TY - GEN N1 - 24 cm N2 - Currently, in Romania, nearly 7,500,000 inhabitants (34% of the country total population) live in the metropolitan areas. Following the political and socio-economic changes which came after the post-communist period, the metropolitan landscape witnessed significant transformations, mainly related to urban sprawl (suburbanisation), in terms of land use/land cover changes and conversion to residential, commercial or services areas triggering both deconcentration and spatial redistribution of the population. The authors intend to assess the main urban sprawl-related housing dynamics in connection with some triggering driving forces in terms of the spatial transformations of built-up areas, changes in population patterns, residential expansion, etc., while focusing on the most important Romanian metropolitan areas: Bucharest, Oradea, Iaşi and Constanţa. Therefore, using GIS computer mapping techniques, statistical data and field surveys, the current study seeks to provide an insight into the connections between the main patterns of change and the residential development pathways in the Romanian metropolitan areas. Decrease of population is unequally distributed. Nineteen communes lost more than 20% of their inhabitants and in six among them the decrease exceeded 30% ( up to 36.2%). Only five communes experienced a slight increase of population. According to the demographic prognosis, in 2050 rural areas are expected to be inhabited by approx. 385 thous. people –19.6 % less than now. These changes are going to be a continuation of the already consolidated depopulation processes, which have started about 40 years ago. Such condition distinguishes the Opolskie Voivodship and predestines it to becoming an experimental ground for demographic transformation research and forming of conclusions to counteract the inevitable impact of depopulation. The regional strategy Special Demographic Zone Programme – ‘Opolskie for a family’ does not take into consideration the problem of village vanishing, although the existence of such process is implied by the scale of population decrease. The village vanishing process, depicted by the Wilków village case study, corresponds with the model of a negative development spiral, formulated in Austria by G. Weber in 2006. This process after occurrence of an triggering factor, e.g. lack of jobs, manifests itself as a sequence of multiple negative feedbacks. The author distinguishes phases of this sequence indicating factors, e.g. financial transfers from job emigration and EU structural funds, which have slowed down the process in the Opolskie Voivodship. Between 2002 and 2012 inhabitants number decrease took place in 3/4 of villages. In 244 villages it exceeded 1% per year. In 1/3 of villages between 2008 and 2013 no flat was built. These numbers depict to what extent villages in the region are endangered by vanishing. In the final parts of this article perspectives of further rural transformations in the region were discussed and a counteract strategy was outlined. Their greatest advantage is the detail and accuracy of mapping the terrain, especially under vegetation cover. Terrain models derived from laser scanning, presenting detailed microtopographic relief in 3D are only available in Poland for few years, so the researchers dealing with forms of relief (including geomorphologists, archaeologists) are just becoming familiar with them. A new representation of reality requires new methods and interpretive skills, but it allows to solve some of the known research problems and opens the door for further questions about the nature of reality. This article aims at presenting the specifics of this kind of models and methods of data interpretation and verification. Limitations and pitfalls arising from the applied technique are also identified. Discussion will be carried out on the example of materials acquired during flight mission over deserted villages in Polish Eastern Carpathians. The area comprised two deserted villages (Borysławka and Posada Rybotycka) that were abandoned and afforested after forced displacement of Ruthenian highlanders in 1940s. Three groups of complementary research methods were used: remote sensing (airborne laser scanning – ALS as the main data source), analysis of archival sources and field survey. Sky-view factor (SVF) was applied as the main visualisation technique of the LiDAR-derived DTM for mapping purposes. The results demonstrated that there are numerous, well preserved earthworks created before World War II lying under the tree canopy, such as hollow ways, agricultural terraces, remnants of settlements, border mounds etc. They form a unique cultural heritage of former inhabitants that deserves to be protected. As a matter of special importance is then the location of border crossing points and the character of their immediate surroundings, much depends on the analysis of transformations these areas undergo, in line with shifting formal and legal circumstances, as well as in terms of infrastructure and socio-economic conditions. Poland’s 2007 accession to the EU’s Schengen Agreement obviously had a number of major consequences in this respect, not least along the Polish-German border where border posts underwent formal liquidation, and the border could theoretically be crossed along its entire length. The rules applying to an internal Schengen border are known to favour spatial development in border areas, as permeability increases and there