In recent years, the civic budget, also called participatory budget, has become a widespread form of encouraging inhabitants to actively participate in actions undertaken by local authorities. It has been successful primarily in large cities in Poland. However, this initiative, although on a minor scale, has also been implemented in rural areas. The research objectives of this study include: identification of rural and urban-rural communes employing civic budgeting in rural areas of Poland in 2017. Moreover, the author has identified rural municipalities taking advantage of the civic budget as a tool of social participation. Characteristics of submitted projects, including financial and structural terms have also been presented. This study is an attempt of filling the gap in the scientific literature, as the civic budget in the Polish cities is relatively well recognized, the initiative in rural areas has not yet become the subject of the research. The subject of analysis are economic stagnation areas delimited with k-smooth cluster analysis based upon values of meta-synthetic Z-score index measured within the period of 2000–2010 in set of NTS 4 units. First step of the research procedure rests upon identifying the development factors of economic stagnation areas in both holistic and partial approaches to socio-economic development. The second step of procedure aims to determine the value and structure of EU investments in both their total allocations and by allocation corresponding to the relevant aspect of socio-economic development. The analysis foreseen in this step of procedure is carried out on set of NTS 4 units within the eligible period of financing i.e. 2004–2010. The final step of procedure encompasses the analysis of correspondence between the value and structure of EU investments and development factors as identified for economic stagnation areas. The obtained results of the study allow for drawing recommendations on targeting the investments of development policy in local level economic stagnation areas, in order to efficiently shape and enhance their development factors. This paper analyses those factors that influence location and also the consequences of foreign direct investment in software development centres in Bulgaria, Estonia and Poland. Foreign companies are compared and contrasted with the indigenous SDCs which are subcontractors for foreign companies or export to foreign markets. This paper questions the degree to which cost-related considerations influence location decisions, contrasting their significance with ‘return migration’ and the search for highly qualified graduates. To ward off growing wage pressure, SDCs provide more value-added services. Foreign SDCs move up the value chain, acquiring new competences. It may be argued that an increasing shift can be observed from a dependent mode based on a dependency on a foreign headquarters to a developmental type characterised by growing freedom. The local embededdness of foreign SDCs in the analysed countries is usually limited. However, ‘backshoring’ will not occur in the near future due to their high quality of work and improved efficiency. The integration processes shift from national to the regional and local levels. The Ukrainian-Polish cross-border cooperation should be aimed at: the intensification of European integration due to the development of the long-term Ukrainian-Polish relations on the innovative basis; the elimination of the institutional obstacles for the structure changes in Ukrainian economy by means of the implementation of the European standards of economic activities; the providing of the maximum possible mobility of technologies, capitals, labor, goods and services; the coordination of strategic programs for boundary regions development in order to enhance their competitive advantages. The cross-border cooperation is restrained by the barriers, such as: political, economical, infrastructural, legal, organizational, social. The current state of the Ukrainian-Polish cross-border cooperation shows that both in Poland and Ukraine there is a need for assuming the complex political, economical, technical, organizational and ecological measures which have to minimize the negative exposures of existing barriers. The boundary situation of regions should be taken as an advantage for social-economy development that has to facilitate the transit potential of the border territories.
