Abstract:

The paper addresses the problem of uncertainty in the national inventories of greenhouse gas emissions and removals, published annually by parties to the United Nations Framework Convention on Climate Change, and used by policymakers to develop strategies and policies for emission reductions and to track the progress of these policies. The importance of scientific, economic, and political implications of uncertainty is stresssed and an overview of the state of the art of analyzing emission changes in consideration of uncertainty is provided.
