TY - GEN N1 - 24 cm N2 - Potential for tourism development, especially in rural areas, depends mainly on natural and cultural assets, which affect the attractiveness of a given territory. The size and distribution of tourist traffic is equally affected by accessibility of an area by transport routes and by the presence of basic elements comprising tourist infrastructure. The study covered rural and urban-rural communes of the Elbląg County, whose location is an additional asset in planning the development of tourism in this area. An analysis was carried out and a comparison was made concerning tourist attractiveness of communes in the Elbląg County with the use of a multidimensional comparative analysis which employs synthetic measures. The results of a study concerning tourist attractiveness of rural and urban-rural communes in Elbląg County indicate relative diversity in their potential for tourism development. The number of architectural monuments, existing tourist routes, water bodies, forests and protected areas in the Elbląg County enable one to spend leisure time in an attractive area. Lack of easy access by transport routes and scarce tourist facilities may hamper the development of tourism in the area. The results of the study suggest that general interest in development of tourism is inconsiderable, which imposes to present objective arguments by local authorities concerning the choice for locating tourist investments. Likewise, major part of former city dwellers are moving out nearby – toward neighbouring suburban rural municipalities. However, not every suburban municipality experiences residential function development to the same extent. It can be observed that among municipalities neighbouring the city there are units with high level of migration attractiveness ratio, where residential growth occurs dynamically, as well as those with less pronounced intensity. To illustrate the issue, a coverage map and statistical data taking into account the dynamics indicators were used. Data from the Central Statistical Office demonstrate stagnation of the population in the core of the metropolis, but the data do not include unregistered migrants. The results show intensive growth of population in the near suburban zone, i.e. functional zone and slight increase in the further suburban zone, i.e. potential functional zone. The dynamics in the number of new dwellings, which is one of the measures of spatial urbanization indicates that the highest growth is recorded in near suburban zone and next in the core of the metropolis i.e. in Gdańsk, Gdynia and Sopot. In the further suburban zone the process of extensive suburbanization is observed. Additionally, suburbanization is being affected by the new railway line, i.e. the Pomeranian Metropolitan Railway. The first changes of increasing in construction can be noticed. It should be emphasized that the new railway favors concentrating the suburbanization process by new investments located near the line. Especially in the area of the city of Gdańsk, an increasing number of housing estates are being built in sites near the metropolitan railway. Moreover, a lot of investments are being made in the neighboring rural district of Żukowo, in which the number of issued decisions on building conditions increased significantly. The paper presents analysis and evaluation concerning scope and extent of regard for agriculture and rural areas in the strategic and specific objectives and priority directions of low carbon development of communes. The scope and extent the transposition of the objectives, according to the strategic planning rules into specific activities, deadlines, material, financial and human resources, as well as officials and bodies responsible for the implementation of specific measures and indicators for monitoring the effects of planned activities are also evaluated. The analysis included 48 selected low-carbon economy plans, drawn up in the years 2014−2016 for rural, urban-rural and urban communes (one in each of these groups in 16 voivodeships). The study included statistical data for the years 2010‑2015, cartographic and descriptive research as well as field studies. Diagnostic features (in the form of 30 indicators, also in Table 1), in seven kinds of space in the Kujawsko-Pomorskie Voivodeship (physical and geographical, cultural, settlement-urban, socio-economic, tourist-recreational, environmental protection and planning) enabled to distinguish four categories of areas: 1 – spatial order, 2 – relative spatial order, 3 – endangered by spatial disorder and 4 – spatial disorder. Cartographic presentation of the seven spaces mentioned above along with the eighth types (synthesis) (Figures 2‑9), enabled presentation of prevailing spatial order and disorder, against the background of prior spatial regionalization and functional typology (Figure 1) and location of the most active villages in shaping spatial order and communes with the highest number of implemented projects by means of the European Union funds in the field of village renewal (Figure 10). The results of research on the level of local development (communes), indicate the current situation in the area of the highest spatial order and disorder. This has a significant impact on further spatial planning policy in the 124 rural and rural-urban communes of the Kujawsko-Pomorskie Voivodeship. It is the signal for the local government administration, cooperating entities and the local community concerning the state of sustainable development, and the need for continuous, consistent increase of spatial governance and – at the same time – reduction of spatial disorder. The aim was also to analyze changes in the borders of the studied villages. The research was carried out in four stages. The first stage consisted in the acquisition and preparation of data on the land use structure in 1848, 1880, and 2016 for two research facilities (Kryspinów and Kaszów). The selection of objects located peripherally to Kraków allowed to study changes in land cover in the period of 1848‑2016 and an attempt to assess the impact of distance from the city on the direction and dynamics of land use change in rural areas. In the second stage, the analysis of administrative borders of examined cities was conducted. The third stage consisted in analyzing land use changes based on the cartographic part of the so-called Franciscan cadastre, created in the first half of the 19th century for the Austro-Hungarian Monarchy. The source of information for 1880 was the Geographical Dictionary of the Slavic Countries. Modern data was obtained from the Topographic Database (BDOT10k). In the fourth stage, the research was summarized. The analysis of spatial land use changes was carried out using geoprocessing tools. A descriptive-comparative method and simple statistical methods were also employed. It was confirmed that changes in land use take place more intensively in the villages in the close vicinity to Kraków. Less