It leads to a change in the approach to the assessment of local capital available in rural areas in a broad sense. One of the specific examples of rural areas where the potential of creation depends on endogenous and exogenous factors are the suburban areas which, according to the new paradigm, are called cities functional areas. The article attempts to assess the developmental disparities resulting from the potential of the resources available in the areas of interaction of the two urban centres: Wrocław and Kielce. Regions selected for the purpose of a comparison are characterised by different demographic and economic potential conditions, as well as by the different conditions and historical location. What they have in common is the administrative functionality, which results from the rank of province capital. The article aimed at establishing the main determinants of rural development within the range of the strongest influence of the urban center. For the study adopted 18 municipalities in the zone of influence of the central city (after 9 for each center). Time range assumed for 2002 and 2014. Diagnostic variables were divided into 3 categories of local capital: social resources; economic resources; and spatial resources. The research process showed slight disproportions in terms of baseline year (2002) between the units constituting each suburban area. Municipalities centered around Kielce and Wroclaw were characterised by a similar level (assessment based on synthetic index) mainly forspatial resources. In the case of economic and social resources disproportions were higher but they do not have a significant influence on the final assessment of its potential. Data analysis in 2014 showed an increase in disparities of development in almost all of the analysed areas. This in turn contributed to the final assessment of the actual level of socio-economic changes in the suburban areas. As noticed in the article, the transformations in the areas bordering with Wrocław and Kielce were generated mainly by changes in the area of social and economic resources. The dynamics and scope of this transformation was faster in the influence zone of Wrocław. Therefore, it has been indicated that the level of socio-economic changes is to a larger extent a result of the size and range of central city and, thus, the relations between the city and its immediate surroundings. The studies were conducted in the first half of 2015. Two categories of information resources were considered: 1) connected with operational documents on financial policy of communes, and 2) related to strategic documents on municipal spatial policy. Empirical data was collected by implementing modified Website Attribute Evaluation System (WAES) method, originally used to analyse accessibility and transparency of websites. In this manner the accessibility and transparency of information resources of investigated communes were characterised. Moreover, methods of statistical analysis were employed, thus illustrating. the accuracy of providing information resources for the public by investigated rural communes. As the result of the research, the authors confirmed the hypothesis that dissemination of information resources is positively influenced by the requirement to ensure transparency of municipal projects co-financed by the European Union. Since the beginning of the 21st century, the number of holdings specialising in fruit production in this area has been steadily increasing. With the increase in the number of holdings, significant changes are taking place also in terms of their functioning. These changes are caused by technological progress, as well as imposed European Union policy demanding adaptation of the holdings and their production systems to the norms and standards of the EU Member States. Since Poland has joined the European Union, the level of holdings development is steadily improving. The level of equipment of holding with durable means of production is improving and thanks to that holdings have the opportunity to archive better production results and higher income from production. The increase in holdings income contributes to the improvement of the economic situation of the villages. Technological development is accompanied by intellectual development (an increase in the level of educational attainment), which manifests as the increase in the quality of human capital in the villages. The functioning of the fruit farms entails the implementation of the number of investments in rural areas, which contributes to their development. In the holdings are created modern facilities for storing fruit. In the rural areas arises the number of entities serving orchard holdings, for example the purchases of fruit, fruit processing plants and distribution points of protection products, fertilizers and machinery. In this article the orchard holdings operating in Grójec county are characterised in terms of their land resources, human resources and durable means of production. The description of orchard holdings was based on the results of the own research and study, conducted in 2015, as well as on the results of the Agricultural Census in 1996 and 2010. Moreover, the author strives to determine relations between the socio-demographic potential and entrepreneurships. Research included all the counties in Poland (rural areas) – 314 counties have been studied. The socio-demographic potential was expressed by a Perkal’s index, while an entrepreneurship indicator was used in order to present the level of entrepreneurship. The analysis revealed that the present level of entrepreneurship and socio-demographic potential in the rural areas of Poland arises from the influence of multiple factors and show high spatial diversity resulting from the general social and economic development of these areas. Furthermore, the research showed that high socio-demographic potential and high level of entrepreneurship characterise spatial units located in the neighbourhood of the biggest urban centres, along the main routes and those with well-developed tourist functions. The research accounts for differences across voivodships and districts (powiaty), on the basis of two indices characterizing the changes in the number of machines in a given group in the period 2002–2010 (number as of 2002 = 100 points) and their numbers in 2010 per 100 ha of agricultural acreage. The spatial layout study demonstrates differences in agricultural holding sizes and external factors conditioning the Polish agriculture: natural, historical and urban. It has been shown that the analysed issues are characterized by a large territorial differentiation and that with the support in form of the Common Agricultural Policy resources, agricultural holdings are markedly better – technically equipped (nationwide, a downward trend was noted only in relation to the group of machines for root crops). This phenomenon was most pronounced in the agriculture of the south-east Poland, which has the highest agrarian fragmentation. The issue concerning decline of area planted with sugar beet in Poland in the years 2002–2010 has been analyzed. In the examined years a positive effect of growth yields of