TY - GEN N1 - 24 cm N2 - Tourism continues to be one of the world’s largest industries and its total impact is impressive. This economic sector has boasted virtually uninterrupted growth over time, despite occasional shocks, demonstrating its strength and resilience. In 2017, it contributed to 10% of the global GDP. For this reason, in the UNWTO Tourism Highlights (2017) it has been called a key to development, prosperity and well-being. However, some negative issues and social problems, like alcoholism, deterioration of local tradition or teen prostitution, triggered by uncontrolled development of tourism industry are often silenced. The real nature of the relationship between tourism and regional socio-economic growth is of particular importance to local authorities and policy makers. Nowadays, about 80% of local authorities in Poland perceive tourism as a basic or complementary direction of socio-economic development, as researched by A. Pawlikowska-Piechotka (2013). Therefore, the main aim of this study was to answer the question how tourism is perceived by local authorities of rural communes in the Pomorskie Voivodeship and to what extend its development is deliberately planned in their strategic documents. In order to achieve such an objective, the author analysed current strategic documents issued by 74 rural communes using computer and context analysis methods. The author analysed more than 5860 pages in total. Special attention was paid to two selected sections of the documents: strategic and operational objectives as well as the SWOT analysis. These were analysed in the context of tourism development. The research has revealed that examined documents are not an effective and sufficient tool for tourism development as they are too general and lacking realistic goals to be evaluated in the future. Local resources represent unique – and socially and economically utilizable – features, factors and phenomena in a given area capable of forming its internal development potential. Among these one may differentiate material and non-material resources, with a further divide into groups and types. The overriding research objective was to identify the structure of local resources in three regions of eastern Poland, and to assess their development potential. For this purpose, research procedure assumed evaluating local assets referring to their utility and uniqueness, by the means of constructed indicators. The study showed that majority of resources were of average utilitarian and uniqueness value, often characterized by considerable spatial differentiation. Several types of prevailing resources were identified including architectural forms and buildings, as well as those related to tourism attractiveness. Resources with the greatest impact on enhancing local development tend to be of considerable uniqueness. On the other hand, there is a group of highly-unique resources characterized by confined utility regarding the practical point of view. Social potential and its importance in development is the subject of research of both sociologists and geographers. The article addresses issues related to the relationship between the level of social potential and the degree of involvement of local communities in development. An analysis of ventures indicated by local communities to solve the diagnosed problems was also conducted. Data was used for municipalities indicated as problem areas and qualified for the so-called Special Inclusion Zone of Zachodniopomorskie Voivodeship from revitalization programs. They can hardly be duplicated by the others or can hardly be replaced by other kinds of resources in other places. Further, such resources cannot be separated from the place of their appearance; they are deeply “rooted” in the local space and local society. Local resources may, therefore, constitute the basis for the development of the competitive edge of a single business, a small territorial unit, as well as an entire region. Local resources, in most general terms, may have material character (raw materials, products, environmental qualities, etc.) or the non-material one (interrelations, skills and capacities, interconnections, culture, etc.). Thus, we deal with a very wide spectrum of factors, having diverse origins and influencing the local and regional development in a variety of ways. These factors display also high spatial differentiation, owing to which they provide the possibility of elaborating various development scenarios and strategic solutions in the regions. A set of resources can be the basis to develop new products that will increase the region’s competitiveness. The main objective of this paper is the spatial identification and diagnosis of the specific resources in the Lublin region, as well as the assessment of their development-related potential. Examined region has a diversified structure of local resources, where predominate services and cultural elements. The spatial extent of their influence, however, is usually very limited. The level of uniqueness and usability of resources is usually medium or low and they have strong links with tourism and recreation. Given the explosive transformation of the modern countryside, there is an urgent need to find effective tools and methods to protect its cultural heritage. This protection cannot be limited to "freezing" historical forms; it should involve proactive measures affecting the quality of the landscape and the functionality of those areas, which can significantly increase their development potential. The relevant landscape research was conducted in the Długa Goślina village in the Wielkopolska Province. After identifying resources of the village's cultural landscape and determining state of their behaviour and analysing planning documents, an attempt was made to identify the opportunities and the threats to the area’s development. The aim of the research was to identify activities within the framework of village renewal, as potential development scenarios, possibly also implemented in other settlement units. Długa Goślina has features typical of a Wielkopolska village: the agricultural function limited to residential and service functions, which causes a deformation of the historical village pattern. But in terms of resources, its cultural landscape has a considerable diversity of values, which when properly interpreted and developed, can be an important basis of local development. For the village under study, preliminary conservation works were proposed. Once the public accepts these activities and effective implementation of them, it will be possible to prepare a scenario for the development of cultural tourism. Given the functioning of agricultural holdings and close market, optional or parallel development would be based on the concept of organic farming. It seems that the proposed development directions for Długa Goślina have a universal character and, when properly adapted to the local conditions prevailing in other settlements, can be used in village renewal projects in Wielkopolska. The study encompassed 5 documents from rural communes chosen in view of their development level (as a pilot study to a more complex research). The research focused on these parts of the documents concerning the SWOT matrix (especially the strengths category, which in this case is identified as local resources), as well as the main goals and priorities of strategies. The study of commune development strategies has shown that: 1) Many local resources (natural, cultural, economic, etc.) are specified, but they are usually typical and may be mistaken with local conditions. They may also generate ‘information noise’, rendering it difficult for users of strategic documents to choose the most promising local resources. 2) The main purpose of a local strategy document is to make the key choices of available options. Communes specify the priority resources and plan related activities as main operational goals. Their identification and description is not detailed and inspiring enough to boost the local development process. There is also a problem associated with the awareness of many aspects of each resource. 3) It seems that only a few of identified priority resources can be rightfully named as local development potential. It can be a significant problem because of limited financial resources – rural communes do not take full advantage of opportunities because of lack of knowledge as well as dissipation of funds for many activities which may be important in the short term but do not have positive impact on local economy in the long term. To sum up, it seems that even though there is a common consensus that local resources are an important source of development, it is very difficult to decide responsibly which resources are the most promising and which resources need further actions such as e.g. better funding. In practice it seems that the quality of the most important local resources as local development potential in rural commune strategies should be verified. For this purpose, 27 county development strategies and local development plans were analysed with particular emphasis on references to local resources and strategic actions related to territorial identity. Both factors directly relating to identity and its indirect forms of expression were recognized. Territorial identity of the population living in the research area is ambiguous and relatively low in comparison to for instance Górny Śląsk (Upper Silesia) or Kaszuby (Kashubia) regions. The borders of provinces established under the administrative reform of 1999 are inconsistent with historical and cultural regions. This, in turn, had a significant impact on the level and nature of identity among inhabitants and their perception by the outsiders. Territorial identity was not recognized in the analyzed documents in the context of local resource. Actions aimed at strengthening or establishing territorial identity were included only in one in three development strategies. Conducted research proves that local community’s affection to place of existence is a commonly omitted factor in such an important tool serving local development as development strategies and local development plans. This is certainly not a desired finding, especially in the light of research exhibiting a number of positive impact areas related to territorial identity upon local development. This is particularly important in the context of research area, considering that analysed counties belong mainly to the so-called problem areas with numerous unfavourable socio-economic and demographic characteristics.
