The research accounts for differences across voivodships and districts (powiaty), on the basis of two indices characterizing the changes in the number of machines in a given group in the period 2002–2010 (number as of 2002 = 100 points) and their numbers in 2010 per 100 ha of agricultural acreage. The spatial layout study demonstrates differences in agricultural holding sizes and external factors conditioning the Polish agriculture: natural, historical and urban. It has been shown that the analysed issues are characterized by a large territorial differentiation and that with the support in form of the Common Agricultural Policy resources, agricultural holdings are markedly better – technically equipped (nationwide, a downward trend was noted only in relation to the group of machines for root crops). The issue concerning decline of area planted with sugar beet in Poland in the years 2002–2010 has been analyzed. In the examined years a positive effect of growth yields of sugar beet can be observed. The reform of the sugar market apart from restricting sugar production limits, assumed introduction of sugar payment, which had the effect of limiting the production of raw material. The consequence of this phenomenon was the liquidation of sugar factories, which in many areas acted as a significant employer. As a result of the reform farmers’ production profile was forced to change but also population in the labour market had to be re-trained. The existing sugar factories managed by both Polish and German companies have a tendency of accumulating capital. Poland belongs to the so called “Beet-belt” of the EU, namely a group of countries with the greatest potential for sugar production. The research was based on a survey conducted among farmers. The objective was to determine the socio-economic transformation, which in the opinion of farmers occurred in rural areas of the Opolskie Voivodship after Poland’s accession to the European Union. The survey embraced 383 individual farmstead managers with farm size ranging from 2 to 30 ha. The results show i.a. the impact of EU regulations on farmers’ situation, but also their attitude towards them. Farmers appreciate the EU support, however they are mostly focused on direct payments and the related increase in income. They rarely take advantage from other forms of support, for example training and consulting. In the analysed period the EU funds distributed under the Common Agricultural Policy were the basic instrument influencing the development of producer groups in Poland, and consequently at the end of 2014 there functioned 1351 groups. The rules for granting financial support to groups across budget periods were similar and evolved towards more efficient use of support from the point of view of individual groups, as well as the competitiveness of the entire agricultural sector. A large part of the smallest farms resign from conducting farming activity and managing animal husbandries. This leads to decreased effectiveness of the agricultural sector in the region and limits facilitation of the existing labor force, the resources of agricultural land and the capital involved in this sector. Nevertheless, innovative activities are undertaken in this region consisting in development of multifunctional agriculture and organizing ecological or agritourism farms or farms which manufacture agricultural products with traditional methods (regional products). In this thesis, the author has focused on organization and operation of ecological farms which amount to nearly 2 thousand in the Małopolskie Voivodship. They constitute 9% of ecological farms in the entire country. Their existence and fast development may be treated as a significant direction of agricultural transformations in the national scale. The paper includes an analysis of the quantitative dynamics of such farms, as well as a characteristics of preconditions for their development in various conditions, both in terms of natural environment and socio-economic aspects. Furthermore, the main issues related to production, sales and processing have been described. The author has also made an effort to present their perspective as one of the methods of revitalizing agriculture in the region. One of the factors which could have the crucial importance in this process includes intense external migration of significant share of region’s population. In the past the migration was mainly generated by those inhabitants, who due to dual citizenship – Polish and German were eligible to work in Western Europe before Poland’s accession to the European Union. In the face of the migration in rural areas of the Opolskie Voivodship there have been observed significant demographic, social and economic transformation. Having regard to the above, the purpose of the article is to present the comparative analysis concerning out-migration impact on economic activity in the rural areas of the Opolskie Voivodship. The economic activity was measured by the number of individuals engaged in business activity per 100 inhabitants. The influence of EU measures for contemporary processes of socio-economic transformation in examined villages have been discussed. Despite the fact that in recent years the development of non-agricultural economic activities is becoming more important, agriculture still plays an important role in the development of the contemporary Pomeranian village. The main stimulator for the changes will be the organic farming development and production of renewable energy sources. The production of agricultural biogas is considered one of the most prospective directions of the energy use of biomass resources. In Pomerania the number of farms implementing ecological methods is systematically increasing as well as the number of agricultural producer groups. The direction of development of the surveyed rural areas will be to a large extent determined by the economic policy - Common Agricultural Policy of the European Union (2014–2020). An important role in rural development in Pomerania also plays the social capital, which varies greatly throughout the region. The amounts mentioned above have been presented as indices showing their relation to: 1 ha of agricultural acreage; 1 person working in the agricultural sector; and 1 agricultural holding with agricultural business activity. These characteristics – provided in form of composite indexes (standardised averages of the selected diagnostic characteristics) – constituted the basis of the comparative analysis focused on evaluating the impact of European funds on the production capacity of Polish agriculture. The study of spatial arrangement accounted for external factors – both natural (agricultural production area quality index) and historical ones (former partition of Poland). The conducted analysis has evinced that European funds devoted to improving the characteristics of agricultural production bear positive results (correlation coefficient of 0.625). However, the phenomenon varies across regions – there is a virtual division line which separates northern Poland (where effects of European funds on the production are non-negligible) and southern Poland (where the funds affect the agricultural production capacity to a lesser degree – they have mostly social character). The article presents the Polish achievements in the implementation of renewable energy sources (RES). The use of local biomass should aim at increasing the local and regional competitiveness based on endogenous capital – the biomass. Total production of electricity from biomass was presented. An important issue is the possibility of using agricultural biomass for energy purposes, both in the production of liquid biofuels (bioethanol, biodiesel) as well as solid biomass, i.e. forest