One of the key assets and factors affecting local development is human capital rooted in a given community, particularly in local self-government authorities. The aim of this paper is to identify characteristic features attributed to the structure of local government representatives in rural areas of Poland. Spatial, temporal and functional variability of such structure have been considered. Description of analyzed space has been presented in the following aspects: interregional, diversification between historical regions as well as regarding intra-regional differences, considering the distance to large urban centers. The grounds for conducting analysis of diversity in the functional aspect has been provided by the functional structure of communes, allowing to distinguish 8 basic types of local economy. The time range taken into account encompassed terms of office for the period of 2002-2018. The subject matter of the study covered rural, urban-rural communes and town mayors including such characteristics as age, gender, type and education level as well as place of residence and stability of power. Obtained results allowed to identify a series of regularities regarding the diversity for each of the five listed features attributed to local authorities. Nonetheless, these patterns are less pronounced than in the case of residents’ electoral behavior diversity. Delimitation of rural functional areas was conducted basing on the so-called ‘virtual’ areal region concept. The level of detail considered is municipality. At the first stage, a subset of municipalities was selected, acknowledged as rural areas in accordance with assumed criteria. Subsequently, basing on the empirical data analysis, certain municipalities were identified that are relatively homogenous regarding transport accessibility, development dynamics as well as internal economic structure. In each of the three dimensions of analysis specified, two or three categories of municipalities were distinguished. The results of these three classifications enabled the delimitation of 12 functional types of rural areas composing different combinations of possible classes regarding three dimensions of analysis. Finally, obtained spatial structure was generalized to delimitate relatively homogenous and compact functional areas. In the last decade, the European Union has supported numerous initiatives aiming at reducing waste generation by promoting shifts towards Circular Economy (CE) approaches. Governing this process has become imperative. This article focuses on the results of a governance analysis of six urban regions in Europe involved in the Horizon 2020 project REPAiR. By means of semi-structured interviews, document analysis and workshops with local stakeholders, for each urban area a list of governance challenges which hinder the necessary shift to circularity was drafted. In order to compare the six cases, the various challenges have been categorized using the PESTEL-O method. Results highlight a significant variation in policy contexts and the need for these to evolve by adapting stakeholders’ and policy-makers’ engagement and diffusing knowledge on CE. Common challenges among the six regions include a lack of an integrated guiding framework (both political and legal), limited awareness among citizens, and technological barriers. All these elements call for a multi-faceted governance approach able to embrace the complexity of the process and comprehensively address the various challenges to completing the shift towards circularity in cities.
