The paper examines the issue of territorial uncertainty of Podlasie, a historical and cultural region situated in eastern Poland. Such uncertainty has been observed in terms of inhabitants’ territorial identity expressed via names given to regional companies, institutions and media confronted with historical borders of the region. The recent Poland’s administrative reform of 1999 has contributed to discrepancy in perceiving the region of Podlasie and has resulted in its pronounced identification with the Podlaskie Voivodship. Spatial analysis concerning distribution of companies and institutions, whose names refer to this region conducted for the years 1983-2013 has proven that Podlasie is increasingly identified with contemporary Podlaskie Voivodship. On the other hand, names of regional media reveal stronger regional identification with Podlasie within its historical borders rather than contemporary Podlaskie Voivodship. Current administrative division contributes to developing new territorial identity or changing the spatial range of territory inhabitants identify themselves. Moreover, this process also potentially leads to the deepening of territorial uncertainty within society and may result in weakening people’s attachment to the place of living and community’s social bonds. For this purpose, 27 county development strategies and local development plans were analysed with particular emphasis on references to local resources and strategic actions related to territorial identity. Both factors directly relating to identity and its indirect forms of expression were recognized. Territorial identity of the population living in the research area is ambiguous and relatively low in comparison to for instance Górny Śląsk (Upper Silesia) or Kaszuby (Kashubia) regions. The borders of provinces established under the administrative reform of 1999 are inconsistent with historical and cultural regions. This, in turn, had a significant impact on the level and nature of identity among inhabitants and their perception by the outsiders. Territorial identity was not recognized in the analyzed documents in the context of local resource. Actions aimed at strengthening or establishing territorial identity were included only in one in three development strategies. Conducted research proves that local community’s affection to place of existence is a commonly omitted factor in such an important tool serving local development as development strategies and local development plans. This is certainly not a desired finding, especially in the light of research exhibiting a number of positive impact areas related to territorial identity upon local development. This is particularly important in the context of research area, considering that analysed counties belong mainly to the so-called problem areas with numerous unfavourable socio-economic and demographic characteristics. One of the key assets and factors affecting local development is human capital rooted in a given community, particularly in local self-government authorities. The aim of this paper is to identify characteristic features attributed to the structure of local government representatives in rural areas of Poland. Spatial, temporal and functional variability of such structure have been considered. Description of analyzed space has been presented in the following aspects: interregional, diversification between historical regions as well as regarding intra-regional differences, considering the distance to large urban centers. The grounds for conducting analysis of diversity in the functional aspect has been provided by the functional structure of communes, allowing to distinguish 8 basic types of local economy. The time range taken into account encompassed terms of office for the period of 2002-2018. The subject matter of the study covered rural, urban-rural communes and town mayors including such characteristics as age, gender, type and education level as well as place of residence and stability of power. Obtained results allowed to identify a series of regularities regarding the diversity for each of the five listed features attributed to local authorities. Nonetheless, these patterns are less pronounced than in the case of residents’ electoral behavior diversity. As it is demonstrated in the paper despite the common political and ideological framework the goals and means of regional policy remained rather different in these countries during state-socialism. The systemic changes demanded the re-conceptualisation of regional development policy and the reconfiguration of the institutional background. As the comparative policy analysis showed in the early 1990s there was a lack of coherent regional policy that would efficiently mitigate growing regional disparities or foster regional competitiveness. The conceptual, legal and institutional foundation of the new regional policy took place in the second half of the 1990s, with some time lag among the countries. In the formulation of strategic documents regarding regional policy the foreseen EU accession played a very important role. The preparation of national development plans were based on the EU’s standardized development handbooks, therefore a considerable similarity among the new member states’ regional policy documents can be observed. One can say that earlier differences in regional development priorities were gradually eliminated by the European integration among the new member states. However, rural areas were considered in regional economic development policies only in the context of agriculture and tourism development. In addition to local infrastructural development, preservation of natural and cultural heritage, job creation only agriculture and tourism were defined for EU and national subsidies. In order to understand the role of rural enterprises it is essential to learn the characteristics of successful companies in local economies. The main aim of this paper is to demonstrate through the introduction of the activity, everyday practice and production procedure how non-agricultural and non-tourism enterprises can foster the development of rural and peripheral areas in the Visegrad countries. Nine local enterprises of different size, profile and development pathway were examined in order to highlight main experiences and lessons being vital for and adaptable in other disadvantaged areas.
