Competitiveness of European enterprises in era of innovation and growth requires searching new organizations connections and opens new approaches of collaboration among rapidly changing environment. Clusters are network organizations focused on delivery new services and products. European Union supports development of clusters either on local or regional levels. It is crucial to implement cluster organizations with tools and systems facilitating transactional cooperation and long term organizational sustainable development.
