakteru kolektywistycznego struktury organizacyjnej tego ruchu. Konsekwencją drugiego faktu jest to, że wewnętrzny aspekt funkcjonowania tego podmiotu jest determinowany przez brak scentralizowanej władzy, brak hierarchicznej struktury, słabą obecność stosunków władzy i demokrację bezpośrednią. Warstwę empiryczną artykułu tworzą wyniki badań przeprowadzonych wśród właścicieli 20 gospodarstw agroturystycznych w województwie małopolskim oraz w gronie 35 liderów stowarzyszeń agroturystycznych z terenu całej Polski.
Rural areas have been traditionally perceived as space dominated by agriculture. However, especially since the World War II a sinking importance of agriculture for the economy, employment and even identity building could be observed. This has occurred both in developed capitalist and post-socialist countries. The purpose of this article is to discuss the character of present rural economies of developed countries (and especially Visegrad countries) with a particular attention to other than acricultural and tourism economic industries. Key factors influencing the growth of jobs in non-farming and tourism sectors are analysed and on this basis the conditions for entrepreneurship in rural areas in the era of the knowledge economy are re-evaluated.
Rural tourism is often found as a solution for all problems or difficulties for the structural problems of rural areas. Many local strategies of the rural areas have included development of tourism as one of their main goals and as a result various financial programs were prepared and conducted in order to support development of tourism. Despite of some positive changes, the results in general are not satisfying. Based on scientific literature and statistical data, the paper is critically examining the role of tourism in rural areas on the example of rural municipalities in selected EU NUTS-2 regions in Poland and Croatia. The role of tourism is researched through the change of the tourist density ratio and the tourist intensity rate indexes, which are calculated for every single municipality of the researched area for 2004 and 2013. Despite significant governmental and local initiatives, minor positive changes of measured tourist indexes that occurred in rural areas made the author argue how the potential socio-economic role of tourism in rural areas is fairly overestimated. The purpose of this paper is to provoke scientific discussion on artificial developing of tourism in rural areas which are not pre-determined for tourism.
Rynek samochodów osobowych – ze względu na skalę, dynamikę i konsekwencje jego rozwoju – staje się w coraz większym zakresie przedmiotem badań wielu dyscyplin naukowych, w tym geografii. Przemiany tego rynku są uzależnione w szczególności od dochodów i preferencji mieszkańców, polityki państw i organizacji międzynarodowych oraz poziomu rozwoju gospodarek, w szczególności rozwoju przemysłu motoryzacyjnego. Z drugiej strony, wielkość oraz struktura rynku samochodów osobowych w istotny sposób wpływają na poziom PKB wielu państw rozwiniętych, na eksport samochodów używanych do krajów peryferyjnych oraz na jakość środowiska przyrodniczego. Wpływ ten zaznacza się również na poziomie regionalnym i lokalnym (np. kwestia dostępności przestrzennej dóbr i usług). Dlatego w badania rynku samochodów osobowych włączają się coraz częściej specjaliści zajmujący się geografią ekonomiczną oraz geografią rozwoju regionalnego. Celem artykułu jest przedstawienie wybranych kierunków, a także wyników badań rynku samochodów osobowych, ze szczególnym wyeksponowaniem ich wymiaru geograficznego. Koncentrują się one wokół czterech głównych grup zagadnień: (1) poziomu motoryzacji i modelowania popytu na samochody, (2) relacji między rynkiem aut nowych i używanych w krajach rozwijających się, (3) roli czynników przestrzennych i transportu publicznego w funkcjonowaniu rynku samochodowego oraz (4) skutków środowiskowych upowszechnienia motoryzacji i sposobów ich ograniczania, takich jak elektromobilność oraz ekonomia współdzielenia.
