Its starting point are the most important diplomatic documents and propaganda acts addressed to Poles or relating to the matter of Poland’s independence, issued by the partitioning powers (Germany, Austria-Hungary, Russia) and the USA during the Great War. Following the Bolshevik revolution of 1917, the authorities of the newly formed state—Soviet Russia—had to adopt a stance towards reborn Poland.
