Level of public transport (PT) service was rapidly decreasing in nineties of the 20th century, which was caused by coincident of a few factors. The main goal of this paper is to analyse of PT supply level in the area in the Jeseník rural region (NUTS4—Jeseník District). The Jeseník region is one of the less developed Czech regions from many aspects (Rumpel et al. 2009), it contains 24 municipalities with approximately 41 000 people. Analysis of PT connections frequencies and connection times in the region has showed quite positive situation during the evaluation of PT local service. The research is based on the case study of rural municipality of Zgierz in the Łódzkie Voivodeship in Poland and the analysis of existing data concerning various forms of communication between representatives of local government and local community. It has been distinguished between information policy, which comprises a one-sided communication, aimed at transmitting information “from top to bottom” and communication policy aimed at exchanging information between local authorities and members of local community, in which both parties are senders and receivers. Among the communication instruments being used, forms based on direct and indirect communication, including media communication have been identified. As the results of the study show, despite of implementing various and modern forms of communication with citizens, local government authorities focus on informing citizens on actions taken by them and promoting their policies, but are less interested in obtaining feedback information concerning needs, problems and expectations. The residents themselves also relatively rarely take advantage of available forms of communication with representatives of authorities and thus exert marginal impact upon local policies. A significant manifestation of its activity is changing the course of the timberline, whose course and growth disturbances constitute a good source of information about the history of avalanche activity. The aim of this study was to: i) detail the temporal and spatial reconstruction of snow avalanche events within the three surveyed couloirs in the Rybi Potok Valley, in the High Tatras, ii) analyse of the relationship between the relief of the runout zone and the course of the avalanches. Dendrogeomorphological, geomorphological and cartographic methods were employed here. Detailed geomorphological maps comprising the runout zone were prepared and use to divide the runout zone into subzones of similar relief. The dendrogeomorphological reconstructions of avalanche events were carried out on two scales, i.e. for the entire runout zone and for the determined subzones. The courses of major avalanche events in the studied couloirs over the past 100 years were reconstructed. A detailed dendrogeomorphological analysis in the subzones allowed the identification of additional local avalanche events whose extent had not covered the entire avalanche path.