Rzeki przepływające przez miasta i ich doliny pełnią wiele funkcji przyrodniczych, w tym szczególną rolę w melioracji klimatu miasta. Dolina Wisły w Warszawie jest głównym i najbardziej efektywnym obszarem przewietrzania i regeneracji powietrza w mieście, pomimo tego niewiele wiadomo o warunkach termicznych w niej panujących. W celu ich poznania od 2016 r. rozpoczęto ich monitoring w 3 punktach: na południu i w części śródmiejskiej na lewym brzegu oraz na północy na prawym brzegu rzeki. W artykule przeanalizowano 10-minutowe dane z 6 lat (2017‑2022) z punktów w dolinie, które porównano z warunkami na stacji w ścisłym centrum miasta i na jego obrzeżach. Przedstawiono wstępną charakterystykę termiczną doliny: wartości średnie, dni termicznie charakterystyczne, częstość różnic temperatury minimalnej oraz wartości 10-minutowych między centrum miasta (Hoża) a pozostałymi stacjami w przedziałach wartości, przykładowe przebiegi temperatury latem i zimą. Omówiono zjawisko „cold spotów”, którego częstość w najbliższym sąsiedztwie Wisły miejscami przewyższała 88% analizowanych obrazów termalnych. Wykazano różnice reżimu termicznego w dolinie, zależne od lokalizacji i najbliższego sąsiedztwa punktu. Wraz z rosnącą gęstością zabudowy i spadkiem udziału terenów biologicznie czynnych maleje średnia amplituda dobowa temperatury powietrza. Północna i południowa część doliny na odcinku warszawskim cechują się podobnymi warunkami termicznymi, zaś część śródmiejska wyraźnie od nich odbiega. Jest znacznie cieplejsza, ale równocześnie notuje się tu znacznie częściej zjawisko „cold spotu”. <br>
Sadownictwo jest dynamicznie rozwijającą się gałęzią rolnictwa w powiecie grójeckim. Od początku XXI wieku liczba gospodarstw specjalizujących się w produkcji owoców na jego obszarze systematycznie zwiększa się. Wraz ze wzrostem liczby gospodarstw duże zmiany dokonują się także w zakresie ich funkcjonowania. Zmiany te wynikają z jednej strony z postępu technologicznego, z drugiej zaś z narzuconej polityki Unii Europejskiej, która wymusza dostosowanie się gospodarstw i stosowanego w nich systemu produkcji do norm i standardów obowiązujących w krajach członkowskich Unii Europejskiej. Gospodarstwa sadownicze odgrywają ważną rolę w rozwoju wsi w powiecie grójeckim. Są zasobem lokalnym determinującym tempo i kierunki rozwoju obszarów wiejskich w regionie. W artykule dokonano charakterystyki gospodarstw sadowniczych funkcjonujących w powiecie grójeckim pod względem posiadanych przez nie zasobów ziemi, zasobów ludzkich oraz trwałych środków produkcji.
Scientific collaboration between Polish and Romanian geographers is based on a very good andl ong tradition. It was long developed between human and physical geographers alike. The common bilateral projects had in view aspects related to the impact of natural and human process on the planning of mountain and hilly areas, the social-economic transformations in the Romanian and Polish suburban zones, the regional development in Central and Eastern Europe, the socio-economic development of rural areas in Poland and Romania. The last bilateral project on Internal peripheries in Polish and Romanian regions – role of endogenous and exogenous factors in their development processes, coordinated by Prof. Konrad Czapiewski from the Polish side, had as main research findings identifying common solutions serving the practical problems connected with the economic and social development of the internal peripheries in both countries. <br>
Sea space has been undergoing a profound transformation. Although it retains its inspirational function in arts, literature and philosophy, it has been gaining new anthropogenic dimensions in economics and urban planning as a source of satisfying human needs i.e. the provision of harmony, beauty, off-shore energy, and biotech substances. Therefore, in this paper marine space is analyzed from a multidimensional perspective of urban planning, economics, and literature. Maritime space has been a subject of literature from its inception. Without attempting to give an overview of the vast topic, the paper discusses the pronounced presence of sea space in the earliest Western literary sources, such as the Bible and Anglo-Saxon poetry. As a striking case study, Herman Melville’s 1851 novel Moby-Dick is analyzed with its complex, dynamic notion of maritime space. Aditionally, the importance of the shore as locus amoenus in a short story by the contemporary writer Maxim D. Shrayer is examined. This notion of locus amoenus is also present in the research related to urban planning. Maritime space attracts people to locate nearby. Development is created as a response to these demands. Both urban planning and economics underline, however, a need of sustainable development of this space. This is crucial in order to secure its positive influence on human well-being in the long run. The three disciplines also point out that maritime space remains in the process of continuous creation and re-development in course of adding new functional and axiological ties between humans and the seas and oceans. Thus, nowadays maritime space covers both sea and terrestrial gateways servicing the sea and the key constituting factor is provided by human beings (homo maritimus) through their economic, social or emotional bond to the sea.