sugar beet can be observed. The reform of the sugar market apart from restricting sugar production limits, assumed introduction of sugar payment, which had the effect of limiting the production of raw material. The consequence of this phenomenon was the liquidation of sugar factories, which in many areas acted as a significant employer. As a result of the reform farmers’ production profile was forced to change but also population in the labour market had to be re-trained. The existing sugar factories managed by both Polish and German companies have a tendency of accumulating capital. Poland belongs to the so called “Beet-belt” of the EU, namely a group of countries with the greatest potential for sugar production. However, it is not clear how the common market as well as the effects of the subsequent reform to be conducted in 2017 will affect the level of competitiveness of the Polish sugar industry. The research was based on a survey conducted among farmers. The objective was to determine the socio-economic transformation, which in the opinion of farmers occurred in rural areas of the Opolskie Voivodship after Poland’s accession to the European Union. The survey embraced 383 individual farmstead managers with farm size ranging from 2 to 30 ha. The results show i.a. the impact of EU regulations on farmers’ situation, but also their attitude towards them. Farmers appreciate the EU support, however they are mostly focused on direct payments and the related increase in income. They rarely take advantage from other forms of support, for example training and consulting. Moreover, farm owners not often apply for modernization funds for farmsteads, especially if case of small sized farms. The use of funds from the action ʺagricultural producer groupsʺ hitherto for the period 2004–2014 was examined by region. In the analysed period the EU funds distributed under the Common Agricultural Policy were the basic instrument influencing the development of producer groups in Poland, and consequently at the end of 2014 there functioned 1351 groups. The rules for granting financial support to groups across budget periods were similar and evolved towards more efficient use of support from the point of view of individual groups, as well as the competitiveness of the entire agricultural sector. The projected increase in the amount of support and good practices of the operating groups are likely to affect further development of producer groups. A large part of the smallest farms resign from conducting farming activity and managing animal husbandries. This leads to decreased effectiveness of the agricultural sector in the region and limits facilitation of the existing labor force, the resources of agricultural land and the capital involved in this sector. Nevertheless, innovative activities are undertaken in this region consisting in development of multifunctional agriculture and organizing ecological or agritourism farms or farms which manufacture agricultural products with traditional methods (regional products). In this thesis, the author has focused on organization and operation of ecological farms which amount to nearly 2 thousand in the Małopolskie Voivodship. They constitute 9% of ecological farms in the entire country. Their existence and fast development may be treated as a significant direction of agricultural transformations in the national scale. The paper includes an analysis of the quantitative dynamics of such farms, as well as a characteristics of preconditions for their development in various conditions, both in terms of natural environment and socio-economic aspects. Furthermore, the main issues related to production, sales and processing have been described. The author has also made an effort to present their perspective as one of the methods of revitalizing agriculture in the region. To a large extent, the thesis is based on the author’s own research conducted at the ecological farms operating in the Małopolskie Voiviodship. One of the main distinguishing characteristics of agricultural production is its nature and strong dependence on the environmental conditions. These conditions determine to a large extent, the nature of agricultural production and its structure (crop/animal). The accession of Poland to the EU in 2004 and access to EU funds (subsidies for farmers under different EU programs) often were the cause of change in the current profile of farm activities. Therefore, it seems reasonable to examine the changes in the specialization of agricultural production in Poland after 2004. The aim of this study is to answer the following questions: (1) Is there (and if, how strong) concentration of each of the main types of agricultural production in Poland, (2) What is the nature of this production in selected spatial units. The analysis was conducted based on data on the volume of commodity agricultural production in years 2004–2014, the data used in the study was derived from the Local Data Bank of the Central Statistical Office in Poland. Specialization was determined using the Krugman index of regional specialization. One of the factors which could have the crucial importance in this process includes intense external migration of significant share of region’s population. In the past the migration was mainly generated by those inhabitants, who due to dual citizenship – Polish and German were eligible to work in Western Europe before Poland’s accession to the European Union. In the face of the migration in rural areas of the Opolskie Voivodship there have been observed significant demographic, social and economic transformation. Having regard to the above, the purpose of the article is to present the comparative analysis concerning out-migration impact on economic activity in the rural areas of the Opolskie Voivodship. The economic activity was measured by the number of individuals engaged in business activity per 100 inhabitants. As a result, it was found that emigration may be related to the economic activity of rural population, although it can be determined by a number of other factors. The influence of EU measures for contemporary processes of socio-economic transformation in examined villages have been discussed. Despite the fact that in recent years the development of non-agricultural economic activities is becoming more important, agriculture still plays an important role in the development of the contemporary Pomeranian village. The main stimulator for the changes will be the organic farming development and production of renewable energy sources. The production of agricultural biogas is considered one of the most prospective directions of the energy use of biomass resources. In Pomerania the number of farms implementing ecological methods is systematically increasing as well as the number of agricultural producer groups. The direction of development of the surveyed rural areas will be to a large extent determined by the economic policy - Common Agricultural Policy of the European Union (2014–2020). An important role in rural development in Pomerania also plays the social capital, which varies greatly throughout the region. With the accession of Poland to the EU, there have emerged (as part