They were the precursors of the idea of the political unification of Europe. They argued, in their various works, that it was necessary to establish the unity and brotherhood of the nations of Europe. They postulated the liquidation of political boundaries and the establishment of a community of free states on the European continent. This paper analyses those factors that influence location and also the consequences of foreign direct investment in software development centres in Bulgaria, Estonia and Poland. Foreign companies are compared and contrasted with the indigenous SDCs which are subcontractors for foreign companies or export to foreign markets. This paper questions the degree to which cost-related considerations influence location decisions, contrasting their significance with ‘return migration’ and the search for highly qualified graduates. To ward off growing wage pressure, SDCs provide more value-added services. Foreign SDCs move up the value chain, acquiring new competences. It may be argued that an increasing shift can be observed from a dependent mode based on a dependency on a foreign headquarters to a developmental type characterised by growing freedom. The local embededdness of foreign SDCs in the analysed countries is usually limited. However, ‘backshoring’ will not occur in the near future due to their high quality of work and improved efficiency. By analyzing employment and investment shares according to sections of the economy (the SIC index) several activities are identified which fulfil the following criteria: they are representative of Berlin, they show progressive development trends, and their role is reflected in the structure of investment outlays. In the analysis, the location co-efficient is used, which allows for the identification of the characteristic features of Berlin’s functional profile against the national average structure. The analysis proves that Berlin has been developing in a relatively ambiguous manner, though its functional specialization is rather stable, in that it has experienced only slight structural changes since the beginning of the 1990s. It is also observed that the position of Berlin in the German urban system is quite stable. In this context, the question is posed as to whether Warsaw’s position in the Polish urban system, as expressed in its functional profile, should, when one considers all the parallels and differences, resemble or not the one held by Berlin in Germany. The aim of the article is to identify good practices applied in the process of positive changes in selected villages as a result of mobilisation and coordination of own resources and energy, creativity and hard work of people, supported by various external incentives. Adjustment to the “place” in the process of thematisation of space results from cooperation of the local community with its nearest environment, which consists in analysing and interpreting the existing conditions with regard to the planned changes. Then, the specific assets of the environment were identified to develop further local stories, related to the original motif. Those original concepts constitute an extraordinary act of creation of the place and its adjustment to the needs of the local community and visitors. In both cases, the identification and use of specific resources was of key importance, combined with important external incentives in the form of first process creators (experts) and then possibilities of financing the entire initiative (e.g. EU funds). Tourism can also be a solution for the increase of economic values and life quality of the poorest rural communes. Hence, local authorities increasingly appreciate the role of tourism in their areas as a potential means of their social and economic development. When planning tourist routes, it is very important to remember about the natural potential, together with its protection. On the other hand, the forest, water and valuable protected areas are usually the most important touristic values influencing the general index of the tourism potential. The aim of the present study was to analyse the tourist potential of rural areas before and after the proposed tourism development and establishment of protected areas in a selected commune area – Łubianka, Poland. For this purpose, the tourist, associated and environmental indices were taken into consideration. The current general index of tourism potential classified the analysed area at the lowest level in the region. The proposed tourism development and creation of a nature protection area and objects caused an increase of tourist and associated values of analysed area, improved tourism potential, and placed the commune in a better position in the region. Overall, it can be concluded, that relatively simple activities can improve the tourism potential and furthermore, as a result an improvement in the social and economic status of the local community can be noted. Many local strategies of the rural areas have included development of tourism as one of their main goals and as a result various financial programs were prepared and conducted in order to support development of tourism. Despite of some positive changes, the results in general are not satisfying. Based on scientific literature and statistical data, the paper is critically examining the role of tourism in rural areas on the example of rural municipalities in selected EU NUTS-2 regions in Poland and Croatia. The role of tourism is researched through the change of the tourist density ratio and the tourist intensity rate indexes, which are calculated for every single municipality of the researched area for 2004 and 2013. Despite significant governmental and local initiatives, minor positive changes of measured tourist indexes that occurred in rural areas made the author argue how the potential socio-economic role of tourism in rural areas is fairly overestimated. The purpose of this paper is to provoke scientific discussion on artificial developing of tourism in rural areas which are not pre-determined for tourism. Initiation of rural development programmes successfully activates processes of modernisation in many fields of social and economic life, including the material base (infrastructure), which is an essential element in the functioning of settlement systems. The aim of this study is to present selected results of the expert analysis of 50 Polish villages, which are characterised by a high concentration of cultural values – material, institutional and spiritual. The assessment of a group of rural settlements was meant to determine the potential for creating the Network of the Most Interesting Villages. The article presents the factual basis for such evaluation, the differentiation in groups of villages according to selected traits, especially those describing the infrastructural plane for developing the tourism and recreational functions. The recipe for success includes many elements. The most important ones include attractive spatial configuration in which there is no shortage of central locations that are the focus of educational and recreational functions, the social awareness of the value of one’s own heritage and the ability to describe it (the purpose of stay), the existence of long-lasting institutions referring to the historical memory and communal activities, the ability to create the media for narration placed in the internal environment, somewhat-formed path of its own development based on own resources (developed tourism functions), as well as participation in local and regional network of town with varying functions, and natural and anthropogenic environmental values (tourist regions). This disadvantage is caused mainly by smaller population densities, greater distances from urban markets as well as information, work, education, and most other resources. Seen from the perspective of the rural areas the Internet means a possibility of equal development chances between the rural and city inhabitants. Access to the Internet means availability of work (telework), administration, education, services offered on-line that are impossible to obtain elsewhere, of different kinds of databases, entertainment as well as contact with other users. Thus, both social and economic aspects can be distinguished. These aspects can be studied in the digital divide context, which the authors try to investigate in this paper. Therefore this article focuses on theoretical aspects of the “fluid society” but emphasizes also the need to learn from empirical insights and practical issues in the context of Polish-Swiss cooperation projects. It concludes however, that regional spaces under the auspices of modern flows are not unicoloured. That wants to say: they are not passive entities of modernisation, but keep their manifold, multicoloured characteristics – and these characteristics interact in the form of identities, cohesion and the natural backdrop with significant effects on those flows, enabling and steering modernisation strategies, and deciding about successes or failures of investments into traffic, tourism and economies. It has been also introduced into the urban design domain, however most of the attempts concern only tracking of energy and/or material flows to reduce environmental impacts by redesigning closed loops in a specific area. The hypothesis of this paper is that the concept of urban metabolism, and its indicators, could play an important role in advancing the science and practice related to sustainability in urban design and development. At the moment, however we lack indicators to support evaluation of urban design related decisions from the perspective of urban metabolism. The aim of this paper is to explore the application of urban metabolism indicators in urban design based on their characteristics. It reviews development periods of the concept and analytical models of urban metabolism, in order to identify crucial urban metabolism indicators for urban design. Next, these urban metabolism indicators are classified regarding type of analytical model, accounting method, indicator type, and indicator level. Finally, several suggestions are offered on how to integrate urban metabolism indicators into urban design. In addition, directions for future research on the topic are discussed. However, as authors argue, there are more efficient ways for new job generation associated with entrepreneurial rural in-migration. Such migration movement brings new entrepreneurial skills, knowledge, and creativity to rural areas. By presenting the results of our interview survey with urban newcomers to peripheral rural areas of Czechia, we would like to draw attention to this alternative and under-researched way of rural development, especially in the Central and Eastern Europe. This article analyses the contribution of entrepreneurial in-migrants to local economies and examines new ways for better incorporation of rural entrepreneurial in-migration into rural development planning.