Seasonal workers are increasingly being used globally to provide a short-term workforce, filling positions in the labour market that are often difficult, dirty and shunned by native born workers. Seasonal schemes are promoted in typically economic terms, offering a triple win where the host society gains from flexible labour; the sending country benefits from remittances and skill transfers; and migrants themselves gain from access to the labour market. However, they have been found to support the uneven economic participation of workers in global production processes and they typically marginalise workers socially. Drawing from examples elsewhere and using Nancy Fraser’s three-dimensional perspective of social justice (2005), this article examines the prospect for developing socially just seasonal work programmes. It is logical that most societies seek to promote seasonal worker schemes that allow workers to be treated according to the rules of justice. And yet, research has shown the exploitation of many different types of migrant workers. Following Fraser, the article asks to what extent recognition, redistribution and representation can be achieved through seasonal worker schemes? It identifies key issues for consideration if social justice is to be upheld.
Second homes used for recreation are widespread, in Russia they are located mainly in the suburbs. Our research is aimed at contributing to the debate on environmental impact of second homes. We focus on the issue of household waste management drawing empirical evidence from Moscow oblast’. The paper proposes a spatial analysis of remote sensing data concerning the number and localization of illegal landfills and tests the spatial relation between illegal landfills and second home settlements. The significant number of identified illegal landfills and their location reflect the inefficiency of region’s waste management system and population’s low environmental awareness.
Since 1990, many Chinese immigrants have come to Romania. These Chinese persons are full time involved in the profitable wholesale and retail trade activities; they have families and children, cared for by Romanian nannies. The study is focused on the particularities of an intercultural dialogue, unique and recenlty highlighted in the Romanian society: between the Romanian nannies and Chinese children, located in a representative urban area for the Chinese minority. The aim of paper is to analyses how two cultures have interacted for the purpose of child care, focusing on the ways in which the life, experiences, attitudes and opportunities of Chinese children are socially and spatially shaped, influenced and structured by cultural features of the Romanian nannies.
Since 1990, Polish municipalities have exercised planning power in terms of deciding on the ways of their economic and spatial development. Results of dynamic and sometimes uncontrolled, spontaneous development processes cross the borders of municipalities bringing problems, that can not be addressed, and solved by one municipality. Polish legislation provides legal basis for cooperation of municipalities: they may establish common goals’ unions and associations in order to deal with problems that are important for more than one municipality. However, experience of the last several years proves that cooperation among municipalities is not an easy task. It creates problems especially within functional urban areas, including metropolitan ones. In this paper, the issue of cooperation among municipalities from the Warsaw Metropolitan Area (WMA) is addressed using the perspective of networking and formulation of common development policy.
Since the beginning of political transformation in Poland, rural tourism was perceived as a versatile means for improving the economic situation of rural areas. It became a subject of excessive interest of politicians, scholars, various activists and the media. The aim of this article is to show the development and functioning of institutional and organizational environment over rural tourism in Poland. At first, development of rural tourism in Poland is presented, followed by the formation of a national and then a local support system. The multidimensional support for rural tourism and the accompanying enthusiasm for it allow for making a statement that tourism became “an apple of the eye” of the rural transformation process in Poland.
Since the early 1900s, Mexico’s northern border towns became important tourism destinations, receiving more foreign tourists than any other areas of Mexico. Historically, postcards followed the development of tourism in the borderlands, depicting unique border-oriented tourismscapes and life in general, and establishing an iconic image of the border as a rowdy, promiscuous and decadent location where Americans could spend their holidays abroad and participate in tourisms of vice. Until the 2000s, tourism in the US-Mexico border zone was overwhelmingly leisure oriented, and the proliferation of postcards illustrated that fact. Today, there are few postcards left and the ones that do remain are less focused on the border itself, as they once were; instead, they focus on the broader community with less emphasis on the borderline. Changes in border tourism from leisure pursuits to medical tourism and alcohol consumption, growing security concerns, and the proliferation of mobile phones and social media have almost entirely eliminated postcard use as a souvenir and marker of regional tourism identity in the US-Mexico borderlands.
