The analysis was conducted on the basis of a full inventory of bus, minibus, tram and railway connections reaching Łódź and 410 stops located within one-hour access isochrone to the region’s centre. The research accounts also for the distribution and the number of population of 2,419 towns and localities of the Łódź province. The calculations were based on the two-step floating catchment area method modified for the purposes of research into public transport effectiveness. These factors can be divided into categories related to: spatial structure, household socio-economic and demographic characteristics, situation associated with a given journey, including purposes of journey-making. The aim of the paper is to have a closer look at the aforementioned factors with particular reference to spatial aspect. The conclusions to the article underline that the traffic congestion increases and the quality of public transport improves with the growth of settlement network density, which results in a lower level of car use and lower level of motorization rate. This is particularly noticeable in large cities. In turn, in peripherally located rural areas, there is lack of alternative modes of transport, which, combined with longer travel distances to destinations, contributes both to increased motorization as well as to a relatively higher cars’ mileages. Deviations in the functioning of public transport spanned in a radius of 30 minutes public transport travel time from the center of the city. The adopted travel time to the center is taken from a comprehensive traffic study performed in the city where indicated value of 27 minutes (comprehensive traffic study ...) is used as the average travel time of public transport. Diagnosis of deviations in the operation of public transport was taken on a weekday between 6:30 and 8:30 am at 5 min intervals. The results of calculations of time availability were made every 5 minutes and applied to each other and trimmed among themselves. Hence the contour line was established within isochrone of 30 minutes, with the identification of areas with 100% certainty of public transport access to the center of the city and areas of lesser public transport accessibility. The resultant isolines were measured against the population living in census districts, on the basis of which the areas of certain as well as uncertain 30 minute travel time to the center of the city were determined. The case study includes the districts located along the southern border of the city: Ołtaszyn Wojszyce – Jagodno – Brochów with its adjacent villages: Wysoka – Radomierzyce – Biestrzyków, Żerniki Wrocławskie – Iwiny – Smardzów – Zacharzyce. As one of the largest sprawl areas of the city, it illustrates the threats stemming from this process, but simultaneously it enables testing the flexibility of such sites in terms of opportunities for sustainable development. The analysis of the conflict of scales (regional, municipal and local) and morphology (intensity, consistency tissue, granulation and availability) of this planless and chaotic development leads to discovering its regularity, and above all, to determining the reserves (i.e. uncultivated land) that can be used to increase the quality of urban life in the future. The assessment carried out by investigating the effects of localization and urbanization. For this reason, the work was presented to the theoretical basis; it formulated the problem, methodology of the research and analyzed the influence of various factors on the number of employees in leading industries of Germany. We use the Panel data, a large-scale German establishment survey covering around 3477 companies of 9 industries located in 83 cities (14 lands). The study covers the period 2007 – 2014 years. The paper presents a linear model and two nonlinear models – the model with the addition of the square of companies` age and the model using the natural logarithm of the number of employees. The best model was chosen by using Akaike information criterion (AIC) and Schwarz (BIC), i.e. the linear model. The study found that localization effects have a positive impact on the number of employees, while the effects of urbanization – negative. In addition, it most strongly depends on the number of employees by region and industry. In the largest regions there is the largest population and respectively, the number of workers in it, so the agglomeration effects in the populous region is higher than in the other regions. The age of the company has a positive effect on the company’s number of employees: with an increase in the age of 1 year, the number of employees is increased by 21 people. On top of that, coordinating spatial policies and decisions between administrative entities is a major challenge in numerous places in Europe. The aim of the paper is to assess the case of a medium-sized European city (Wroclaw, Poland) and its spatial management complication which has observable consequences for the spatial structure and economic functioning of the city. The paper examines the situation through the lens of production and manufacturing activities (with a cautious approach to the term ‘industry’). The case is analysed in two inseparable ways: spatial and economic; in parallel, the discussion is developed on the issue of the interconnection of policy-making in the metropolitan area (the city “vs.” its surrounding rural communes). The paper reviews the changes in employment in the subsequent sectors of the metropolitan area in within 25 years since the political transformation of Poland while keeping an eye on the physical and spatial changes of the aforementioned metropolitan area. The secondary output of the paper is outlining the suburbanisation processes of large Polish cities, however as seen not from the most frequently presented perspectives (such as housing or transportation) but from a more economy- and spatial responsibility-focused one. Reforming the regional policy involves introduction of a new ideology in the state administration for regional development, local self-government and territorial organization of power in Ukraine based on the principle of subsidiarity. The reform provides transformation of the existing two-tier Ukraine’sterritorial structure to three level structure according to NUTS 