Abstract:

The paper presents the main topics of debate on the reform of the CAP and outlines the main arrangements for the shape of the CAP reform for 2014–2020. The present consensus is the result of a political agreement, reached through negotiations in the framework of the so-called trilogue, between the European Commission, the European Parliament and the European Council. The article identifies challenges related to a delay in adopting EU legislation. It also leads to the conclusion that the focus of all EU policies for integrated goals heralds the imminent end of strictly sectoral policies.
