TY - GEN N1 - 24 cm N2 - This article introduces the issue of the planning of allotment gardening in the case of Ljubljana, Slovenia, as a self-supplying activity by which fresh vegetables are cultivated. Allotment gardening is an activity that involves just a small percentage of Ljubljana’s population, those enthusiasts seeing this activity as more of a recreation and relaxation than a way of earning money. The city authorities are already anticipating that allotments will be eliminated from locations deemed unsuitable, holders then being offered alternatives in more appropriate locations. The appropriateness of these planned locations for allotments was evaluated in respect of whether key exclusion and attractiveness measures were complied with. By analyzing employment and investment shares according to sections of the economy (the SIC index) several activities are identified which fulfil the following criteria: they are representative of Berlin, they show progressive development trends, and their role is reflected in the structure of investment outlays. In the analysis, the location co-efficient is used, which allows for the identification of the characteristic features of Berlin’s functional profile against the national average structure. The analysis proves that Berlin has been developing in a relatively ambiguous manner, though its functional specialization is rather stable, in that it has experienced only slight structural changes since the beginning of the 1990s. It is also observed that the position of Berlin in the German urban system is quite stable. This paper analyses those factors that influence location and also the consequences of foreign direct investment in software development centres in Bulgaria, Estonia and Poland. Foreign companies are compared and contrasted with the indigenous SDCs which are subcontractors for foreign companies or export to foreign markets. This paper questions the degree to which cost-related considerations influence location decisions, contrasting their significance with ‘return migration’ and the search for highly qualified graduates. To ward off growing wage pressure, SDCs provide more value-added services. Foreign SDCs move up the value chain, acquiring new competences. It may be argued that an increasing shift can be observed from a dependent mode based on a dependency on a foreign headquarters to a developmental type characterised by growing freedom. The local embededdness of foreign SDCs in the analysed countries is usually limited. The specifics of Romania’s agricultural transition connect closely with certain preconditions, among them in particular the high proportion of the national population that is still rural. A privatisation process set in rapidly post-1989, as the old State Farms were dissolved over just two years. The role this economic branch played in the generation of GDP decreased, in a manner suggesting the former level will not be re-achieved, but farmers have worked to improve their basic infrastructure. After a brief historical outline, three decades of changes and the present state are discussed in the context of the legislative framework, farm and ownership structure, production structure, land use and ecological sustainability. The changing role played by agriculture in the Hungarian economy and rural societies is also taken into consideration, while the overarching effects of EU accession and the introduction of the CAP are also investigated. The establishment of a legislative framework for privatisation and compensation in respect of the former collectivisation proved one of the major challenges during the transition to a market economy. As a result, this evened out the shares of all agricultural land in private and legal holdings in the first decade, with the number of smallholders exceeding one million. However, the following two decades were characterised by concentration, as the overall number of private holdings fell quickly, while there was an increase in numbers of those with more than 10 ha of utilised agricultural land. Hungary’s political and economic transition was followed immediately by a dramatic decline in terms of production output. However, after the initial plunge, crop production started to rise again rapidly, so that by the early 2000s it had surpassed what had been achieved during the communist era. Results show significant variations between these sub-regions in term of monthly flows and monthly regimes. January and February rainfall amounts are the most affected by the reduction of rainfall since the drought started end of the 1970’s, inducing a reduction of flows at all hydrological stations mainly since 1979. The paper aimed to propose an approach to quantify and localize (SUHI) based on Landsat series TM, ETM+, OLI satellite imageries from the period 1996-2018 and recognize the Atmospheric Urban Heat Island (AUHI) effects from long term temperature measurements. Using the theoretical relation between the Normalized Difference Built-up Index (NDBI), the Normalized Difference Vegetation Index (NDVI) and the LST (Land Surface Temperature), SUHIintensity and SUHIrisk maps were created from the combination of LST, NDVI, NDBI using threshold values to localize urban heat island in the Katowice conurbation. We collected soil samples at two uniform depths (0-15 and 15-30 cm) from the Zunheboto district of Nagaland (India). The dataset was statistically analyzed by conducting an