TY - GEN N1 - 24 cm N2 - Spatial accessibility is usually understood in relation to the possibility of a specific location being reached from another location (Guzik, 2014). It is one of the main factors affecting land use and land-use changes (Hansen, 1959; Prishchepov et al., 2013) in relation to which the greatest variation is to be observed in mountainous areas (Jobe & White, 2009). The aim of the study detailed here was thus to identify variation in the spatial accessibility of mountainous areas in terms of their being used in agriculture. The problem of agricultural accessibility is here exemplified by three mesoregions of the Polish Carpathians, i.e. the Bieszczady Mts., Low Beskid Mts. and Sanok-Turka Mts. These are all areas in which spatial accessibility and landscape structure have changed markedly over the last 70 years. Cost of access in these areas was calculated by assigning resistance values to each distance unit, in relation to land-cover type and slope. To generate an output raster, use was made of a cost-distance algorithm implemented in ArcGIS. The research described here gave rise to a figure presenting the agricultural accessibility of the study area. Very varied accessibility was demonstrated, both in the research area as a whole and between mesoregions. Results obtained were compared with values for currently used arable fields. Areas accessible to agriculture were also identified, and compared with the distribution of arable fields actually in existence. In these mutually conditioned interactions, two processes playing a key role are the so-called landscape perception and landscape projection. This article presents: (1) a review of theories playing a key role in the development of knowledge on landscape perception; (2) the basis for landscape projection as a logical and creative continuation of perception processes; (3) an outline of the theory of physiognomic landscape structure and of possibilities for it to gain practical application; (4) the results of the first Polish research into the public’s expectations where quality of the landscape is concerned. Perception of the landscape entails the receipt of stimuli from surrounding space with the help of the senses. It serves primarily in knowledge-based transformation of landscape systems, in a manner that meets ever-more exacting requirements on the part of society when it comes to living in an environment of the highest quality. Only a little scientific work has been devoted to the process of landscape projection. This is therefore a new research field, just opening up, which has the potential to give rise to a group of space-projection theories. It is also possible to speak of its far reaching synchronicity, encompassing change on both local and global scales. This is witnessed by successive culminations of cycles with the French Revolution and Napoleonic Wars, the revolutionary surges of the 1830s and 1840s, the events of the 1860s and 1870s, the turbulences and wars of the early 20th century (notably World War I), then World War II, the great transformations of the 1980s, and the recently observed increase in political tension in various parts of the world (e.g. the Middle East, Ukraine, etc.). In the economic sphere the symptoms are shifts in the business climate, which can even be calculated by reference to quantitative indicators. Then, in the sphere of culture, it is possible to denote successive periods in literature and the arts. In the political sphere in turn, events that shape the state or territorial order are to be observed readily. The present article thus seeks to propose the existence of a universal and synchronous 30-40 years long generation cycle, which manifests itself in real symptoms in the world of politics, and for instance in the cyclicity seen to characterise intensity of change on the political map of Europe. Based on a comprehensive examination of the natural environment, the study indicates areas predisposed to performing specific socio-economic and ecological functions. The study provides information indispensable for the preparation of the draft provincial spatial development plan, spatial development conditions and directions study and local master plan. The objective of this article is to evaluate eco-physiographic studies prepared for nine rural districts in south-eastern Poland. Detailed research focused on the analysis of the content and quality of environmental data as well as the correct presentation and formulation of assessments, forecasts and recommendations in these documents. From the formal perspective, these eco-physiographic studies are complete and consistent with the legal requirements. They contain a full description of the natural environment components. It was found, however, that some amendments and additions are required with regard to the insufficient identification of a) challenges to the development and use of the environment, b) assessment of the resistance of the environment to degradation, c) obstacles to development, and d) actual and potential conflicts. It has been predicted that by 2020 the population of the province will decrease by 36.8 thousand inhabitants. The highest depopulation is expected to take place in major cities of the region, however the population of rural areas of Dolnośląskie will rise by 23.3 thousand. Rural areas of the voivodship are characterized by considerable diversification of trends in demographic changes: population increase in suburban communes, stagnation or population decrease in other communes. Spatial diversification of demographic trends will contribute to changes in population distribution. At the regional scale, growth of population concentration will be observed within the Wrocław Functional Area. However, considering local systems, a deconcentration of population (caused by suburbanization processes) is expected to take place. The literature review allowed for the identification of five periods in which research was of differing intensities and quality. The first research carried out in the 19th century is seen to be of limited scientific value, mostly being limited to one-off measurements of morphometry and thermal conditions in the Tatra Mountain