TY - GEN N1 - 24 cm N2 - The aim of the paper is to present findings from the research on accessibility of information resources of rural communes in the Łódzkie Province. The studies were conducted in the first half of 2015. Two categories of information resources were considered: 1) connected with operational documents on financial policy of communes, and 2) related to strategic documents on municipal spatial policy. Empirical data was collected by implementing modified Website Attribute Evaluation System (WAES) method, originally used to analyse accessibility and transparency of websites. In this manner the accessibility and transparency of information resources of investigated communes were characterised. Moreover, methods of statistical analysis were employed, thus illustrating. the accuracy of providing information resources for the public by investigated rural communes. As the result of the research, the authors confirmed the hypothesis that dissemination of information resources is positively influenced by the requirement to ensure transparency of municipal projects co-financed by the European Union. Peripheral communes (that is, located outside the sub-regions of big cities) were examined. Communes were selected from the ones with: the highest own revenue of communal budget per capita averaged for the years 2010-14; the highest indicator of natural persons conducting economic activity per 1,000 people at working age and the occurrence of rare resources (spas, sightseeing attractions). Communes adjacent to towns were excluded from analysis. Lists of development factors for SWOT analysis and other elements of strategic plans provided sources of information. Research methodology involved analysis and classification of studied development factors and further analysis of other parts within documents. The research results indicate that mineral resources (lignite) and tourist values, especially those associated with the sea and beaches have contributed to development of rural communes to the highest extent. Strategic documents of communes vary in quality. In many cases the strategies fail to adequately expose the specificity of resources. Methodological errors in the SWOT analysis are common. Positive missions emphasizing the specificity of communes are rare. The research is based on the case study of rural municipality of Zgierz in the Łódzkie Voivodeship in Poland and the analysis of existing data concerning various forms of communication between representatives of local government and local community. It has been distinguished between information policy, which comprises a one-sided communication, aimed at transmitting information “from top to bottom” and communication policy aimed at exchanging information between local authorities and members of local community, in which both parties are senders and receivers. Among the communication instruments being used, forms based on direct and indirect communication, including media communication have been identified. As the results of the study show, despite of implementing various and modern forms of communication with citizens, local government authorities focus on informing citizens on actions taken by them and promoting their policies, but are less interested in obtaining feedback information concerning needs, problems and expectations. The residents themselves also relatively rarely take advantage of available forms of communication with representatives of authorities and thus exert marginal impact upon local policies. The study encompassed 5 documents from rural communes chosen in view of their development level (as a pilot study to a more complex research). The research focused on these parts of the documents concerning the SWOT matrix (especially the strengths category, which in this case is identified as local resources), as well as the main goals and priorities of strategies. The study of commune development strategies has shown that: 1) Many local resources (natural, cultural, economic, etc.) are specified, but they are usually typical and may be mistaken with local conditions. They may also generate ‘information noise’, rendering it difficult for users of strategic documents to choose the most promising local resources. 2) The main purpose of a local strategy document is to make the key choices of available options. Communes specify the priority resources and plan related activities as main operational goals. Their identification and description is not detailed and inspiring enough to boost the local development process. There is also a problem associated with the awareness of many aspects of each resource. 3) It seems that only a few of identified priority resources can be rightfully named as local development potential. It can be a significant problem because of limited financial resources – rural communes do not take full advantage of opportunities because of lack of knowledge as well as dissipation of funds for many activities which may be important in the short term but do not have positive impact on local economy in the long term. To sum up, it seems that even though there is a common consensus that local resources are an important source of development, it is very difficult to decide responsibly which resources are the most promising and which resources need further actions such as e.g. better funding. This is a basic feature defining public space and at the same time determining its significance and quality. In the article, the issue of vitality was related to two types of spatial structures of suburban villages, analyzing their impact on the quality of public spaces. The study implemented a behavioral mapping method adapted to the conditions of rural areas. Observations of various types of activities (necessary, optional, social) were carried out during irregular inspections over a period of 5 years. The research was aimed at identifying differences in the social functioning of two different types of rural spaces, i.e. Spiczyn a communal, multifunctional village with a compact development and clearly visible center and Spiczyn Colony (Kolonia) with scattered or terraced housing typical for suburban housing estate. Inspections allowed to specify the type, intensity and diversity of activities, type of users, share of optional and social behaviors in the overall number of users as well as the visitability of the public space. The results clearly indicate the impact of spatial structure of rural development on the quality of social relations in the countryside. As key factors determining the vitality of space the authors indicate: distribution and presence of service facilities, compactness promoting walkability, complex spatial arrangement along with the presence and proper development of places promoting stopping, recreation and meetings.
