How Polish local governments will utilize EU funds for support of regional development

Abstract:This paper evaluates what part of the EU funds anticipated to co-finance Polish local infrastructure, can be absorbed by local governments in Poland and under what conditions. An overview of Polish and select EU regulations regarding financing local investment in Poland was made. Appropriate changes to the existing legal regulations were proposed, which will make possible maximum utilization of the EU funds offered to Poland. Financial feasibility of Polish JST to finance investment from their own budgets and with help of debt, to cover their share in projects financed by structural funds was assessed. The estimations presented in the NPR were also discussed with regard to their practical accuracy.
