The research covered the rural commune of Ostróda, with an area of 401 km2 . Under the analysis, the area of the study was classified into landscape units (landscape types and subtypes). The following features were analysed in the studied area: composition links, landscape interiors, distinguishing elements and exposition. 20 localities with population over 300 people were selected for detailed landscape analyses. Two landscape charts were developed for each locality. For localities covered by the analysis, a simplified valuation in a table form was performed. The evaluation included the following factors: landform features, surface waters, fauna and flora, architecture, spatial arrangement, characteristic buildings and spatial arrangements, technical infrastructure, tourism infrastructure, environmental protection, protection of historical monuments, exposure, distinguishing elements and landscape harmony. The results of the landscape valuation revealed relatively high discrepancies between landscape protection areas and areas of the highest landscape values. The Rokietnica based study was induced by a specific location of the commune and by the related change of the village character and intentional comprehensive approach of the self-government authorities to the spatial planning. The indicator provides a broad field for assessing the effectiveness of the transport system and spatial planning operating at a given time, while simultaneously indicating directions by which these may be improved. The main aim of the work detailed here was to assess whether and to what extent the current road system, as well as the layout of railway lines and connections, creates positive conditions for the development of the network configuration of Polish metropolises. In terms of application, the aim is to assess the level of implementation of the polycentric metropolitan network referred to in the KPZK 2030 document (i.e. Poland’s National Spatial Planning Concept through to the year 2030). The paper thus presents an attempt to determine the potential for mutual functional and spatial connections to be established or reinforced within Poland’s system of voivodeship cities. That estimation of potential was based on analysis of daily (i.e. within-the-day) accessibility among the cities in question. The measurement of daily accessibility was based on the time of individual (car) travel or that involving rail transport. The analysis further included three variants for travel within the space of a given day (i.e. with 4, 6 or 8 hours available at the destination). This allowed for the development of a synthetic index of daily accessibility by which to characterise selected voivodship cities, which might then be classified in terms of their potential for establishing functional and spatial interrelatedness. The results of the research conducted offer a broad insight into the potential for selected voivodship cities to benefit from participation in the inter-agglomeration network. Moreover, thanks to our research, it was possible to identify peripheral areas (in which development potential was relatively lower) – which therefore require the kind of additional activation and compensatory action foreseen by KPZK 2030. The gap between the provincial and municipal levels is indicated as the most important shortcoming of the current system of spatial planning in Poland. This is an issue of particular importance for the preparation of landscape plans, especially for more than one municipality. The solution for this problem may lay in preparation of plans for functional areas e.g. metropolitan areas or catchments. Metropolitan Research Centre as a part of Adam Mickiewicz University in Poznań has attempted to create a planning document for the Poznań Metropolitan Area, which consists of 22 municipalities. During the work on the Study of the Conditions of Spatial Development of Poznań Agglomeration, a series of scientific elaborations were created. Among them, an important role was played by studies in the field of nature and landscape protection. The main aim of those studies was to identify visual landscape values. For the purposes of planning in very urbanized areas, it was assumed that the most important is the landscape viewed from the frequently used roads. These include traditional but also many forward-thinking approaches, which give spatial planning in Luxembourg an innovative edge compared to other European countries. Among these forward-thinking approaches are e.g. national public participation processes, soft territorial cooperation or cross-border planning. However, in Sweden, statutory regional planning is rather limited and the regional level is often described as having a weak position in the spatial planning system. In this article, we investigate territorial governance practices in two Swedish regions, with a focus on their interaction with the EU and the national level, and with the local level, as well as how these regions function as organisations and arenas for coordination of different policy fields. The study is based on semi-structured expert interviews and document analysis. The results show that spatial planning is practised both through statutory planning and soft planning approaches, and that these practices in different ways coordinate sectoral policies i.e. transport infrastructure and regional development. Both cases also illustrate difficulties not only of external coordination between different institutions and policy fields but also internally within organisations. It is also highlighted that spatial planning at the regional level focuses on coordinating actors and policy fields but that spatial planning is also an instrument to implement regional policies. In conclusion, it is argued