ANOVA-one way, principal component analysis (PCA) and calculating an additive soil quality index (SQIa). Our results confirmed that sand content, bulk density (BD), porosity, soil organic carbon (SOC), cation exchange capacity (CEC), exchangeable calcium and potassium showed significant statistical differences among soil depths depending on the land use management. PCA results showed that soil texture, BD, porosity, SOC and exchangeable cations could be consideredthe major indicators to define soil quality. After estimating the SQIa, Jhum soils showed the highest values at the surface, while at 15-30 cm soil depth, fallow Jhum soils phase showed the highest ones. The conversion from natural forest to plantation does not hamper the SQ, but their conversion into Jhum may even increase it, for a shorter duration. However, after 1-2 year of cultivation and conversion from Jhum into fallow Jhum land, soil quality could be reduced. The aim of this paper is to provide a detailed synoptic analysis of a severe weather event, a waterspout, and to confirm an indication that in most cases such events could potentially be forecasted, which is of great practical significance, since human lives and property can be saved. The paper presents the research results of synoptic and mesoscale weather conditions which created a favourable meteorological environment for a waterspout development in Tivat (Montenegrin coast) on June 9, 2018, around 01 UTC (03 CET). Based on field survey analysis, the rating of tornado intensity by the Fujita scale (F-scale) has been done by assessing the damage. The synoptic type for this situation was CLOSED-SW and was determined by a detailed examination of atmospheric circulation. River channels are remodeled by sudden and high-level floods with the critical impact of log jams. The main processes influencing hillslope relief were landsliding, run-off, and tree uprooting. In multilingual contexts, the ideas and concepts communicated in such agendas must be clear and well-defined. In our study, we conducted a content analysis of the concepts of environment, inequality, justice, sustainability, territory and transition in contrast with former versions of this agenda. We found that, since 1983, the Territorial Agenda conceptual framework changed significantly in its meaning and semantic universe of reference. Viruses do not recognise borders, but the EU is still divided between those thinking that the economy should prevail over politics and those thinking otherwise. Two perspectives are fighting for dominance, the European and the national. Only the European Commission and the European Parliament are actively promoting the European logic, which has gained ground over time through the overarching strategization (or Lisbonization) of European policies. In contrast, the memberstates subscribe to a national logic concerning European cohesion policy. This outlook is particularly notable among the ‘friends of cohesion policy’, a group that includes the southern, central, and eastern European countries. The funding allocated through the EU is applied in individual national markets, not in the single European market. In this regard, the concept of European cohesion policy to adjust national markets towards the European level has been sidelined by the national logic. This contribution attempts to reconstruct the dispute over the purpose of European cohesion policy since the reform of structural funds in 1988, focusing primarily on the latest rounds of negotiations over the multiannual financial framework (in which cohesion policy funds are a central issue) and the emerging conflict between the core and the periphery in the political economy of the European Union. If the European logic regarding the single European market’s construction does not prevail, European integration will stagnate or even reverse, and national compartmentalization of cohesion policy may become the dominant spatial model in Europe. As the EU prepares to implement the Cohesion Policy 2021-2027 and draw up the Territorial Agenda 2030, it also seeks to relaunch the EU policy framework in areas such as sustainable development, artificial intelligence and reindustrialization, examples of which are: European Green Deal, EU Circular Economy Action Plan and EU Digital Strategy. The current context of the COVID-19 pandemic has, however, forced a refocusing of the intervention priorities, at least in the short term, in the need to respond to the urgent economic, social and public health challenges caused by the pandemic. This article seeks to analyse, on the one hand, how the European policy cycle has adapted to respond to the pandemic, and on the other, the extent to which the place-based approach, one of the central operating rationales of the 2014-2020 financial perspective, may see its role strengthened and its performance extended as a consequence of the changes introduced in the current phase of the policy cycle due to the COVID-19 pandemic. The analysis carried out led to concluding that the current context of COVID-19 is implying the redesign of many of the Union’s public policy instruments and reordering some of the current strategic priorities. It is also changing the conditions of resilience and competitiveness of territories, whereby the place-based approach seems to be a public policy instrument especially suited to the process of economic and social recovery at the local and regional level.
