TY - GEN N2 - It cannot pass unnoticed that the inner territorial disparities of Central European states, unlike other European countries, show a certain west-east orientation. As the main cause of this phenomenon this contribution presents the fact that the area of Central Europe historically fulfils the function of a transition zone between the West and East, the two sub-regions in Europe. Based on the chosen economic, social and political indicators the article attempts to generalize the dominant spatial gradient of the regional disparities within their territories and to define what determines this state and also which (historical) causes have led to its development. It discusses and compares maritime spatial planning and integrated coastal management as means of securing spatial order at sea and at the land-sea interface. Finally, it links together the remaining articles by explaining their added value in relation to one another; and their mutual relations. From there it proceeds to discussing the power, not to say the delusion of territorial sovereignty, only to revisit neo-medievalism as an alternative ordering principle for the governance of space. Accordingly, though sovereign in theory, stand-along territories are in reality conceptualised as being enmeshed in a web of functional relations, many of which with their own governance arrangements and with many overlaps between them. Which makes imposing an overall order a doubtful enterprise. Accessibility changes concern multiple transport modes simultaneously (among others, road, railway, air and inland water transports). From this viewpoint, the factor of key importance is using a synthetic accessibility indicator in a multimodal approach as well as modal indicators, including Air Accessibility Indicator (AAI). In this paper air accessibility to airports was assumed to result on the one hand from the time of travel to all airports in the country, and on the other hand to depend on the airport capacity. All major investments carried out at airports and aimed at increasing the capacity of terminals were taken into consideration. Attractiveness of an airport was assumed to be analogous to its capacity. We use potential accessibility indicator. On each spatial level of the analysis below the national one, i.e. from the commune level through the voivodeship level up to the macro-region level, accessibility analysis is prepared based on all routes between an arbitrary pair of communes in Poland (matrix layout). We focus on the calculation of accessibility indicators at the municipal level. Poland is slowly entering the development phase where some regions become saturated with modern transport infrastructure (road and air infrastructure in particular). By percentage, Eastern Poland benefited the most from air investments (over threefold AAI indicator increase), including in particular the Lublin and Podlaskie Voivodeships, primarily as a result of opening new airports in Lublin and Modlin. In conclusion, the conducted research confirms the thesis that improvement of accessibility in air transport may be achieved both by erecting or modernising airport infrastructure (new structures, capacity increase) and by developing land transport. This article focuses on transport accessibility by collective transport in Szczecin measured with the use of Geographic Information System (GIS) tools and General Transit Feed Specification (GTFS) format for exchanging public transportation schedule and geographic information. A public transport model includes journey sources who are people of working age and destinations which are different workplaces in Szczecin. The main objective of the article to determine places of the highest accessibility by collective transport within 1-minute period of time. The accessibility analysis for jobs and companies is made in Szczecin, as Szczecin’s public transport operator has published the GTFS format as the first in Poland. In addition, Szczecin has a very specific urban layout, separated by a river and connected by one (main communication artery) and the other smaller bridge for crossings between Lewobrzeżem and Prawobrzeżem. The analysis is to show the exact hour during which the largest number of citizens has the possibility to commute to the highest possible workplaces. The result shall depict interdependence between various components (space usage, time, individual), transport accessibility and a choice of a place having the best possible accessibility during the morning rush hours (Geurs & Ritseman van Eck 2001). The results are to be presented with the use of the cumulative accessibility and graphs.1. The paper examines the issue of territorial uncertainty of Podlasie, a historical and cultural region situated in eastern Poland. Such uncertainty has been observed in terms of inhabitants’ territorial identity expressed via names given to regional companies, institutions and media confronted with historical borders of the region. The recent Poland’s administrative reform of 1999 has contributed to discrepancy in perceiving the region of Podlasie and has resulted in its pronounced identification with the Podlaskie Voivodship. Spatial analysis concerning distribution of companies and institutions, whose names refer to this region conducted for the years 1983-2013 has proven that Podlasie is increasingly identified with contemporary Podlaskie Voivodship. On the other hand, names of regional media reveal stronger regional identification with Podlasie within its historical borders rather than contemporary Podlaskie Voivodship. Current administrative division contributes to developing new territorial identity or changing the spatial range of territory inhabitants identify themselves. Moreover, this process also potentially leads to the deepening of territorial uncertainty within society and may result in weakening people’s attachment to the place of living and community’s social bonds. Although it retains its inspirational function in arts, literature and philosophy, it has been gaining new anthropogenic dimensions in economics and urban planning as a source of satisfying human needs i.e. the provision of harmony, beauty, off-shore energy, and biotech substances. Therefore, in this paper marine space is analyzed from a multidimensional perspective of urban planning, economics, and literature. Maritime space has been a subject of literature from its inception. Without attempting to give an overview of the vast topic, the paper discusses the pronounced presence of sea space in the earliest Western literary sources, such as the Bible and Anglo-Saxon poetry. As a striking case study, Herman Melville’s 1851 novel Moby-Dick is analyzed with its complex, dynamic notion of maritime space. Aditionally, the importance of the shore as locus amoenus in a short story by the contemporary writer Maxim D. Shrayer is examined. This notion of locus amoenus is also present in the research related to urban planning. Maritime space attracts people to locate nearby. Development is created as a response to these demands. Both urban planning and economics underline, however, a need of sustainable development of this space. This is crucial in order to secure its positive influence on human well-being in the long run. The three disciplines also point out that maritime space remains in the process of continuous creation and re-development in course of adding new functional and axiological ties between humans and the seas and oceans. Thus, nowadays maritime space covers both sea and terrestrial gateways servicing the sea and the key constituting factor is provided by human beings (homo maritimus) through their economic, social or emotional bond to the sea. This article uses the concept of place as a contrasting interpretation to space, referring to place-making as a metaphor for the various ways in which meaning