that the organisation and territorial governance practices within a given institutional arrangement and the perception of spatial planning are crucial in determining how regions might function as multi-level coordination actors and policy arenas within spatial planning. The study included statistical data for the years 2010‑2015, cartographic and descriptive research as well as field studies. Diagnostic features (in the form of 30 indicators, also in Table 1), in seven kinds of space in the Kujawsko-Pomorskie Voivodeship (physical and geographical, cultural, settlement-urban, socio-economic, tourist-recreational, environmental protection and planning) enabled to distinguish four categories of areas: 1 – spatial order, 2 – relative spatial order, 3 – endangered by spatial disorder and 4 – spatial disorder. Cartographic presentation of the seven spaces mentioned above along with the eighth types (synthesis) (Figures 2‑9), enabled presentation of prevailing spatial order and disorder, against the background of prior spatial regionalization and functional typology (Figure 1) and location of the most active villages in shaping spatial order and communes with the highest number of implemented projects by means of the European Union funds in the field of village renewal (Figure 10). The results of research on the level of local development (communes), indicate the current situation in the area of the highest spatial order and disorder. This has a significant impact on further spatial planning policy in the 124 rural and rural-urban communes of the Kujawsko-Pomorskie Voivodeship. It is the signal for the local government administration, cooperating entities and the local community concerning the state of sustainable development, and the need for continuous, consistent increase of spatial governance and – at the same time – reduction of spatial disorder. In 2018, a new Urban-building code, which is even stronger than the Planning and spatial development Act of 2003 is enforcing spatial policy in a commune. This uses the deductive-inductive method, previously developed conceptually and methodological for Mazowieckie voivodship (province-region) (Śleszyński, 2012), as well as (in the identification of detailed criteria), the so-called functional typology for the monitoring of spatial planning (Śleszyński et all., 2007, Komornicki and Śleszyński, 2008). The division of Poland’s communes was based on a classification procedure with four consecutive components (Fig. 1), i.e.: 1) Selection and the establishment of a hierarchy of categories. A deductive hierarchy of factors allowing gminas to be differentiated and assigned to categories is applied, the a priori assumption being categories established at the beginning of the classification procedure are of greater rank and significance than remaining ones. Importance in this case thus relates to a determining factor where spatial organisation is concerned. 2) Selection of criteria typical for the given category. Every category is described on the basis of criteria corresponding to its specific features, e.g. as administrative, economic, etc.; 3) The assigning of gminas on the basis of detailed criteria. Gminas are included in the different categories on the basis of their meeting defined criteria. Moreover, at this stage, exclusion from more distant stages in the classification of gminas already assigned to a category takes place on the highest hierarchical level achievable. 4) Inductive internal differentiation Takes place, with categories of gmina as necessary divided into sub-categories on the basis of hallmark features associated with their individual specificity. This process of assignment to given subcategories entails a search for resemblances arising out of indicators that describe the developmental and morphological features of gminas. This part of the analysis is in the nature of a typical separate classification, entailing the possible division of categories into subcategories by reference to specific features and criteria. The result was the identification of 10 categories (types) of gmina, i.e. A – functional urban areas of voivodship capitals and B – their external zones; C – functional urban areas of subregional centres and D – their external zones; E – multifunctional urban centres; F – gminas with developed transport functions; G – gminas with other developed non-agricultural functions (tourism and large-scale functions, including mining); H – gminas with intensively developed agricultural functions; I – gminas of moderately developed agricultural functions; J – extensively developed gminas (with forests and nature protection areas). The specific use of the classification is associated with an evaluation of those phenomena and processes whose characteristic feature is diversity in terms of function. On the basis of this classification it is possible to study types of development direction in gminas, as well as intensities of demographic, social, economic and other processes ongoing in them. This may allow for the identification of regularities impossible or difficult to observe by reference to the traditional administrative divisions. Allotment gardening is an activity that involves just a small percentage of Ljubljana’s population, those enthusiasts seeing this activity as more of a recreation and relaxation than a way of earning money. The city authorities are already anticipating that allotments will be eliminated from locations deemed unsuitable, holders then being offered alternatives in more appropriate locations. The appropriateness of these planned locations for allotments was evaluated in respect of whether key exclusion and attractiveness measures were complied with. We also determined the partial suitability of selected locations.