of the operational programs related to rural areas and fisheries) new opportunities for the development of local communities through establishing and operating local action groups and local fishing groups providing possibilities for local businesses. Natural conditions and diverse landscape are considered as a great asset in the development of various forms of tourism in this area. Agritourism is an increasingly popular form of non-agricultural activity for rural residents in the region. The paper deals with the cooperation between institutions supporting development of tourism and agritourism farms in the Świętokrzyskie Voivodship. Various forms of support granted by different institutions to agritourism farmers have also been discussed. The study shows that Agricultural Advisory Centers and agritourism associations have the greatest impact on the development of agritourism. Examining these determinants was conducted at voivodships level (rural areas) and was based upon data from the Local Data Bank. The voivodships determinants level was defined using synthetic indicator. For this analysis the following indicators were applied: share of agricultural holdings (farms) with owners up to 40 years of age, farm labor force in AWU per 100 hectares of agricultural land, share of agricultural holdings (farms) operated by farmers with at least secondary education, share of agricultural holdings with 100 hectares and more area in the total number of farms, usage of mineral fertilizers per 1 ha of agricultural land and tractors per 100 hectares of agricultural land. As a result of implementing such synthetic indicator the examined regions were divided into three groups. The paper attempts to determine the impact of CAP and its institutional environment on the development of merchandise agricultural households in Opole region. The study was conducted with the method of questionnaire interview addressed to supervisors of the above mentioned households located in the representative agricultural areas of Opole region. Based on the research conducted in 2008 and 2014 it has been stated that further transformation processes concerning rural areas will depend on the “implantation” in the social networks of farmers in the existing, implemented institutional environment and on the estimation of impact they exert on changes in agricultural households on different levels of their functioning. The amounts mentioned above have been presented as indices showing their relation to: 1 ha of agricultural acreage; 1 person working in the agricultural sector; and 1 agricultural holding with agricultural business activity. These characteristics – provided in form of composite indexes (standardised averages of the selected diagnostic characteristics) – constituted the basis of the comparative analysis focused on evaluating the impact of European funds on the production capacity of Polish agriculture. The study of spatial arrangement accounted for external factors – both natural (agricultural production area quality index) and historical ones (former partition of Poland). The conducted analysis has evinced that European funds devoted to improving the characteristics of agricultural production bear positive results (correlation coefficient of 0.625). However, the phenomenon varies across regions – there is a virtual division line which separates northern Poland (where effects of European funds on the production are non-negligible) and southern Poland (where the funds affect the agricultural production capacity to a lesser degree – they have mostly social character). The article presents the Polish achievements in the implementation of renewable energy sources (RES). The use of local biomass should aim at increasing the local and regional competitiveness based on endogenous capital – the biomass. Total production of electricity from biomass was presented. An important issue is the possibility of using agricultural biomass for energy purposes, both in the production of liquid biofuels (bioethanol, biodiesel) as well as solid biomass, i.e. forest material and established plantations on agricultural land (willow, poplar, Miscantusa), as well as production of biogas in biogas plants. Particularly noteworthy is the use of all waste and side products from agriculture (manure, straw, waste wood from orchards). The use of biomass energy should aim to create a system of distributed energy, which would complement national energy system. Small power plants operating in the CHP system are expected to be based on modern, high-efficiency cogeneration technologies. The way the village renewal has changed was conditioned by changing approaches to rural areas development. At the same time, the role of local resources in rural development concepts has been different and changed according to the concepts. The above-mentioned are overlaid by the issue of the use of local resources in village renewal actions. That issue has also been dynamic in the history of village renewal. There is no doubt that those three subjects (village renewal, rural development and local resources), strongly correspond to each other. We have decided to undertake the description of these relations in order to systematise the state of art in the common ground for these three issues. The main aim of the paper wasto present the embeddedness of village renewal in rural development paradigms, partly in regional/local development paradigms, and in other scientific concepts, as well as to present the role of local resources in village renewal processes over the years. The paper, based on literature review, is theoretical and open to further debate. The considerations included in the paper indicate that village renewal bases on local resources and simultaneously strengthens them. Local resources are recognised as key in regional/local development. In the light of current scientific concepts, it is a local community who shall decide about the utilisation of these resources, which could use external instruments for this purpose. Peripheral communes (that is, located outside the sub-regions of big cities) were examined. Communes were selected from the ones with: the highest own revenue of communal budget per capita averaged for the years 2010-14; the highest indicator of natural persons conducting economic activity per 1,000 people at working age and the occurrence of rare resources (spas, sightseeing attractions). Communes adjacent to towns were excluded from analysis. Lists of development factors for SWOT analysis and other elements of strategic plans provided sources of information. Research methodology involved analysis and classification of studied development factors and further analysis of other parts within documents. The research results indicate that mineral resources (lignite) and tourist values, especially those associated with the sea and beaches have contributed to development of rural communes to the highest extent. Strategic documents of communes vary in quality. In many cases the strategies fail to adequately expose the specificity of resources. Methodological errors in the SWOT analysis are common. Positive missions emphasizing the specificity of communes are rare.