1, NUTS 2, NUTS 3. Introduction of NUTS in Ukraine can be considered as one of the important steps towards enabling the Ukraine’s accession to the single European Statistical System, which will provide a unified, transparent and effective model of statistical monitoring and based on it – implementation of an effective regional policy. The Europe 2020 Strategy establishesmore growth- and innovation-oriented investments. The main objective of this paper is to analyze and evaluate the differences and dynamics of the EU regions at the NUTS 2 level, characterized by the selected variables in the economic, social and territorial accessibility (transport infrastructure) area to determine the clusters of different levels of disparities in the EU regions (HDI) and transport infrastructure as well as to examine their interdependence. Calculations were based on statistical data acquired from Eurostat databases. The results confirm a distinctively clear inequality of economic development in the European regional space between Central and Eastern Europe as well as Northern and Western Europe regions, with the highest growth of dynamics identified in the regions of the countries that joined the EU in 2007 and 2004. The analysis also identifies the European regions with a high level of spatial cohesion (accessibility) and validates the thesis about the presence of interdependence between the EU regional development and spatial cohesion (accessibility) of the regions. It does so by proposing a conceptualization of spatial planning domestic contexts as dynamic objects subject to continuous change, and by identifying the main driving forces that contribute to shaping their patterns of change in the geographical area at stake: (i) domestic transition from a centrally planned economic model to a decentralized model based on free market rules, (ii) process of European integration and the Europeanization mechanisms triggered by the latter. The aim of the article is to identify good practices applied in the process of positive changes in selected villages as a result of mobilisation and coordination of own resources and energy, creativity and hard work of people, supported by various external incentives. Adjustment to the “place” in the process of thematisation of space results from cooperation of the local community with its nearest environment, which consists in analysing and interpreting the existing conditions with regard to the planned changes. Then, the specific assets of the environment were identified to develop further local stories, related to the original motif. Those original concepts constitute an extraordinary act of creation of the place and its adjustment to the needs of the local community and visitors. In both cases, the identification and use of specific resources was of key importance, combined with important external incentives in the form of first process creators (experts) and then possibilities of financing the entire initiative (e.g. EU funds). Tourism can also be a solution for the increase of economic values and life quality of the poorest rural communes. Hence, local authorities increasingly appreciate the role of tourism in their areas as a potential means of their social and economic development. When planning tourist routes, it is very important to remember about the natural potential, together with its protection. On the other hand, the forest, water and valuable protected areas are usually the most important touristic values influencing the general index of the tourism potential. The aim of the present study was to analyse the tourist potential of rural areas before and after the proposed tourism development and establishment of protected areas in a selected commune area – Łubianka, Poland. For this purpose, the tourist, associated and environmental indices were taken into consideration. The current general index of tourism potential classified the analysed area at the lowest level in the region. The proposed tourism development and creation of a nature protection area and objects caused an increase of tourist and associated values of analysed area, improved tourism potential, and placed the commune in a better position in the region. Overall, it can be concluded, that relatively simple activities can improve the tourism potential and furthermore, as a result an improvement in the social and economic status of the local community can be noted. Those are the areas which experience a lot of pressure on account of the development of such functions as tourism, recreation and housing and their related services, which is closely associated with intensive outdoor advertising. The Lednica Cultural Park is an example of such area. This research sought to identify the scale of problems caused by the presence of advertisements in the study area. The results include the selection of places most heavily degraded by advertising, and the identification of tendencies in the way ads are located, their forms, areas, impact on the environment, and perception. The conclusions can help in defining the rules and conditions for managing public and private spaces in the rural areas for use in an advertising policy. Many local strategies of the rural areas have included development of tourism as one of their main goals and as a result various financial programs were prepared and conducted in order to support development of tourism. Despite of some positive changes, the results in general are not satisfying. Based on scientific literature and statistical data, the paper is critically examining the role of tourism in rural areas on the example of rural municipalities in selected EU NUTS-2 regions in Poland and Croatia. The role of tourism is researched through the change of the tourist density ratio and the tourist intensity rate indexes, which are calculated for every single municipality of the researched area for 2004 and 2013. Despite significant governmental and local initiatives, minor positive changes of measured tourist indexes that occurred in rural areas made the author argue how the potential socio-economic role of tourism in rural areas is fairly overestimated. The purpose of this paper is to provoke scientific discussion on artificial developing of tourism in rural areas which are not pre-determined for tourism.