significant changes were noted in the next distance zone, in which the area was not subject to direct pressure from the suburbanisation process. The agricultural land can have many values and functions depending on the different needs of buyers. It is important what price of land the buyer expects in the future, what goals are assumed and what is the quality of land. Among economic factors, the following were distinguished: price, supply and demand for agricultural land intended for agricultural production or for non-agricultural purposes, parallel functioning of two market segments – private (on which the majority of trade in agricultural land takes place between farmers), as well as the land market – Agricultural Property Stock of the State Treasury, profitability of agricultural production. Among the most important environmental factors were included: bonitation (land classification) and agrotechnical category of soils, existence of mineral deposits within the boundaries of the real estate, location in areas subject to legal protection, current development status, location in an attractive natural environment, land form, difficulties in accessing the property. An important role and significance in agricultural land turnover was attributed to soil bonitation, which is necessary before the valuation of agricultural real estate due to possible changes in use, quality classes or soil degradation, which has a direct impact on the property value. One of the solutions to minimize this phenomenon is to increase the role of public transport in the context of movement from suburban zone to the core of agglomeration. Railway transport is environmentally friendly and is independent of congestion, therefore can play a particularly significant role in transport system. However, the issue concerns determining railway passenger volume, because it is necessary that railway transport becomes competitive comparing to private transport. There are many factors that influence travel behavior, which may be divided into two groups: internal and external. It is becoming increasingly difficult to ignore the growing importance of external factors in literature, particularly transit oriented development. According to the author, in the suburban area of Poland, where the railway transport offer is comparable, it is important to examine what is the impact of external factors. The aim of the paper is to examine how the integration between housing development and railway station affects rail transit passenger volume in the rural areas of Wrocław suburban zone. The analysis is based on spatial statistics implementing GIS tools (mean center, distance to nearest hub, buffer). The research results confirmed correlation between degree of integration and passenger volume. This is a basic feature defining public space and at the same time determining its significance and quality. In the article, the issue of vitality was related to two types of spatial structures of suburban villages, analyzing their impact on the quality of public spaces. The study implemented a behavioral mapping method adapted to the conditions of rural areas. Observations of various types of activities (necessary, optional, social) were carried out during irregular inspections over a period of 5 years. The research was aimed at identifying differences in the social functioning of two different types of rural spaces, i.e. Spiczyn a communal, multifunctional village with a compact development and clearly visible center and Spiczyn Colony (Kolonia) with scattered or terraced housing typical for suburban housing estate. Inspections allowed to specify the type, intensity and diversity of activities, type of users, share of optional and social behaviors in the overall number of users as well as the visitability of the public space. The results clearly indicate the impact of spatial structure of rural development on the quality of social relations in the countryside. As key factors determining the vitality of space the authors indicate: distribution and presence of service facilities, compactness promoting walkability, complex spatial arrangement along with the presence and proper development of places promoting stopping, recreation and meetings. The empirical data being the foundation for comparative analysis was collected in 2001 among 463 respondents. The second measurement was conducted in 2015 among 371 secondary school leavers by means of a survey with the use of the auditorium questionnaire technique. The results of the analyses indicate presence of intergenerational differences. The second research conducted on the same local denotes the emergence of a post-transformational generation. Hedonistic and entrepreneurial orientations are observed among modern youth. A significant decrease has been noticed in the level of educational aspirations and valuation of being employed in the private sector. This generation is optimistic and focused on satisfying own needs. The whole generation has access to the Internet and spends their free time in active way. Existential angst suppressed the fear of unemployment and rejection. Post-transformational society is individualized and optimistically looks to the future. The aim of the study is to present natural and demographic conditions of spatial management in selected rural areas and to assess their predisposition for development of agriculture, tourism and locating industry. Three selected communes of the Świętokrzyskie Voivodeship with diverse characteristics of natural environment and varied functional structure were examined The CSO (GUS) statistical data, available cartographic material, environmental studies and field prospection were employed. The analysis was conducted within two thematic blocks, including: • evaluation of selected components and characteristics of natural environment and its functioning, • evaluation of demographic and social phenomena. Environmental and demographic conditions for spatial management in selected rural areas are diverse. Evaluation of natural environment classification proves that all areas present mediocre predispositions for development of agriculture and Stąporków commune is the only one with considerable potential for tourism development and locating industry. The most favorable demographic situation for major forms of economy (agriculture, industry investment) occurs in Pawłów commune, while the least desired in Stąporków commune, where contemporary demographic processes can only favor tourism (e.g. leisure, health resort). Evaluation of local conditions of the natural and demographic environment allowed to indicate optimal directions for development of selected communes. This is only possible if the potential of the natural environment is properly assessed. However, economic development is impossible with the progressive degradation of demographic potential. Environmental and demographic determinants should be the basis when planning the functions of a commune.
