TY - GEN N1 - 24 cm N2 - The article attempts to assess whether rural areas have a chance to participate in the benefits resulting from considering them as revitalization beneficiaries in accordance with the Revitalization Act of 9 October 2015. The research area covered the Dolnośląskie Voivodship, which due to advanced procedure of enacting revitalization programs is characterized by the highest number of positively evaluated documents, thus being a favorable commencement for detailed analysis of this issue. The article comprises results of conducted research encompassing 75 revitalization programs as well as comparison of the records contained therein (structure of projects and beneficiaries) with the extent of commune degradation, developed by the means of a synthetic index. The crucial assumption of the proposed Model is the use of a potential that exists in the extremely valuable elements of cultural heritage in form of residential mansions in manorial villages, as the paradigm for rebuilding spatial order and activating the village. The model assumes that several analyses, included in the “historical – compositional study” and “analysis of the transformations of the spatial system”, introduced during the activity of the State Agricultural Farms, will be conducted in its initial stage, with emphasis on elements that degrade its compositional qualities. The result of these analyses and studies should form the definition of “preserving manor farm complex” and the “degree of village spatial system transformation” that will include results of analyses of the initial stage. The effects of valuating actions should lead to selecting areas and spatial elements that require different forms of action, leading – on the one hand– to halting the landscape devastation process, and on the other – to returning lost qualities. After the valorization it will be possible to formulate project principles necessary for further action aiming at revitalization of village cultural landscape. The model for revitalization of manorial villages’ cultural landscape, taking into consideration extent of their devastation will be developed mainly with the need of enacting appropriate tool, that could form the basis to formulate the content of local regulations, pursuant to the Act of 27 March 2004 on planning and zoning (Polish Journal of Laws “Dz.U.” No. 80, item 717). Most of the study for spatial transformations of the village should become such a tool, which can be used already at the stage of municipal study for conditions and zoning regulations. It should list the degraded areas that require transformation L1 - http://www.rcin.org.pl/igipz/Content/66004/PDF/WA51_85039_r2017-t48_SOW-Rzeszotowska.pdf M3 - Text J2 - Studia Obszarów Wiejskich = Rural Studies, t. 48 PY - 2017 EP - 150 KW - revitalization KW - former State Agricultural Farm villages KW - cultural landscape A1 - Rzeszotarska-Pałka, Magdalena PB - PAN IGiPZ PB - PTG VL - 48 CY - Warszawa SP - 137 T1 - Model rewitalizacji krajobrazu kulturowego wsi popegeerowskich z uwzględnieniem stopnia jego dewastacji = Revitalization model for the cultural landscape of former State Agricultural Farm villages considering extent of devastation UR - http://www.rcin.org.pl/igipz/dlibra/publication/edition/66004 ER - TY - GEN N1 - 24 cm N2 - Mstów is a village located in the Śląskie Voivodship, by the Warta river. For a long time local authorities were not recognizing the potential of the village despite of numerous tourist attractions (main square, barns, old church, limestone outlier – ‘Rock of love’), the village was not considered as tourists’ object of interests. One of the first steps regarding revitalization was cleaning up riverside land near the ‘Rock of love’ and purification of artificial lake. New walking paths and the beach started to attract tourists. Nearby, the river fish bar was opened and another restaurant appeared near the main square. The next step consisted of ‘Outdoor design” workshops, during which students from Silesian universities considered how to improve the quality of public space. Local authorities have taken care of creating corporate design for Mstów and set up ‘Apple Fest’ – an annual event for merchandising fruits planted by local fruit farmers. An interest in village’s history also occurred. In 2012 Mstów was celebrating 800th anniversary of bishops’ congress, during this event lectures about history of the village, church and local order were given. Archeological and ethnographic researches were initiated. Historical barn district was a master thesis’ topic of the author. Revitalization and local authorities’ interest has brought positive effect. Event related to local farming is advertising the village, which is also growing in tourism. The villagers have become interested in history of Mstów and seen cultural value of the place, they are live in. Despite all the effort, there are still a lot to improve. Barn district is deteriorating and may vanish soon. Interest from local authorities and inhabitants is needed, because they do not see these building as a local heritage. In Poland, such phenomenon is particularly observed in cities and environmentally attractive areas. Despite its richness and diversity, historical and cultural potential of the Polish rural areas is relatively weakly considered in the development of tourism. Meanwhile, tourism offers a chance for the development of rural areas and to solve their contemporary problems. Development of the tourist function is however conditioned by adjustment of rural areas to the purposes of tourism in the scope of revitalization processes. The Lubelskie Voivodeship is characterized by considerable prevalence of rural areas and occurrence of all typical associated issues, intensified by the region’s peripheral character. Such location, however, can prove to be an asset in tourism development. Cultural values combined with weakly transformed natural environment provide for considerable potential of the area. Conducting revitalization of rural areas towards the development of tourism largely