TY - GEN N1 - 24 cm N2 - The aim of the article is to evaluate law regulations being in force in Poland regarding the participation of local communities in shaping the rural space in relation to the concept of ladder of citizen participation by S. Arnstein and the idea of collaborative planning. It has been assumed that shaping the space involves both establishing and defining borders of given areas, its planning with various degrees of detail (appointing development priorities, defining destination and land use), as well as planning and implementation of specific projects. For this purpose, 27 legal acts (laws and national regulations) have been reviewed. These documents outline the framework for the inclusion of society (including local communities) in shaping the rural space and the interpretations of legal provisions made by other authors have been implemented. Inspired by the concept ladder of citizen participation according to S. Arnstein (1969), a diagram was developed illustrating the degree of public participation guaranteed by the legislative system in shaping the rural space divided into categories, taking into account the role of local communities. The exemplification of the discussion is the creation of rural tourism development in the village called Żulawki in Stegna commune. The village has landscape and natural values and a convenient spatial location. However, the authors wish to draw particular attention to the process of self-activation observed among the influx community for sustainable development of the village. It is possible owing to the emerging features of the potential of this community: mutual integration, commitment, problem solving orientation and access to resources. The subjectivity of the characterised community manifested itself in the ability to adapt and identify with the new place of residence and its problems, drive to articulate one's own vision of rural development, and activation of the environment for the implementation of established plans. The appearance of the new socio-cultural phenomena of mainly urban provenance, which came alongside the physical culture in rural communities, significantly affected and changed the lifestyle of rural population. Nowadays, when sport is deeply rooted in rural areas, similar phenomena may be observed. A good example is the expansion of the ‘football culture' which takes place due to extensive presence of sport clubs, most of which promote football in rural areas. The article serves as an explication of the footbalisation phenomena in rural areas in Poland in geographical categories and attempts to go beyond predominant sociological perspective regarding that matter. The aim of this article is to point out the relations between the spatial organization related to sport event and fans' activity. The authors, taking into account the spatial aspect as inherent in football competition, make an attempt to analyze the location and the function of football pitches and stadiums in local systems using the concept of place's function in morphological, spatial, economic and social perspective. (color.) ; 24 cm N2 - Airborne Laser Scanning (Light Detection and Ranging – LiDAR) have proven to be a helpful tool in the analysis of mass movements. Even though LiDAR has been used in the environmental sciences recently, studies using these methods in the analysis of landslides are numerous. The aim of the study was to determine the ability to identify landslides in the commune scale based on spatial data from airborne laser scanning within the framework of “Information System of the National Guards against extraordinary threats” (ISOK). The assumption of the applied method was to determine the landslides areas, without fieldwork mapping, based only on data obtained from point clouds and afterwards to verify gathered results. Two researchers, lacking knowledge concerning study area, prepared the Digital Elevation Model from the point clouds and based on these data recognized the landslides as well as hazardous areas. The second part of the research team who previously made a detailed terrain landslides mapping in the study area had the task of verifying the outcomes of the first stage. Subsequently, combined analysis of mistakes made be the first part of research team was carried out and the capabilities and limitations of the method was established. Comparison of materials obtained from diverse data sources permit to perform two-way verification of conducted research. These evoke pronounced changes in rural landscape, including its basic element, the village. Varied effects of transformation are visible in the village’s image and unfortunately, they are most often negative. As an aftermath, one observes obliteration of the place’s tradition, distinctiveness and regional specificity of rural areas. Taking action for rural renewal or revitalization requires a series of research and analysis to identify sources of the problems occurring in the village. Regarding diagnosis for village state, a special emphasis is put upon territorial, natural and social conditions. In turn, the process of developing recovery strategy, its initiation and implementation necessarily requires involvement of local community. Identification of rural landscape distinguishing features in the analysis procedure serves to clarify the vision for the development of a given area. Distinguishing marks of the rural landscape can become the basis or inspiration in developing the concept of revitalization, at the same time preserving village’s historical assets. The aim of the review has been to determine those concepts which constitute the theoretical basis for studies, the areas in which the participation of a local community in planning is being examined, and the methods of involving inhabitants gaining most frequent description in the literature. The review included 96 relevant scientific articles from 2010‑2019 that are available in the Web of Science database. In practice, this literature is found to feature marked diversity when it comes to the ways in which community participation in planning is embedded theoretically. While the underpinning concepts derive mainly from the socio-political sciences, management, ecology or human geography are also represented, and reference is often made to the concept of deliberation and collaboration, as connected with the theory of communicative action. Note should also be taken of the importance of knowledge (especially lay knowledge) and learning as relatively new key concepts in the literature regarding social aspects of spatial planning. The said literature focuses on the search for new ways in which residents can be activated as regards planning, as well as ways in which they can be tested. There is therefore a prevalence of works that detail innovative initiatives by which inhabitants’ views on the space in which they function can be gained. Little attention is paid to translating the opinion and knowledge obtained from the community into planning decisions – this being an issue that researchers either ignore or treat very vaguely. This is then a significant gap in the output under analysis. The analysed works present local-community involvement in planning, mainly in urbanised areas, but also in valuable natural areas, including forests, wetlands, rivers, etc. Relatively little attention is paid to social participation in the planning of villages and small towns outside large agglomerations. It is surprising that there is very little work on grassroots community initiatives aimed at the local-level planning of space. The use of modern technologies in gauging society’s opinions and knowledge on space is what proves dominant where methodological scope is concerned. The research is based on the case study of rural municipality of Zgierz in the Łódzkie Voivodeship in Poland and the analysis of existing data concerning various forms of communication between representatives of local government and local community. It has been distinguished between information policy, which comprises a one-sided communication, aimed at transmitting information “from top to bottom” and communication policy aimed at exchanging information between local authorities and members of local community, in which both parties are senders and receivers. Among the communication instruments being used, forms based on direct and indirect communication, including media communication have been identified. As the results of the study show, despite of implementing various and modern forms of communication with citizens, local government authorities focus on informing citizens on actions taken by them and promoting their policies, but are less interested in obtaining feedback information concerning needs, problems and expectations. The residents themselves also relatively rarely take advantage of available forms of communication with representatives of authorities and thus exert marginal impact upon local policies.
