TY - GEN N2 - The article presents analysis concerning the general condition (for 2010) as well as trends and rate of changes in agricultural mechanisation in Poland (2002–2010), with individual treatment of tractors and seventeen other machines categorized in five groups, i.e. for: harvest of cereals and green fodder, general purpose, root crops, cultivation of fruit trees and bushes, and animal production. The research accounts for differences across voivodships and districts (powiaty), on the basis of two indices characterizing the changes in the number of machines in a given group in the period 2002–2010 (number as of 2002 = 100 points) and their numbers in 2010 per 100 ha of agricultural acreage. The spatial layout study demonstrates differences in agricultural holding sizes and external factors conditioning the Polish agriculture: natural, historical and urban. It has been shown that the analysed issues are characterized by a large territorial differentiation and that with the support in form of the Common Agricultural Policy resources, agricultural holdings are markedly better – technically equipped (nationwide, a downward trend was noted only in relation to the group of machines for root crops). This phenomenon was most pronounced in the agriculture of the south-east Poland, which has the highest agrarian fragmentation. The use of funds from the action ʺagricultural producer groupsʺ hitherto for the period 2004–2014 was examined by region. In the analysed period the EU funds distributed under the Common Agricultural Policy were the basic instrument influencing the development of producer groups in Poland, and consequently at the end of 2014 there functioned 1351 groups. The rules for granting financial support to groups across budget periods were similar and evolved towards more efficient use of support from the point of view of individual groups, as well as the competitiveness of the entire agricultural sector. The research was based on a survey conducted among farmers. The objective was to determine the socio-economic transformation, which in the opinion of farmers occurred in rural areas of the Opolskie Voivodship after Poland’s accession to the European Union. The survey embraced 383 individual farmstead managers with farm size ranging from 2 to 30 ha. The results show i.a. the impact of EU regulations on farmers’ situation, but also their attitude towards them. Farmers appreciate the EU support, however they are mostly focused on direct payments and the related increase in income. They rarely take advantage from other forms of support, for example training and consulting. The study of spatial arrangement accounted for external factors – both natural (agricultural production area quality index) and historical ones (former partition of Poland). The conducted analysis has evinced that European funds devoted to improving the characteristics of agricultural production bear positive results (correlation coefficient of 0.625). A picturesque landscape, other unique features and cultural heritage have all acted directly to increase agritourism in the country. Against this background, the work detailed in this paper sought to employ a quantitative approach in assessing if the above development of agritourism correlated directly with financial assistance allocated under the EU’s Common Agricultural Policy (CAP). Findings in fact point to a direct impact of funding disbursed under the CAP, while payments disbursed under the so-called second pillar are not found to have impacted on the growth of agritourism. Outcomes with the Epanechnikov kernel method highlight a significant shift in the subsidies allocated under the Common Agricultural Policy via its first and second pillars, with an increase in the total fund disbursed in 2013 as compared with 2007. Subsidies allocated via the second pillar of the CAP can thus be said to have had a pivotal role in supporting investment in on-farm diversification, in this way achieving a partial integration of farmers’ incomes in Romania.