may be a long-term trend for the role of a border as a barrier to decline. Notably, the local dimension would seem to be of great importance to the achievement of practical effects (Bufon, 2008). The work detailed here has had as its main aims the identification of the spatial--development features characterising crossings along the Polish-German border, and the analysis of economic activity in their immediate vicinity, under the circumstances of a now-open internal border within the Schengen Area. The analysis covered areas surrounding the formal border crossings abolished on 21.12.2007, as well as new places in which organised crossings began to take place (along roads, walking or cycle paths or railway lines). This scope of interest led to a field inventory of 47 areas on both the Polish and German sides, at which a border crossing was made possible by roads (n = 29), or along cycle or walking paths (n = 18). Data obtained allowed for an identification of key regularities as regards the maintenance of border infrastructure, the reuse of the buildings of former border posts, road infrastructure, and numbers and type structure where operating companies were concerned. The newly-created border-crossing points were mainly seen to locate along the section of border between Pargów and the coast of the Szczecin Lagoon, as well as in the Świnoujście area (where the boundary does not run along rivers).Interestingly, use was being made of only half the former border-post buildings, on both the Polish and German sides. Where new designations of activity were present, a degree of diversification was visible. Our results show clearly how difficult it may still prove to introduce new functions in the reality of an open, internal Schengen Area border. The study offers grounds for a perhaps-surprising conclusion that, given the conditions under which the Polish-German border still functions, a formal status as open does not preclude significant limitations still being imposed on the possibilities for borderland integration, in a spatial context in particular. An evidence of that is the still underdeveloped lodging base existing in region. One of the root causes of this situation is the low attractiveness of the landscape of the basin. The potential for activation of the tourism industry in the region lies therefore in exploiting the local cultural resources, which – according to research – are significant in the area concerned. Additionally, Koło Basin does not provide conditions suitable for large-area or factory farming, and therefore the region has maintained the landscape defined by smallholding farms attractive to tourists searching for genuine atmosphere of the traditional Polish countryside. One of the cultural assets of the region worth mentioning is the well-preserved traditional rural architecture, erected using the local deposits of limestone - a unique appearance of that kind of structures on the Polish lowlands. However, the tourism operators in the region rarely refer in their offers to its cultural specificity, emphasizing the common attractions, which tend to be presented in an inflated manner, beyond their actual standard. The research covered 21 communes (gminas) located west of the Warsaw Agglomeration. On the basis of WFS services or directly from commune offices, digital vector data on the boundaries and structure of land use in studies of spatial development conditions and directions and local plans, as well as geographic coordinates and type of decisions on building conditions were collected. The polarisation-equalization dynamics has a direct influence over the distribution of population, industry, financial resources, environmental load, and other domains of the Baltic region. The research scope covers an area of nine countries, including the Baltic coast of Germany, Poland, and north-western Russia. Official data of Eurostat and Rosstat are used to evaluate the relationship between a number of statistical indicators over a period of 2000-2016. Research results reveal an inverse correlation between the volume of GRP per capita generated and the rate of its increase, as well as between GRP per capita and population change. A less significant direct correlation between population density and the rate of population increase found. Results emphasise cross-country differences in polarisation and equalization processes and stress that the population of the Baltic region is increasingly concentrating in capital cities. The latter is especially evident in countries with a relatively small population size. An important factor affecting the development of international cooperation in the Baltic region and national economic growth is the high economic growth rates in the less economically developed countries. The article puts forward arguments in favour of regional equalization and advocates against polarisation strategy, including special measures to stimulate growth of urban agglomerations. The study was elaborated for the 2479 Polish communes (gminas) by reference to 21 indicators mainly concerned with the state of the natural environment and socio-economic conditions, as well as features of spatial and local development. The three categories of area ultimately identified were the natural, the social and the economic aspects, the combination of which yielded several main types of problem area. A last stage then entailed a division into regions, i.e. the designation and naming of particular geographical areas.