depends on the possibilities of obtaining EU financial support. Since Poland’s accession to the EU, i.e. 2004, beneficiaries from rural areas of the Lubelskie Voivodeship have implemented projects of more than 1.5 billion PLN. In the new financial perspective for the years 2014-2020, rural communes of the Lubelskie Voivodship have submitted 48 applications for co-financing revitalization measures, corresponding to 25% of communes. Thus, revitalization measures in rural areas are still not broadly implemented. This fact is confirmed by the survey performed by the Authors. The study also showed that measures for tourism development are not of priority importance, but rather supplementary to revitalization projects. The planned undertakings usually have the nature of single investment projects, particularly related to tourist and recreation infrastructure. The contribution of original, interesting projects aimed at creating tourist offer based on local tradition and culture is marginal. A negative phenomenon is also lack of strategic and complex measures aimed at tourism development. These would enhance stipulating investment in the tourist base and products, along with educational and support measures for the local community (i.e. residents’ inclusion in tourist entrepreneurship). These findings suggest that next to financial support, the main need of the rural environment in terms of activating revitalization processes in terms of tourism development is extensive education and conceptual support. These evoke pronounced changes in rural landscape, including its basic element, the village. Varied effects of transformation are visible in the village’s image and unfortunately, they are most often negative. As an aftermath, one observes obliteration of the place’s tradition, distinctiveness and regional specificity of rural areas. Taking action for rural renewal or revitalization requires a series of research and analysis to identify sources of the problems occurring in the village. Regarding diagnosis for village state, a special emphasis is put upon territorial, natural and social conditions. In turn, the process of developing recovery strategy, its initiation and implementation necessarily requires involvement of local community. Identification of rural landscape distinguishing features in the analysis procedure serves to clarify the vision for the development of a given area. Distinguishing marks of the rural landscape can become the basis or inspiration in developing the concept of revitalization, at the same time preserving village’s historical assets. The article presents the above mentioned issues and considers the differences between rural renewal and revitalization. Discussion is based upon data acquired by the means of conducted analysis concerning two villages located in the Opolskie Voivodeship: Złotogłowice and Różyna. The concept of renewal and revitalization of rural areas acquired a new dimension after Poland’s accession to the EU in 2004, when the influx of the UE funds radically altered the functioning of rural areas. The nature of the transformation took place at the touch of the individual cultural characteristics, its customs or local history, and new paradigms based on the European Union’s guidelines for shaping the space, functioning of the society and the rural environment. The article is therefore an attempt to answer the question concerning the impact of EU funds on the renewal and revitalization of rural areas in the program perspective 2007–2013, taking as an example the Kujawsko-Pomorskie Voivodship. In the analysis, a special emphasis was placed on the so-called “problem areas” that potentially require higher investment. The data obtained from the Marshal’s Office of the Kujawsko-Pomorskie Voivodship were used in the study. These data concerned the implementation of the Rural Development Program 2007–2013, which envisages, among others, funds for the renewal and revitalization of rural areas. Social potential and its importance in development is the subject of research of both sociologists and geographers. The article addresses issues related to the relationship between the level of social potential and the degree of involvement of local communities in development. An analysis of ventures indicated by local communities to solve the diagnosed problems was also conducted. Data was used for municipalities indicated as problem areas and qualified for the so-called Special Inclusion Zone of Zachodniopomorskie Voivodeship from revitalization programs. The analysis also used statistical data from the Central Statistical Office to calculate the synthetic indicator of social potential. The results show that in areas with low social potential, residents show more revitalization initiatives, but are limited to infrastructural needs. Among the outcomes of this process, one can list e.g. social integration, support for local initiatives, socio-economic revival or decreased disproportion in spatial development. These changes are encapsulated in the processes of rural revitalization and renewal, which are most expedient in areas suffering from social, economic and spatial degradation. The study aims to determine the role of embeddedness of an enterprise in the local environment in the processes of rural revitalization and renewal (a case study of Działyń in Kłecko commune, Wielkopolskie Voivodeship). Działyń is a former state agricultural farm with a historic site comprising local cultural heritage. It houses Działpol, an agricultural company established as an outcome of transforming a prior state agricultural farm, now a modern biogas plant. The analysis has shown that initiatives undertaken and supported by companies demonstrating their incorporation with the local environment and practices, including participation enhancing local resources and infrastructure, as well as undertakings integrating local community, or provision of other local services prove that embeddedness of enterprises in the local environment is pivotal when implementing the processes of rural revitalization and renewal.
