This paper evaluates what part of the EU funds anticipated to co-finance Polish local infrastructure, can be absorbed by local governments in Poland and under what conditions. We give an overview of Polish and select EU regulations regarding financing local investment in Poland and suggest appropriate changes to the existing legal regulations which will make possible maximum utilization of the EU funds offered to Poland. We assess financial feasibility of Polish JST to finance investment from their own budgets and with help of debt, to cover their share in projects financed by structural funds. We also discuss estimations presented in the NPR with regard to their practical accuracy.