lakes. Only the research done by L. Birkenmayer can be regarded as well-planned, detailed and continuous in nature. By contrast, measurements made in the 20th century (mainly on the basis of the better measuring devices making their appearance) have yielded many interesting studies on the thermal conditions present in Tatra Mountain lakes. The measurements made by Lityński were especially important, due to his new and extended classification of Tatra lakes based on changes in water temperature in the summer season and the thermal stratification present through the year. In turn, in the inter-War period, studies became more systematic on both slopes of the Tatra Mountains, and were primarily concerned with winter oxygen content in relation to water temperature. This work bore fruit in the thermal classification of Tatra lakes developed by Szaflarski, who took account of the time at which lakes iced over, as well as maximum temperatures of surface water. After World War II, study of the vertical distribution of temperature in the Tatra lakes was continued with at different times of the year. Here, the result was a distinction drawn in winter between two main types of thermal system. An important event influencing research on lakes in the Tatra Mountains was the ongoing observation of ice-cover thicknesses on the Morskie Oko tarn beginning in 1951 and being engaged in by the Institute of Meteorology and Water Management. Device development in following years brought the extension of the field study and an increase in the accuracy of measurement of thermal conditions in lakes. The first work on the influence of contemporary climate changes on surface water and the development of ice cover on high-altitude lakes was also carried out and then published. In the second half of the 20th century, the study of maximum ice thicknesses and durations of ice-related events on Morskie Oko confirmed the disappearance of ice phenomena on this lake. Measurement allowed for a better understanding of the relationship between the thickness of the ice cover and lake depth; the dynamics and direction of light and temperature transformations, and the conditioning of stability where the summer stratification of Tatra lakes is concerned. In recent years, the use of thermal imaging cameras to record the dynamics of water temperatures of the surface layer has allowed changes in water temperature at any time interval to be encapsulated. In the context of the literature review of the subject matter, the author poses several questions concerning the extension of modern research to other lakes and further directions of research into the thermal and ice-cover conditions characterising the Tatra lakes. Research on the waters and ice cover of these lakes over 200 years has not given rise to a comprehensive and up-to-date study. This work is therefore an attempt to trace the development of research on the variation and formation of thermal conditions in Tatra Mountain lakes. The environmental, technological, economic and social aspects of the matter are discussed. It was concluded that the use of renewable sources for decentralised energy production and consumption is strongly recommended for the rural areas. Concerning the mass production, the use of the biological sources seems to be meaningful. In the case of other sources, rural communes should be careful taking into account an environmental and economic impact and also the acceptance of local inhabitants. The programmes have differed from each other and consequently they have implemented renewal in a diverse way. Moreover, one should note that there is a dissonance between what village renewal is in practice and what it should be according to academics. The paper possesses two aims: 1) to determine characteristics of the regional village renewal programmes in Poland and to reveal how they correspond to particular village renewal dimensions (physical-spatial, economic and social), 2) to determine the extent to which the programmes refer to village renewal features and fulfil its aims in the context of the academic theory of village renewal. More than 350 regional councils and boards’ resolutions and attachments to resolutions up to and including the year 2016 have been analysed. These include regions where the village renewal programmes operated in the past or are still in operation. Where appropriate, the author contacted respective marshal offices to obtain information. Moreover, literature review has been conducted. Selected conclusions: 1) regarding general principles of the regional village renewal programmes -they are similar to each other, and the village renewal has got broad aims and contributes to each dimension, 2) the following types of the regional programmes can be identified: „incentive”, „subsidy” and mixed, 3) the general principles of the regional programmes many times overestimated the results of the operations conducted as part of the programmes, given the aims of the operations and their expenditure, 4) concerning the operations themselves, these fulfil only the physical-spatial and partly the social dimension of the renewal. This article focuses on transport accessibility by collective transport in Szczecin measured with the use of Geographic Information System (GIS) tools and General Transit Feed Specification (GTFS) format for exchanging public transportation schedule and geographic information. A public transport model includes journey sources who are people of working age and destinations which are different workplaces in Szczecin. The main objective of the article to determine places of the highest accessibility by collective transport within 1-minute period of time. The accessibility analysis for jobs and companies is made in Szczecin, as Szczecin’s public transport operator has published the GTFS format as the first in Poland. In addition, Szczecin has a very specific urban layout, separated by a river and connected by one (main communication artery) and the other smaller bridge for crossings between Lewobrzeżem and Prawobrzeżem. The analysis is to show the exact hour during which the largest number of citizens has the possibility to commute to the highest possible workplaces.
