TY - GEN N1 - 29 cm N2 - The European Union Strategy for the Baltic Sea Region, that celebrates this year in Gdańsk its tenth anniversary, has been considered by many scholars and the decision makers as the model example of the soft governance that has gained in importance in the enlarged European Union (EU). The paper analyses the achievements and shortcomings of the Strategy from economic perspective with focus on externalities, public goods (also club goods, common-pool resources), economies of scale and scope and transaction costs. Two cases: Single Market for services and innovation spillovers are discussed more in depth. The analysis of these challenges and opportunities as well as the performance of the Strategy in the past and comparative analysis of its various evaluations allow authors to formulate several assumptions that should save the Strategy for the future. Their essence is related to mainstreaming of the Strategy into the EU and national policies (ensuring its stronger policy impact), strengthening strategic, visionary approach of the Strategy (e.g. facilitating large Baltic projects), better alignment with the business sector activities (understanding and addressing this sector expectations towards macro-regional co-operation) and acknowledgement of macro-regional solidarity as a foundation of the common efforts. Without all these, the Strategy might follow the case of the Baltic Development Forum that ceased to exist despite its evident positive effects for the entire region. Soft governance is difficult but promising as an alternative to the overgrowing sentiments towards centralisation. Thus, to avoid the impression of the “Titanic ball” Gdańsk celebrations should provide a new start instead of the business as usual and manifestation of shallow self-satisfaction. The second aim was to define synoptic situations determining the occurrence of the very warm nights. The study used daily data concerning the maximum, minimum, and mean daily air temperatures from four stations located in the Polish coastal area of the Baltic Sea. The data were recorded between 1971 and 2010. A very warm night was considered to be when there was a minimum temperature >18.0°C. A hot (tropical) night was considered to be when there was a minimum temperature >20.0°C. During the analysed period, a total number of very warm nights on the coast in the analysed period fluctuated between 69 in the town of Łeba and 150 in the town of Świnoujście. The integration and regionalisation processes following the transition resulted in a transformation of territorial borders in and around the region; the functions of the borders changed. Mobility is vital for these processes. This paper is based on a longitudinal study of the development of air traffic from airports in the eastern part of the Baltic Sea Region, 2000-2012. The purpose of the paper is to discuss how the development of infrastructure and transport networks influence regionalisation processes in the Baltic Sea Region. Firstly, the impact of macro-economic development as a driver of internationalisation in the region is analysed, thereafter the relationship between institutional transition and regional system development. There are three periods of large increase in traffic from the Baltic States towards Western Europe, related to institutional change: rapidly after independence, as a result of the enlargement of the European Union, and related to the emergence of low-cost aviation. Aviation from Minsk and Kaliningrad have also shown substantial increase in air traffic, but mainly to other parts of the former Soviet Union. The initially adopted model of cooperation concentrated on the key environmental issues, to then get extended towards the policy domain, including the transborder policies (institutional cooperation), as well as transport and economic connections (Palmowski, 2017). The article, while following the stream of the current studies of the BSR as an economic region, tries to fill the gap of complexity and dynamism of development processes, concerning the scale and intensity of mutual economic relations in relation to BSR. Thus, the article presents the basic aspects, associated with the introduction of the macroregional strategies in the EU and a short description of the economic integration process of the BSR. Analysis is presented of the most important regularities regarding trade exchange between the countries of the BSR, with consideration of the quantitative changes (volume, dynamics), and of the structural ones (specialization of trade in goods and services), as well as the trade linkages at the local level, as seen from the perspective of Polish exports (case study). International comparisons are based primarily on the economic data on foreign trade in goods and in services. The analysis concentrates on the assessment of the transformations in the years 2011 2019 (for trade in services: 2011 2018), that is – already after the establishment of the Strategy and the period of recession, resulting from the global crisis of 2008. In the course of the recent years the changes in the trade linkages considered brought a significant increase in the volume of trade, both concerning goods and services (46.3%), which confirms the initial proposition of the deepening integration within the BSR. Yet, this process takes place in a spatially uneven manner, and it is significantly stronger for the trade in goods than for the services. Internal trade inside the region accounts for as much as 23.7% of the total trade of the BSR countries (this share for the EU countries amounting to 60.0%). Nowadays, the internal trade with the BSR countries is of the highest importance for the small economies of the Baltic states, which is partly due to their intermediate position between Western Europe and Eastern Europe (including, especially, Russia). The analysis of the spatial development of trade with the Nordic countries at the local level in Poland demonstrates the persistence of the applicability and popularity of the gravity models in the study of regula ities, associated with the development of export relations; for the local economies the distance to the sales market and the local economic base are the essential factors, differentiating the magnitude and the significance of exports, in this case – to the Nordic countries. The macroregional Strategy might be treated as a new form of diversified integration within the EU, while the elaborated instruments of the policy and the strategy implementation process can be seen as the response to the need of the cohesion policy, dedicated to the particular areas of supranational dimensions (Gänzle & Kern, 2016). The BSR is strongly internally differentiated, this statement applying to economic, social and demographic aspects (Kubka, 2018). Moreover, it can be expected that the region will remain a heterogeneous area (Laaser & Schrader, 2002), also in terms of the regional trade patterns. In essence, the review made it clear that the matter in question only appears in the literature rather rarely, even as its underpinning concepts involving tourism space, borders, cross-border cooperation and international integration have been the subject of many studies. The Baltic Sea is no longer an area of separation, having become – more than ever – a meeting point of numerous political, economic and ecological interests. Within its basin (including adjacent areas of land and waters), cross-border tourism space is developing mainly as connections are formed between already-existing tourism space within given states – primarily coastal cities or regions. Connections via the sea confer physical shape upon maritime tourism space, by way of a banded pattern. In turn, cooperation between entities located on two (or more) sides of the maritime border plays a significant role in delimiting the boundaries of cross-border tourism space associated with sea areas, while also serving in the integration process relating to that space, which is actually more extensive than just the interconnected cross-border sea and the coastal spaces, given that cooperating entities may be located even beyond. The author argues that space in which the authorities, institutions and residents of two or more neighbouring countries make contact with each other by way of tourism as conceived broadly can be designated cross-border tourism space. If it is countries separated by a maritime border that are connected, then it is possible to speak of a cross-border tourism space linked to marine areas. The physical flow of tourists by ship that characterises the space in question (as tourist flows occur) provides further strengthening of the idea that such space is capable of being designated. This research forms part of work on aspects of border management and the development of cross-border management (by which a common, cross-border space, in this case for tourism, is developed). The author also posits the existence of cognitive tourism in relation to coastal areas: in cities (urban systems in coastal districts, ports, historic parts of cities, spas), and along the natural shoreline (visits made to coast, shore, dunes and cliffs). The data came from the Institute of Meteorology and Water Management - National Research Institute (IMGW-PIB). Using the Mann-Kendall test and the directional coefficient β expressed by the Theil-Sen estimator, a multi-temporal trend analysis was carried out, which allowed to determine the direction, significance and strength of flow trends and indicate the periods in which the direction of trends reversed. A multi-temporal trend analysis allows for the calculation of periods covering every possible combination of the beginning and end year. The minimum duration of the calculation period is 20 years. The changes observed in average river runoff were fluctuating in nature and in large part were statistically insignificant. In the case of maximum flows the decreasing tendencies were prevalent, while in the case of minimal flows increasing tendencies were.