is created in the sea. As expressions of an intimate connection between experienced materiality and symbolism, places (unlike space) are never abstract, but always carry emotional dimensions. Place attachment can be the result of everyday profe ssional links, recreational activities, or living by the sea, and arises despite the greater intangibility of locations in the sea. As a result of their greater physical intangibility, places in the sea may require more frequent (re-)making than places on land, pointing to the inherent importance (and value in their own right) of the associated (socio-cultural) processes of place-making. The ability to engage in place-making is thus an important avenue for expressing place-based values, an understanding which could be used to enrich marine spatial planning processes. Focusing more on the intimate connections people have with places in the sea and how quality of place matters to them could turn MSP into an enabler of place-making, becoming more of a rich and continuous dialogue around the multiple ways in which people interact with and value the sea. These factors can be divided into categories related to: spatial structure, household socio-economic and demographic characteristics, situation associated with a given journey, including purposes of journey-making. The aim of the paper is to have a closer look at the aforementioned factors with particular reference to spatial aspect. The conclusions to the article underline that the traffic congestion increases and the quality of public transport improves with the growth of settlement network density, which results in a lower level of car use and lower level of motorization rate. This is particularly noticeable in large cities. In turn, in peripherally located rural areas, there is lack of alternative modes of transport, which, combined with longer travel distances to destinations, contributes both to increased motorization as well as to a relatively higher cars’ mileages. Deviations in the functioning of public transport spanned in a radius of 30 minutes public transport travel time from the center of the city. The adopted travel time to the center is taken from a comprehensive traffic study performed in the city where indicated value of 27 minutes (comprehensive traffic study ...) is used as the average travel time of public transport. Diagnosis of deviations in the operation of public transport was taken on a weekday between 6:30 and 8:30 am at 5 min intervals. The results of calculations of time availability were made every 5 minutes and applied to each other and trimmed among themselves. Hence the contour line was established within isochrone of 30 minutes, with the identification of areas with 100% certainty of public transport access to the center of the city and areas of lesser public transport accessibility. The resultant isolines were measured against the population living in census districts, on the basis of which the areas of certain as well as uncertain 30 minute travel time to the center of the city were determined. The assessment carried out by investigating the effects of localization and urbanization. For this reason, the work was presented to the theoretical basis; it formulated the problem, methodology of the research and analyzed the influence of various factors on the number of employees in leading industries of Germany. We use the Panel data, a large-scale German establishment survey covering around 3477 companies of 9 industries located in 83 cities (14 lands). The study covers the period 2007 – 2014 years. The paper presents a linear model and two nonlinear models – the model with the addition of the square of companies` age and the model using the natural logarithm of the number of employees. The best model was chosen by using Akaike information criterion (AIC) and Schwarz (BIC), i.e. the linear model. The study found that localization effects have a positive impact on the number of employees, while the effects of urbanization – negative. In addition, it most strongly depends on the number of employees by region and industry. In the largest regions there is the largest population and respectively, the number of workers in it, so the agglomeration effects in the populous region is higher than in the other regions. The age of the company has a positive effect on the company’s number of employees: with an increase in the age of 1 year, the number of employees is increased by 21 people. On top of that, coordinating spatial policies and decisions between administrative entities is a major challenge in numerous places in Europe. The aim of the paper is to assess the case of a medium-sized European city (Wroclaw, Poland) and its spatial management complication which has observable consequences for the spatial structure and economic functioning of the city. The paper examines the situation through the lens of production and manufacturing activities (with a cautious approach to the term ‘industry’). The case is analysed in two inseparable ways: spatial and economic; in parallel, the discussion is developed on the issue of the interconnection of policy-making in the metropolitan area (the city “vs.” its surrounding rural communes). The paper reviews the changes in employment in the subsequent sectors of the metropolitan area in within 25 years since the political transformation of Poland while keeping an eye on the physical and spatial changes of the aforementioned metropolitan area. The secondary output of the paper is outlining the suburbanisation processes of large Polish cities, however as seen not from the most frequently presented perspectives (such as housing or transportation) but from a more economy- and spatial responsibility-focused one. Stage two was devoted to the magnitude and absorption structure of European means in the regional centres. The third part of the procedure covered identification of the place of the regional centres in the process of absorption of EU funds in voivodeships. The Europe 2020 Strategy establishesmore growth- and innovation-oriented investments. The main objective of this paper is to analyze and evaluate the differences and dynamics of the EU regions at the NUTS 2 level, characterized by the selected variables in the economic, social and territorial accessibility (transport infrastructure) area to determine the clusters of different levels of disparities in the EU regions (HDI) and transport infrastructure as well as to examine their interdependence. Calculations were based on statistical data acquired from Eurostat databases. The results confirm a distinctively clear inequality of economic development in the European regional space between Central and Eastern Europe as well as Northern and Western Europe regions, with the highest growth of dynamics identified in the regions of the countries that joined the EU in 2007 and 2004. The analysis also identifies the European regions with a high level of spatial cohesion (accessibility) and validates the thesis about the presence of interdependence between the EU regional development and spatial cohesion (accessibility) of the regions. It does so by proposing a conceptualization of spatial planning domestic contexts as dynamic objects subject to continuous change, and by identifying the main driving forces that contribute to shaping their patterns of change in the geographical area at stake: (i) domestic transition from a centrally planned economic model to a decentralized model based on free market rules, (ii) process of European integration and the Europeanization mechanisms triggered by the latter. On this basis, the authors explore the territorial administration reforms and evolution of spatial planning legislation specific for Albania, Bosnia Herzegovina and Croatia in the last 25 years in more detail manner, highlighting and discussing both similarities and differences.
