The paper deals with the problem of compliance when the inventories are uncertain. This problem is treated here from the view of comparison of uncertain alternatives. We emphasize inadequacy of using reported emission estimates, as those obtained from emission inventories, when they are subject to high uncertainty. Meanwhile, there exists a number of techniques to rank such uncertain estimates. Several of them are presented in the paper. Probabilistic and fuzzy approaches are considered and compared. Many of them can be adapted to check fulfillment of obligations on the basis of knowledge of uncertain emission estimates.
