The paper presents a systems methodology concept for integrated development, as well as its emergence. It is a scientifically founded construct originated by several national and international scholarly communities. The International Institute for Applied Systems Analysis, IIASA, has played a crucial role in the development of this concept. An essential aspect of the concept is extensive modelling and systems research.