Small towns’ functions are exposed to pressure stemming from globalization and metropolitan development. In North-East Poland, the study area, they are at the same time affected by the restructuring of rural economy. As in other peripheral regions in Europe, they are subject to de-population trends. The analysis of socioeconomic functions performed by small towns reveals functional polarization – a division line between local service centers and those towns additionally performing specialized functions. Whereas some towns succeed in sustaining, or attracting, often niche type industrial and service activities, others remain to rely upon the provision of private and public services for the surrounding rural places. By referring to R. Camagni’s conceptualization of territorial competitiveness, the role of selected territorial capital components – local entrepreneurship, social capital and local leadership is identified in the observed development of socio-economic functions of supra-local market range. The findings reveal the focusing, by the successful local firms upon the specificity of market offer, its linking with local tradition, skills, and natural resources. On the conceptual side, at a town level, they indicate the importance of mutual interlocking of individual endogenous factors in the development and the sustenance of competitive functions.
Smart cities have spawned a global discourse, which is, however, dominated by notions and theories originating from major metropolis regions in the Global North/West, as well as by quantitative approaches. Drawing on case studies from Hungary, this paper aims to reveal how place-specific factors influence smart-city development and to discover the characteristics of this development in the Hungarian context. For this purpose, qualitative research methods, namely a content analysis of policy documents and semi-structured expert interviews, were used. Based on the results, we distinguished four development paths: representative, stalled, organizational model, and focused smart city. Findings broaden the general understanding of smart-city development, providing policy recommendations for the future adaptation of the concept.
The sole factors of major importance to Bulgaria’s agrarian output are temperature, and water probability. Between these two factors it is the component relating to soil moisture that proves more limiting. Probabilities of occurrence of water and of given temperatures are estimated by reference to summed temperatures and total rainfall, but also in relation to certain more specific indicators. Heat conditions and heat resources can be summed up by reference to the continuity of the vegetation period or growing season, which are limited for each type of plant, with thresholds for each crossed over the spring-autumn period in relation to biological minima. In the case of agricultural crops in Bulgaria, the biological minima are taken to be: 5°C - for wheat, barley, oats, peas, lentils and sunflowers; 10°C for corn, haricot beans and soybeans, and 15°C for cotton, vegetables and other spring cultures. The durations of cold and warm periods are of course interrelated characteristics. In the first period a key further issue is to determine the number of days with snow fall and with snow cover, these being fundamental to the shaping of soil-moisture reserves after the spring snow melt. Defining regions with thermal stress during the vegetation season is a further priority in describing agroclimatic conditions. Values indicative of limitations on crop growth would be one or more periods of at least 10 consecutive days with maximal air temperature over 35°C. Temperatures over 28°C are considered stresses that slow growth, and may even destroy plants if heat stress develops. The components most limiting the growth, development and formation of yields from agricultural crops are conditions as regards moisture represented in relation to atmospheric and soil moisture. The most apparent indicator is the annual total rainfall, or else the rainfall total in periods with average daily temperatures over 5 or over 10°C. A cross correlation matrix between the meteorological elements upon which evapotranspiration depends, i.e. air temperature, relative air humidity, wind speed and vapour pressure deficit, is discussed. One of the ways of assessing the actual necessity for water is to consider the difference between rainfall totals and potential water use, i.e. evapotranspiration. The difference between these two variables presents the balance of atmospheric moisture (BAM). Values for the relationship between real and potential evapotranspiration were calculated for two potential vegetation sub periods: March-June (the period in which the yields from winter crops are shaped) and July-August (the period in which the yields for spring crops are shaped).
The Sowie Mountains in the central part of the Sudetes range are an under-researched area in terms of geomorphology, despite their potential representativeness for a large number of terrains within the Bohemian Massif, built of metamorphic bedrock. Apart from providing an overview of past work, the paper summarizes the main topographic features of the massif using visualizations of the digital terrain model, and outlines the wide range of anthropogenic impacts on relief. Characteristic landforms of the Sowie Mountains include faultgenerated lithology-controlled escarpments, ridge-and-valley topography near the escarpments, water-divide flats, gneissic tors, agrarian terraces and various landforms related to former mining and military use.
Spatially explicit analysis of land ownership changes can provide a unique opportunity to trace land ownership and determine spatial patterns of inheritance. In this paper, the structure of land ownership in the age of feudalism (1852), communism (1965) and capitalism (2008) was reconstructed for a landscape-scale study area – the Upper Wiar River Basin in the Polish Eastern Carpathians. Austrian cadastre and post-war land registers were used as source data. Trajectories of land ownership changes were mapped and discussed. The similarity of landowner types was determined by means of correspondence analysis. The results generally showed how highly unstable land ownership is when socio-political systems are in flux.
