It has been concluded that the issue of rural employment could not be solved without a well-defined rural development policy and separately from other problems related to the rural regions. That is why it is necessary to implement in Ukraine the integrated rural policy which assumes a multisectoral approach to overcome the existing problems, to stimulate the economic diversity, and to expand non-agricultural activities in the rural areas. In order to develop the rural labour market it will be essential to achieve balance between the urban and rural areas, to create an attractive business environment, to build a stable rural financial system, and to develop physical and social infrastructures. Peripheral communes (that is, located outside the sub-regions of big cities) were examined. Communes were selected from the ones with: the highest own revenue of communal budget per capita averaged for the years 2010-14; the highest indicator of natural persons conducting economic activity per 1,000 people at working age and the occurrence of rare resources (spas, sightseeing attractions). Communes adjacent to towns were excluded from analysis. Lists of development factors for SWOT analysis and other elements of strategic plans provided sources of information. Research methodology involved analysis and classification of studied development factors and further analysis of other parts within documents. The research results indicate that mineral resources (lignite) and tourist values, especially those associated with the sea and beaches have contributed to development of rural communes to the highest extent. Strategic documents of communes vary in quality. In many cases the strategies fail to adequately expose the specificity of resources. Methodological errors in the SWOT analysis are common. Positive missions emphasizing the specificity of communes are rare. The specifics of these processes in the capitalist countries of Western Europe and in the former countries of so-called “people’s democracy” in East-Central Europe are the key element of this discussion. In the context of the spatial patterns identified, discussion centres around trends of: (1) transformation, (2) economic integration, (3) globalisation, and (4) postmodernisation. The first part presents a synthetic characterisation of megatrends distinguished, including as regards specific definitions and reasons for them to arise. The second, most important part of the work addresses the impacts of megatrends on socio-economic development and the specific nature of the process ongoing with the two spatial European patterns. The analysis conducted supports the contention that the megatrends described have played a key role in the shaping contemporary processes of socio-economic development. However, it is difficult to analyse the separate influences of each, given the way they interact in one bundle (external in relation to endogenous processes), permeating one another, and ensuring an influence exerted that is diversified both temporally and spatially. It is not easy to state that any specific social or economic changes result solely from one or other of the processes discussed. Thus, the influence of these megatrends should be perceived synergically. More or less intensive processes of transformation are strengthened by economic integration and globalisation and give rise to a diversified range of postmodernisation changes. This perception is needed even more, as many researchers often consider these processes in a slightly different configuration (Dicken, 2015). The influence of megatrends on socio-economic processes also requires that the issue of socio-economic development factors be looked into once again. Answering a question as to if and in what way their importance and scope changes becomes a significant research challenge. At the same time, the discussion on changes in socio-economic development factors as regards the influence of megatrends should involve specifics of the given area that are consequences of its powerful, historically-formed features, to a large extent connected with a certain development path taken by Western or East-Central Europe. The presented outcomes confirm the aptness of the adopted place-based paradigm as a basis for optimising cohesion-policy measures. Popularisation of an approach making full use of the influence of megatrends on changes in socio-economic development factors requires the devolution of powers and finances. It will provide for the flexible adjustment of intervention to match objectively-recognised resources and development abilities, in line with evidence-based policy (Churski et al., 2017; Churski, 2018a). This may be regarded as a basic determinant of households’ standard of living. The goal of conducted research was an attempt to identify the level of diversification in housing status, as well as subjective assessment of life quality in rural areas and comparing these with selected unbiased characteristics of material conditions of examined entities. The number of people per 1 room in a flat, average number of square meters per capita in a flat or living in a separate dwelling were assumed as representative indicators of a household’s housing status. Selected characteristics of housing quality were also examined. A comparative analysis of the relationship between the self-assessment of housing situation, its objective characteristics and selected characteristics of households included in particular socio-economic groups was carried out. The analysis has proven a strong correlation between satisfying the households’ needs and the level of income. It is also worth to emphasise the significant impact of the reference group (the socio-economic group of households was adopted) on the self-assessment of housing status. The study involved six indices (LI, SI, CAPE, KI, SWEAT, TTI). Data sources involved records from three Polish data stations collecting upper air soundings and covered the period 2005-2014. Additional data were obtained from SYNOP codes on present and past weather and reports on severe meteorological phenomena from the European Severe Weather Database. The methodology adopted allowed the selection of 26 cases where no convective phenomena were observed despite extreme atmospheric instability. A detailed analysis demonstrated that the occurrence of isothermal or inversion layers in the lower and middle troposphere were the most frequent mechanisms inhibiting the vertical air movement. Convection was also inhibited when the area was free from the influence of atmospheric fronts, convergence zones, lowpressure troughs or when high altitudes of LCL occurred. The studies were conducted in the first half of 2015. Two categories of information resources were considered: 1) connected with operational documents on financial policy of communes, and 2) related to strategic documents on municipal spatial policy. Empirical data was collected by implementing modified Website Attribute Evaluation System (WAES) method, originally used to analyse accessibility and transparency of websites. In this manner the accessibility and transparency of information resources of investigated communes were characterised. Moreover, methods of statistical analysis were employed, thus illustrating. the accuracy of providing information resources for the public by investigated rural communes. As the result of the research, the authors confirmed the hypothesis that dissemination of information resources is positively influenced by the requirement to ensure transparency of municipal projects co-financed by the European Union. A decline of non-agricultural forms of business activity, mainly tourism and industry, which developed here before 1945, was one of main causes for rural areas’ depopulation. For this reason the region is considered problematic by many researchers, despite numerous attempts of activation. However, in the recent years, diversification of tendencies in population changes and the increase of entrepreneurship in rural areas have been noticed. This, apart from continuously progressing depopulation, processes indicating ‘revival’ of certain declining villages have emerged. Such situation results from an influx of new residents, mainly from urban areas. Population inflow is contributing not only to a growth of population or transforming population structures, but also to the entrepreneurship development (mainly tourism).
