W raporcie omówiono czynniki przyczyniające się do rozwoju obszarów wiejskich. Bioenergia uważana jest za główny czynnik rozwoju obszarów wiejskich, bowiem jest związana z przyszłym nieograniczonym rynkiem biometanolu. Rozważa się też kwestię w jakiej skali Polska mogłaby uczestniczyć w tym rynku i jakie czynniki warunkowałyby to uczestnictwo.