Special Economic Zones (SEZ), areas where companies can operate in preferential conditions, have been created to boost the economic development of particular regions. The article describes an attempt to assess the connections between and the impact of the way special economic zones function and the economic development of municipalities (Pol. gmina) where they are located. In particular, the authors discuss the key characteristics of these zones that are directly related to the prosperity of municipalities where the companies are based as well as elements of current policies and development strategies pursued by the municipalities that affect the economic reality of the zones. The second part of the study involves an econometric analysis of the socio-economic development of municipalities of Podkarpackie province (which is evaluated by means of a comprehensive taxonomic measure) in terms of a classic measure of wealth, i.e. municipal revenues per capita, and depending on whether or not a given municipality hosts companies belonging to a special economic zone. Based on this analysis, the authors draw conclusions about the importance of specific SEZs for the development of local communities.
Sposoby inicjacji doliny i koryta rzecznego są ściśle związane z charakterem krążenia wody w systemie stokowym, a za ważny czynnik morfogenetyczny w ich rozwoju należy uznać wody podziemne. Erozja źródliskowa jest powszechnie występującym procesem obejmującym oddziaływanie mechaniczne i chemiczne, prowadzące do wyruszenia, oderwania i odprowadzenia materiału ze strefy eksfiltracji wód podziemnych. Przejawy morfologicznego oddziaływania tego procesu, między innymi w postaci nisz źródliskowych, odnotowywane są w różnych strefach klimatycznych, na terenach o zróżnicowanym ukształtowaniu terenu, budowie geologicznej i w różnych warunkach hydrogeologicznych. Erozja źródliskowa, wraz z procesami stokowymi i fluwialnymi, ma swój istotny udział w rozwoju form dolinnych w strefie umiarkowanej, także w strefie młodoglacjalnej Polski. Wciąż jednak znaczenie procesu erozji źródliskowej jest niewystarczająco poznane i przy braku danych ilościowych, różnie oceniana jest jego rola morfotwórcza.
Sposób użytkowania lasów Puszczy Białowieskiej podczas II wojny światowej pod okupacją radziecką (1939‑1941), a następnie niemiecką (1941‑1944) jest jednym ze słabiej rozpoznanych zagadnień w historii tego obszaru. Poniższy tekst przybliża zakres eksploatacji i ochrony Puszczy w tym okresie, bazując na nowo rozpoznanych zasobach dokumentacyjnych, teledetekcyjnych i archeologicznych. Ponadto prezentuje potencjał poznawczy tych źródeł oraz przydatność badań interdyscyplinarnych do poszerzenia i uszczegółowienia wiedzy na temat wpływu II wojny światowej na lasy Puszczy Białowieskiej.
Sprawne funkcjonowanie społeczności lokalnych w ramach danego obszaru jest w dużej mierze uzależnione od potencjału oraz możliwości wykorzystania miejscowych zasobów. Jednym z ważniejszych zasobów i czynników kształtujących rozwój lokalny jest kapitał ludzki tkwiący w danej społeczności, a w szczególności w lokalnych władzach samorządowych. Celem artykułu jest identyfikacja charakterystycznych cech struktury władz samorządowych na obszarach wiejskich Polski. Pod uwagę wzięto zarówno przestrzenną, czasową, jak i funkcjonalną zmienność tej struktury. Opis przestrzeni zaprezentowano w aspekcie międzyregionalnym, zróżnicowania między regionami historycznymi oraz wewnątrzregionalnym w zależności od odległości od większych ośrodków miejskich. Podstawę analizy zróżnicowania w aspekcie funkcjonalnym stanowiła typologia funkcjonalna gmin z 2010 r., pozwalająca wyróżnić 8 podstawowych typów struktury gospodarki lokalnej. Zakres czasowy stanowią kadencje wójtów i burmistrzów w okresie 2002–2018. Zakres przedmiotowy opracowania obejmuje wiek, płeć i wykształcenie oraz miejsce zamieszkania i stabilność władzy. Uzyskane wyniki pozwoliły wskazać szereg prawidłowości dotyczących zróżnicowania każdej z pięciu wymienionych cech władz lokalnych. Prawidłowości te są jednak mniej wyraźne niż w przypadku zróżnicowania zachowań wyborczych mieszkańców.