material and established plantations on agricultural land (willow, poplar, Miscantusa), as well as production of biogas in biogas plants. Particularly noteworthy is the use of all waste and side products from agriculture (manure, straw, waste wood from orchards). The use of biomass energy should aim to create a system of distributed energy, which would complement national energy system. Small power plants operating in the CHP system are expected to be based on modern, high-efficiency cogeneration technologies. The way the village renewal has changed was conditioned by changing approaches to rural areas development. At the same time, the role of local resources in rural development concepts has been different and changed according to the concepts. The above-mentioned are overlaid by the issue of the use of local resources in village renewal actions. That issue has also been dynamic in the history of village renewal. There is no doubt that those three subjects (village renewal, rural development and local resources), strongly correspond to each other. We have decided to undertake the description of these relations in order to systematise the state of art in the common ground for these three issues. The main aim of the paper wasto present the embeddedness of village renewal in rural development paradigms, partly in regional/local development paradigms, and in other scientific concepts, as well as to present the role of local resources in village renewal processes over the years. The paper, based on literature review, is theoretical and open to further debate. The considerations included in the paper indicate that village renewal bases on local resources and simultaneously strengthens them. Local resources are recognised as key in regional/local development. In the light of current scientific concepts, it is a local community who shall decide about the utilisation of these resources, which could use external instruments for this purpose. Peripheral communes (that is, located outside the sub-regions of big cities) were examined. Communes were selected from the ones with: the highest own revenue of communal budget per capita averaged for the years 2010-14; the highest indicator of natural persons conducting economic activity per 1,000 people at working age and the occurrence of rare resources (spas, sightseeing attractions). Communes adjacent to towns were excluded from analysis. Lists of development factors for SWOT analysis and other elements of strategic plans provided sources of information. Research methodology involved analysis and classification of studied development factors and further analysis of other parts within documents. The research results indicate that mineral resources (lignite) and tourist values, especially those associated with the sea and beaches have contributed to development of rural communes to the highest extent. Strategic documents of communes vary in quality. In many cases the strategies fail to adequately expose the specificity of resources. Methodological errors in the SWOT analysis are common. Positive missions emphasizing the specificity of communes are rare. They can hardly be duplicated by the others or can hardly be replaced by other kinds of resources in other places. Further, such resources cannot be separated from the place of their appearance; they are deeply “rooted” in the local space and local society. Local resources may, therefore, constitute the basis for the development of the competitive edge of a single business, a small territorial unit, as well as an entire region. Local resources, in most general terms, may have material character (raw materials, products, environmental qualities, etc.) or the non-material one (interrelations, skills and capacities, interconnections, culture, etc.). Thus, we deal with a very wide spectrum of factors, having diverse origins and influencing the local and regional development in a variety of ways. These factors display also high spatial differentiation, owing to which they provide the possibility of elaborating various development scenarios and strategic solutions in the regions. A set of resources can be the basis to develop new products that will increase the region’s competitiveness. The main objective of this paper is the spatial identification and diagnosis of the specific resources in the Lublin region, as well as the assessment of their development-related potential. Examined region has a diversified structure of local resources, where predominate services and cultural elements. The spatial extent of their influence, however, is usually very limited. The level of uniqueness and usability of resources is usually medium or low and they have strong links with tourism and recreation. The spatial scope of the research encompasses the Pomorskie Voivodeship, occupying a total area of 18310,34 km2 , which represents 5,9 % of the country. This article comprises analysis of selected local cultural and natural village resources in the Pomeranian region. The paper presents local resources of the region, which are particularly associated with cultural, social and natural heritage of Kashubians. The aim of the study was an attempt to assess the impact of local resources on socio-economic development of rural areas in Pomerania. The first part presents natural, landscape and cultural diversity of examined area, while the second concerns richness and culinary specificity of Pomerania region, local and traditional products. An important factor in the development of the Pomeranian village is a unique environment and tourist attractions, mainly the proximity to the Baltic Sea and the presence of lakes and forests, enabling the development of various forms of tourism and recreation. Pomerania is also characterized by cultural diversity, resulting from local and regional identity. It is worth noting that cultural heritage is increasingly regarded as an important factor for local development (by fostering economic activation, creating new jobs and positive image of the area). Kashubian traditions are promoted by i.a. cultural and ethnographic parks or local action groups. Regional Kashubian dishes are to a greater extent appreciated and included on the list of traditional products. Local and regional food products are becoming increasingly recognized by consumers, which contributes to the strengthening of regional identity and promoting the Pomorskie Voivodeship. Using the post-PGR estate of Chotel (central Poland) as a case study, the authors analyzed and evaluated the potential of the local youth as human resources for future development. It was assumed that the youth, as a social category, will in the nearest future influence the structure of human resources, which in turn will determine both the pace and the direction of change in rural areas. Given that post-PGR estates are considered some of the most problematic settlement forms with respect to rural planning, and given that their adult residents are known to exhibit loose social bonds, intensified enmity and lack of initiative for co-operation, a number of important questions arise. Firstly, what are the specific human resources of the youth in post-PGR estates? Secondly, how do these resources differ from those of their parents? Thirdly, do these resources give hope for future melioration of socio-economic problems inherent of post-PGR estates? The conducted analysis is prognosticating – a quality, which otherwise is extremely difficult to obtain in the context of the studied estates. The paper concludes that with regard to developmental threats in post-PGR estates the attitudes of the youth and the adults are similar. However, considering developmental opportunities the differences are more pronounced, in favor of the youth.
