 abstract={The article presents the scope and operational mechanism of the local censorship apparatus (at the level of provinces, districts, and communes), particularly the socio-political offi cials performing censorship functions in the countryside. Analysing their activity, one can notice many interesting attitudes uncharacteristic of totalitarian power, such as sabo-taging directives and instructions sent from the centre, long-term disregard for directives from superiors, failing to turn up for work, failing to observe state secrets, failing to comply with instructions from the Main Offi ce for the Control of the Press, Publications and Public Performances.},