Sprawozdanie dotyczy prac polskich geografów w Komitecie Wykonawczym Międzynarodowej Unii Geograficznej od początku jej działalności, czyli od roku 1922. W dalszej części zaprezentowano obecny udział Polaków w pracach Komitetów Sterujących poszczególnych Komisji MUG.
The spread of COVID-19 all over the world triggered major changes in the organization of the education in many countries. Governments have adopted various solutions to reduce the disruption caused to education. This article, which is based on survey research (N=246) conducted among teachers in various types of schools in Poland, provides an analysis of the solutions in the field of distance learning and the organization of learning process during lockdown. The results show that teachers encountered a number of difficulties in distance learning. They concerned, among others: lack of access among certain students to computers, insufficient competences of teachers to teach remotely, work organization, and the fact that students were bored with this learning form. The advantages included, among others: increasing digital competences and developing new forms of assessing students’ knowledge.
The spread of the COVID-19 pandemic has a simultaneous temporal and spatial component. This pattern results from a complex combination of factors, including social ones, that lead to significant differences in the evolution of space-time distributions, both between and within countries. The aim of this study was to assess changes in the regularity of the spatial distribution of the number of diagnosed COVID-19 cases in Poland over more than a year of the pandemic. The analysis utilized daily and weekly data for 380 counties (poviats), using the local – Poisson risk semivariogram – measure of spatial autocorrelation. Despite the heterogeneity and errors in the source data, it was possible to identify clear patterns of temporal changes in the spatial distribution of COVID-19 cases, manifested by differences in the nature and extent of their autocorrelation.
Stratygrafia radarowa jest metodą interpretacji danych georadarowych zebranych na potrzeby badania budowy osadów klastycznych. Jej zastosowanie umożliwia przeprowadzenie obiektywnej interpretacji danych i prezentację wyników w sposób ilościowy. Metoda ta dostarcza informacji na temat architektury osadów o wysokiej rozdzielczości (rzędu decymetrów), które pozwalają na wyciągnięcie wniosków na temat procesów przebiegających w chwili depozycji. Ponieważ budowa osadów ma nieodłącznie charakter przestrzenny, ważną zaletą stratygrafii radarowej jest możliwość dokonania klasyfikacji i interpretacji środowiskowej facji na podstawie danych trójwymiarowych. Takie dane dostarczają wysokorozdzielczych informacji na temat cyklicznych procesów erozji i depozycji, nieosiągalnych za pomocą tradycyjnych metod, takich jak wiercenia, płytkie wkopy czy odsłonięcia. Autorzy zwięźle prezentują historię i założenia stratygrafii radarowej oraz na przykładzie ze środowiska rzecznego demonstrują zalety zastosowania jej do danych 3D w procesie interpretacji rozkładu facji osadowych.
Strefa cofki zbiornika zaporowego to fragment dna doliny rzeki powyżej zbiornika zaporowego zalewany wodą podczas stanów wyższych niż jego normalny/średni poziom piętrzenia (tzw. zjawisko cofki). Oddziaływanie cofki na procesy fluwialne może wywoływać długookresowe zaburzenia w funkcjonowaniu abiotycznych i biotycznych elementów systemu fluwialnego, ponieważ wielkość i czas trwania zalewów wody związanych z cofką są większe niż te wynikające z naturalnego reżimu rzeki. Dotychczasowe prace pokazują, że oddziaływanie cofki na rzekę żwirodenną powoduje wymuszoną depozycję rumowiska korytowego i związane z tym zmiany morfologii koryta (faza 1) oraz depozycję drobnoziarnistego rumowiska przyczyniającą się do ekspansji roślinności nadrzecznej na nieporośnięte części koryta i prowadzącą do rozwoju stabilnego bocznie, krętego koryta (faza 2). W cofce może także dochodzić do przekształceń struktury roślinności nadrzecznej (np. eliminacji roślinności nieodpornej na stres wodny), przekształceń struktury siedlisk zwierząt nadrzecznych oraz wymuszonych zmian użytkowania terenu. Zmiany te mogą istotnie wpływać na funkcjonowanie systemu fluwialnego w strefie cofki i stanowią wyzwanie dla zagospodarowania przestrzennego tych stref. Szczególnie interesująca dla przyszłych badań wydaje się ilościowa analiza zmian interakcji hydrodynamika-osady-roślinność, wywołanych przez cofkę w ciekach górskich różnych stref klimatycznych.
